ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES – July 18, 2024 PAC Regular Meeting Minutes: Moved by Vice Chair Shen, Second by Commissioner Stern. All in Favor. August 28, 2024 PAC Special Meeting Minutes: Moved by Vice Chair Shen, Second by Commissioner Miyaji. All in Favor. STAFF COMMENTS – Staff provided an update on the status of the artist application process for Code:ART 2025 with over one hundred submissions and the selection panel scheduled to take place on November 1. Staff also made an update on the ongoing community engagement by King AIR artist Alma Landeta and announced two upcoming workshops at Mitchell Park library. Staff announced an upcoming CASP Open Studios event scheduled for November 8, 1-4 pm at Cubberley Community Center. Staff also provided an update and showed images of the recently installed permanent artwork by Peter Wegner at the new PSB. A temporary protection system was erected by Atthowe team to safeguard the artwork during ongoing construction activities at the PSB lobby. NON-ACTION: 1     Packet Pg. 4     1. Public Art Fund – Staff provided a summery of the Public Art Fund, including its purpose and funding structure. Launched in 2014, the fund currently has approximately $2.3M available for commissioning of permanent and temporary artworks across Palo Alto. Staff recommended that PAC form an Ad-Hoc committee made up of three commissioners to consider future public art opportunities that may be funded from the private development in-lieu contributions to the Public Art Fund. Commissioners Miyagi volunteered to serve on the Ad-Hoc Committee. New commissioners de la Garza, Smith and Stern also expressed interest in serving on the Committee. Staff promised to confer with the Chair and get back to these three commissioners with the confirmation which two to join Commissioner Miyagi on the ad-hoc committee. 2. Public Art Commission Work Plan – Chair Gordon provided a summery of her presentation of the PAC 2024/25 Work Plan to City Council on October 7 including the PAC’s priorities, ongoing and upcoming projects and discussion with Council Members. City Council approved the Work Plan with the additional direction to evaluate a plan for extensive artistic activation of the Cubberley space in collaboration with the artists. Commissioners and Council Member Burt discussed potential opportunities for Cubberley in light of the pending land acquisition and how artists can help temporarily activate and animate the campus. MEETING ADJOURNED: at 7:32 pm by Chair Gordon. 1     Packet Pg. 5     Public Art Commission Staff Report From: Elise DeMarzo, Manager Community Services Sr Programs Meeting Date: November 21, 2024 Report #: 2411-3782 TITLE Collection Maintenance – Staff recommends that the Public Art Commission approve the allocation of funds in the amount of $9,912 from the maintenance budget for the restoration of the Garbage Man by artist Greg Brown. BACKGROUND Artist Greg Brown was born in Pittsburgh, PA, but was still a child when he moved to Palo Alto, California. He went to Palo Alto High School, and graduated in 1969. As a teenager, he studied with Italian artist Roberto Lupetti. In 1975/77, funded by a CETA grant Brown was hired by the City of Palo Alto as the City’s first artist-in-residence to create a series of nine murals across various locations in downtown Palo Alto. Brown’s trompe l'oeil murals known as the “Pedestrian Series” featured whimsical depictions of everyday people in uncanny situations. Out of nine artworks, six remain and are part of the City’s collection of public art. The artist passed away in 2014. His works are a significant part of Palo Alto’s downtown public art collection and are treasured by the community. ANALYSIS Artist Greg Brown painted this whimsical trompe-l’oeil mural on the on the exterior wall of the building located at 136 Hamilton Avenue in Palo Alto in 1977. This artwork located at the corner of Hamilton Ave and High St, depicts a man wearing a sanitation worker uniform and carrying a metal garbage container on his back with a whimsical green alien peeking out of the container. The mural, painted in acrylic on stucco, is on private property. The artist, Greg Brown, was hired by the City in 1980, 1984, 1992, and 2002 to retouch and repair this and other of his “Pedestrian Series Murals” in downtown Palo Alto. The artist passed away in 2014. In 2016, Public Art Program staff hired San Francisco-based ARG Art Conservation to conduct condition assessment of the murals in the City’s collection. Based on the provided condition report, the recommendations for the mural were “continue to monitor conditions for paint loss and consider future treatment by a trained conservator”. In 2017, per recommendations set in the Public Art Master Plan, staff hired a professional photographer to take high resolution photographs for documentation and possibly digital reproduction 2     Packet Pg. 6     purposes. Staff continued to monitor the condition of the mural over the course of the following years while prioritizing conservation of those works in the collection with the treatment priority assessed as Urgent. Upon making onsite condition observations of the Garbage Collector mural earlier in 2024, staff contacted Preservation Arts, a fine art conservation firm, who performed successful restoration of another Greg Brown mural, titled Boy Fishing, in Summer 2020, with a request to evaluate the current condition of the mural and provide a conservation treatment proposal. FISCAL/RESOURCE IMPACT The proposed treatment should take three to four days to complete. The treatment would take place in December 2024. The funds for the conservation project will be allocated from the Public Art Program Maintenance budget, which receives an annual allocation of $36,000.
