ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES – October 29, 2024 PAC Special Meeting Minutes: Moved by Vice Chair Shen, Second by Commissioner Waltuch. All in Favor. STAFF COMMENTS – Staff provided an update on the status of the fresco conservation project at the Roth Building. Physical protections and metal chain link fence were removed as the building reconstruction project is nearing its completion. The art conservators completed the first phase of the fresco conservation project and will be providing their final report to staff shortly. ACTION: 1. Collection Maintenance – Staff provided a project history for Greg Brown’s mural titled Garbage Collector located at 136 Hamilton Ave. The mural, originally painted in 1977, requires conservation treatment. Staff summarized the previous repair and maintenance history for the mural, its current physical condition of the mural, and the scope for the proposed conservation treatment to be performed by Preservation Arts. Staff recommended that the PAC allocate funding in the amount of $9,912 for the conservation treatment for the mural titled Garbage Collector by artist Greg Brown. Code:ART Event Team – Staff updated the Commission on the format and scope of the Code:ART media festival to be held in October 2025 and summarized the scope of tasks to be performed by a qualified event production team to facilitate the planning and running of the festival. Staff requested that the PAC approve allocation of funds in the amount of up to $25,000 for special events team staffing for Code:ART. Moved: Commissioner Stern; Second: Commissioner de la Garza. All in Favor. NON-ACTION: 3. Code:ART Artist Selection Update – Staff provided a summary of the artist application and selection process for the large interactive art installation at Lytton Plaza and four Urban Intervention projects for Code:ART 2025. The selection panel included former Code:ART artists Nate Mohler and Paul Mans, gallerist Pamela Walsh, Commissioner Lisa Waltuch, and CASP artist Mik Gaspay. With over a hundred applications submitted, the selection process included a pre-panel by staff, online review and evaluation process by the panel, followed by a selection panel meeting to discuss a short-listed roster of applicants. Artists Oona Stern, Joshua Miller, Antonin Fourneau, and Shagun Singh were recommended by the panel as Code:ART Urban Intervention artists based on their rankings. Artist team Ksawery Komputeri from Poland was recommended for the Lytton Plaza art installation. Staff will reach out to each artist to confirm feasibility of each recommended project prior to moving forward with artist contracts. MEETING ADJOURNED: at 7:33 pm by Chair Gordon. 1     Packet Pg. 5     Public Art Commission Staff Report From: Elise DeMarzo, Manager Community Services Sr Programs Meeting Date: December 19, 2024 Report #: 2412-3883 TITLE Victor Arnautoff frescoes at the Roth Building – Staff will give an update on the completed restoration of Victor Arnautoff’s color frescoes at the Roth Building, located at 300 Homer Avenue. DISCUSSION November 2024, art conservators and experts on Diego Rivera and Victor Arnautoff frescoes Anne Rosenthal and Kiernan Graves completed their comprehensive conservation treatment of the Arnautoff frescoes, titled Modern and Ancient Medicine, 1932, and located at the site of the former Palo Alto Medical Clinic, and the future home of the Palo Alto History Museum, also known as the Roth building at 300 Homer Ave. The artwork is comprised of two registers of frescoes at the main entry of the building. The upper register consists of four large vertically oriented color images, depicting techniques of modern medicine. The lower register is comprised of eight smaller horizontally oriented grisaille images depicting ancient medicine, painted in a faux technique to resemble chiseled granite, adding a bas-relief appearance to the wall. Additionally, there is a narrow grisaille panel above the main entry door, and four round sepia-toned medallions high on the entry face of the portico that leads to the front entry loggia.  Under their agreement’s scope of services, the conservators successfully fully restored the upper register of the artwork comprised of four multi-color fresco panels, and a narrow grisaille panel above the main entry door, and completed in-depth onsite testing and cleaning of the lower register of the Grisaille Panels and Medallions. Conservators provided final reports documenting the conservation process, before and after conditions, care and conservation protocols and procedures, and options for the restoration treatment of the lower register frescoes and medallions and along with budget estimates.  Images of the frescoes before, during, and post-treatment are attached below. The fresco restoration project was partially supported by the grant funding from the County of Santa Clara Parks and Recreation Department’s Historic Grant Program.
