PUBLIC COMMENTS
Public comments will be accepted both in person and via Zoom for up to three minutes or an
amount of time determined by the Chair. All requests to speak will be taken until 5 minutes
after the staff’s presentation. Written public comments can be submitted in advance to
pac@cityofpaloalto.org and will be provided to the Council and available for inspection on the
City’s website. Please clearly indicate which agenda item you are referencing in your subject
line.
PowerPoints, videos, or other media to be presented during public comment are accepted only
by email to pac@cityofpaloalto.org at least 24 hours prior to the meeting. Once received,
the Clerk will have them shared at public comment for the specified item. To uphold strong
cybersecurity management practices, USB’s or other physical electronic storage devices are not

CALL TO ORDER – Vice Chair Shen called the meeting to order at 7:00 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None.
APPROVAL OF MINUTES – December 19, 2024 PAC Regular Meeting Minutes: Moved by
Commissioner Miyaji, Second by Commissioner de la Garza. All in Favor.
STAFF COMMENTS –Staff provided an update on two open calls for artists: for the pre-qualified artist
roster and muralist roster with application deadline of January 27, 2025. Staff also made announcement
about the ongoing recruitment for the City’s Architectural Review Board, Utilities Advisory Commission,
and Human Resources Commission.
NON-ACTION:
1. Projection Mapping Presentation – Staff provided an overview of the projection mapping
project as part of the Code:ART 2025 interactive media festival, to be displayed at the façade of
City Hall nightly Oct 16-25. Staff has contracted a San Francisco-based production company, A3
Immersive to produce the original creative content and implement the projections for the festival.
Production team of Sean Mason and Alexander Schöpff joined the meeting remotely and made an
information presentation about projection mapping technology and production process, and

economic impacts of light festivals with examples from Let’s Glow SF and Lighted Napa
festivals. Commissioners asked clarifying questions about artists qualifications and the selection
process, creative content in relation to Palo Alto and the theme of Code:ART, and types of
products used for building wrapping.
2. King Artist-in-Residence Presentation – Staff provided an overview of the ongoing
King AIR project led by artist Alma Landeta. Landeta joined the meeting remotely to
present their residency project and final report, highlighting its goals and research
methodology, stakeholders and partner organizations, community engagement process
and findings, and emerging themes, which have informed a concept for Landeta’s future
temporary artwork. The artist is currently working on their conceptual design for the
artwork in consultation with staff and art fabricators. The artwork conceptual design will
be presented to the PAC for their approval at a future meeting prior to its fabrication and
installation at King Plaza in front of City Hall. The artist’s report is available on the
City’s King AIR webpage.

TITLE
King Artist-in-Residence Program – Approval of Kiana Honarmand a as the next project artist for
the King Artist Residency program and approval of funding in the amount of up to $50,000 for
the next round of King AIR program.
RECOMMENDATION
Staff recommends that the Public Art Commission approve Kiana Honarmand as the next
resident artist for the Dr. Martin Luther King and Coretta Scott King Artist Residency and
approve allocation of funds in the amount of $50,000 for the project.
BACKGROUND
In the spirit of Dr. Martin Luther King and Coretta Scott King, for whom King Plaza is named, the
City of Palo Alto Council asked the Public Art Commission to consider commissioning a
permanent work signaling the City’s commitment to equity and belonging. The Public Art
Commission affirmed its commitment to a permanent platform for ongoing conversations
about inclusion and belonging in Palo Alto through the arts. As a result, the King residency
program was established. Additional information about the King AIR program, its mission and
goals, as well as the scopes of previous artist residency projects is available on the King
Residency website.
ANALYSIS
Guided by the approved by City Council 2024/25 PAC work plan and PAC priorities to develop
public art projects that will continue to advance empathy, ethnic and cultural inclusion and
celebration, and social, racial, and gender equity, the Public Art Commissioners discussed the
King Artist-in-Residence program and emphasized the importance of continuing the program at
the PAC Annual Retreat held on January 31, 2025.
Staff launched an artist call for the new round of the King Artist-in-Residency program in
December 2023 and had 24 artists apply to the call by the deadline. The panel selected four
finalists. The finalists made public presentations March 7, 2024 about their artistic practice and
relevant experience as well as their conceptual proposal for the King Residency in Palo Alto.

Members of the public were invited to observe the presentations and provide feedback to the
panel before they made their final decision. The selection panel consisted of:

Based on the panelists rankings as a result of the artists’ presentations, the selection panel
recommended artist Alma Landeta as the next artist for the King Residency. That
recommendation was approved by the PAC on March 21, 2024 with Alma Landeta’s residency
launched in May 2024.
Artist Kiana Honarmand was ranked by the selection panel as the next highest scoring artist.
FISCAL/RESOURCE IMPACT
If approved by the PAC as the project artist and allocation of funds in the amount of up to
$50,000, staff will encumber funds from the CIP budget and begin the contract process so that
the artist may begin in May-June 2025. The artist will have access to a shared studio space with
public wifi in Palo Alto to use as their designated workspace. It is anticipated that the artist will
take approximately six months to conduct the research and community outreach and spend
about 16-20 hours per week focused on the residency project and outreach efforts, and out of
that time, be physically present in Palo Alto approximately 8 – 16 hours weekly. Public Art
Program staff will work closely with the artist throughout the entire duration of the King
Residency project to ensure that the Artist is provided with the resources and contacts
necessary to undertake the residency. The residency scope will include the following phases:
Project initiation and research (1-2 months); Creative Community Engagement and synthesis of
emerging themes (3-5 months); and Concept and Design Development for Temporary Artwork
(1-2 months). At the conclusion of the community outreach phase of the residency, the artist
will create a proposal for an outdoor temporary artwork informed by the synthesized themes
derived from interactions with the community centering on a particular equity topic. If the
concept is approved by the PAC, it will be expected to remain on display on King Plaza for a
period of six to twelve months starting in 2026.
The City of Palo Alto Public Art Program operates in accordance with Chapter 2.26 Visual Art in
Public Places Policy of Palo Alto Municipal Code. The Municipal Percent for Art Policy specifies
that the City will budget one percent (1%) of its construction costs to include public art for City
capital improvement projects that have a visual impact on the surrounding environment by
altering a site through new construction or reconstruction, at the initial stages of design,
thereby ensuring that art elements become an integral part of the overall design. In 2015, in
order to strengthen its ongoing commitment to the City’s municipal public art program, the
Palo Alto Council amended the Palo Alto Municipal Code to add Section 2.26.070 "Public Art for

Municipal Projects" to Chapter 2.26 (Visual Art in Public Places). The Ordinance enhanced the
funds available for public art and increased flexibility to provide art experiences that are timely
and relevant throughout the community. According to the Ordinance, one percent (1%) of the
City’s annual Capital Improvement Program (CIP) budget devoted to public art is deposited into
the Public Art Fund. Funds may be used at any appropriate site within Palo Alto for permanent
or temporary public art projects. Additionally, funds from two or more CIP projects may be
pooled to fund a single work of art.
