Public Art Commission Staff Report From: Elise DeMarzo, Manager Community Services Sr Programs Meeting Date: August 28, 2024 Report #: 2408-3412 TITLE Code:ART 2025 – Staff recommends that the Public Art Commission (PAC) approve the use of private development generated in-lieu funds in an amount not to exceed $300,000 to support a major 3-D projection mapping artwork on the façade of City Hall that would debut during Code:ART October 2025 and continue through the following weekend. RECOMMENDATION Staff recommends that the Public Art Commission (PAC) approve the use of private development generated in-lieu funds in an amount not to exceed $300,000 to support a major 3-D projection mapping artwork on the façade of City Hall that would debut during Code:ART October 2025 and continue through the following weekend. ANALYSIS As part of Municipal Code 16.61, private development projects over 10,000 square feet are required to either incorporate public art into their project or pay the equivalent in-lieu of commissioning art on site. The in-lieu funds in the Public Art Fund are restricted for the commission of permanent and temporary public art projects within Palo Alto and pays for one Public Art staff position. The Commission and Council have approved access to $50,000 annually from the Public Art Fund ($10,000 for the consultant that verifies the private development construction valuation amounts and $40,000 for temporary projects such as Code:ART). This request is for an additional $250,000 one-time use to support the projections on City Hall for the 2025 event. The Public Art Program is moving forward with plans for Code:ART to take place October 16-18, 2025. The 2023 Code:ART event drew approximately 13,000 people to downtown Palo Alto, and the feedback we received through surveys and from what the Commissioners gathered was overwhelmingly positive. (See Attachment A). In order to have an even greater impact at the next Code:ART and extend part of the festival experience over a longer period of time, staff has been exploring bringing a 3-D projection mapping installation to the façade of City Hall that would debut at the Code:ART festival and remain on view each night through the following weekend. 1     Packet Pg. 4     Staff consulted with a projection mapping company to get an estimate that would include the planning for, set-up, window and building preparation, equipment and crowd control, mapping, staffing for each night of the event, inclement weather equipment housing, artist fees for three artworks to be projected, and the break down and removal of all equipment. TIMELINE AND FISCAL/RESOURCE IMPACT If the Public Art Commission supports the use of additional Public Art Fund money for use for Code:ART, then the request will need to be approved by Council as part of a mid-year budget transfer. Staff will need to launch a formal solicitation as soon as possible in order to identify the right vendor for these services and begin preparation for the event. With approximately $2M in the Public Art Fund currently, there is adequate funding available to cover the additional costs associated with this request. RECOMMENDATION Staff recommends that the Public Art Commission accept the donation of artwork by Cubberley artist Darryl Dieckman into the City collection. DISCUSSION This generous gift is being offered by a CASP artist as part of the Cubberley Artist Studio Program (CASP) agreement. According to the CASP Guidelines, all CASP artists are expected to donate one of their artworks in their first (4-year) residency term to the City’s Public Art Program. The donation is subject to the approval of the Public Art Commission and, upon acceptance, will be deemed a gift made under terms and conditions established by the City. ARTIST STATEMENT Furniture maker Darryl Dieckman is interested in reinterpreting iconic designs from the past in beautiful woods and adapting their function for everyday use. Born and raised in Ohio with a 25-year career in technology, Darryl is now a recovering software engineer living in Northern California. His passion for fine woodworking blossomed in 2010 when he began attending classes at Marc Adams Woodworking School in Indiana with his father during annual Father’s Day visits to the Midwest. Then a spiritual experience building large scale art at the Burning Man festival emboldened the pursuit of a new career path. In 2016, it was his good fortune to be invited to attend the Fine Furniture program at the College of the Redwoods. His recent work exhibits an attention to detail and exacting hand work that are hallmarks of the program. Darryl hopes to continue this tradition after completing the program in May 2018. The artwork offered for donation by Darryl Dieckman is titled Forever and is made of redwood and douglas fir. The redwood is known as "sinker redwood" which comes from Mendocino coast old growth redwood logs that were lost in river bottoms and never made it to the sawmills in the logging days. The redwood has absorbed minerals over the past century to give 3     Packet Pg. 12     it purple and grey hues. The old growth douglas fir was reclaimed from the bookshelves of the Hoover Institution library at Stanford. The name of the piece is both a reference to the time invested in building the box as well as the history of the wood, the life it lived, and the life it will live into the future.
