ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES – February 15, 2024 PAC regular Meeting Moved: Commissioner Miyaji; Second: Commissioner Taylor. All in Favor. STAFF COMMENTS – Staff announced installation of a series of community quotes collected by artist Kirti Bassendine during her King Artist Residency project. The decals printed on adhesive aluminum are temporarily displayed on King Plaza. Staff update the Commission on the ongoing Call for Artists for the Utility Boxes project opportunity. Up to 20 artists, selected by a selection panel, will be awarded a $1,000 each to paint assigned utility cabinets across Palo Alto throughout in Summer / Fall, 2024. ACTION: 1. Election of Officers– Chair Shen gave an overview of the duties and responsibilities of the Chair to the Commissioners. Chair Shen opened the floor to nominations for the position of the PAC Chair. Commissioner Miyaji nominated Chair Shen for the Chair. Commissioner Shen did not accept the nomination and in turn nominated Vice Chair Gordon for Chair. Commissioner Gordon accepted the nomination. No other nominations followed. Motion: Commissioner Miyaji moved to close the nominations. Second: Vice Chair Shen. All in Favor. Vote: Commissioner Gordon was elected as the new PAC Chair. Chair Shen opened the floor to nominations of Vice Chair. Commissioner Gordon nominated Chair Shen for the position of Vice Chair. Vice Chair 1 Packet Pg. 5 Shen accepted the nomination. No other nominations followed. Motion: Commissioner Miyaji moved to close the nominations. Second: Vice Chair Gordon. All in Favor. All in Favor. Vote: Chair Shen was elected as the PAC Vice Chair. 2. King Artist Residency – Staff provided an update on the artist selection process for the next King Artist Residency project. Twenty-four artists submitted their applications for consideration. The selection panel comprised of Public Art Commissioner Ben Miyaji, the City’s Diversity, Equity, and Inclusion Manager Kojo Pierce; Public Art Consultant Barbara Goldstein; Artist Pantea Karimi; Artist and former King Artist in Residence Rayos Magos; and the City’s Library Services David Sigua. The panel selected four finalists in February who were paid a stipend to develop conceptual proposals for their Palo Alto residency. The four finalists made public presentations March 7, 2024 about their artistic practice and relevant experience as well as their conceptual proposal for the King Residency in Palo Alto. Members of the public were invited to observe the presentations and provide feedback to the panel before they made their final decision. Upon some deliberations after the artists’ presentations, the panel recommended artist Alma Landeta as the next King AIR artist. Staff shared slides featuring images of Landeta’s previous projects and samples of artworks. Cubberley Mural – Staff provided an overview of the artist selection process for the Cubberley temporary mural project. Staff utilized the pre-approved muralist roster to identify a list of artists appropriate for the project. 39 artists were reviewed by the panel comprised of Chris Beszilko - Head of Imagination Lab School, Cubberley Community Center staff member Neha Billing, Acme Education Group representative Wei Chen, artist Richard Hoffman, Palo Alto resident and cultural worker Jennifer Lee, Avenidas Center Director Tracy McCloud, and Public Art Commissioner Hsinya Shen. The panelists identified muralist Cameron Moberg as the project artist applying the following evaluation criteria: Wow factor (artistic quality and excellence) and experience with community engagement. The selected artist will hold a community meeting to gather public input to inform their design development. Painting onsite is tentatively scheduled for June 2024. Staff recommended that the PAC approve muralist Cameron Moberg as the project artist. Downtown Murals – Staff provided images and descriptions of three different sites across downtown Palo Alto, including alleyway walls of MAC’s shop at 534 Emerson St and Pacific Art Leaue at 668 Ramona St, and a prominent wall of the All-Saints Episcopal Church at 555 Waverley Street. Staff provided a tentative timeline for the commissioning process with the artist selection taking place in May 2024 and murals painted on site in September – October 2024. The three murals to be funded by the City and commissioned as temporary artworks with the expected display period of five years. RECOMMENDATION Staff recommends that the Public Art Commission (PAC) approve Bodeck Luna as the project artist for a temporary mural to be painted on the roll-up door at Fire Station #5, located at 600 Arastradero Road, Palo Alto, CA. ANALYSIS Guided by the PAC 2024/25 working priorities to expand the temporary murals program to Palo Alto neighborhoods and commercial corridors, the Public Art Program staff in partnership with the City’s Fire Department identified an opportunity to commission an artist to paint a temporary mural on the surface of a large roll-up engine entrance door at the Fire Station #5. The station, located in south-west Palo Alto at the corner of Arastradero Road and Clemo Avenue and adjacent to Juana Briones Park, is a welcoming community hub, providing fire, emergency medical services and all hazard response to the Palo Alto community. The mural will have high visibility and experienced by pedestrians, cyclists and drivers using the busy intersection. The Public Art Commission approved funding in the amount of $12,000 at the February 15, 2024 meeting. Staff initiated an artist selection process and reach out to a selection 55 of California-based artists in the muralist roster appropriate for the commission who may be interested in creating a site- specific mural for the fire station. Staff assembled a selection panel of community stakeholders to evaluate and rank 36 applicants according to their qualifications. Based on their evaluations 18 artists were advanced to the panel meeting discussion. The stakeholder panel included: John King - Barron Park Neighborhood Association Stephen Lindsey - Palo Alto Fire Lisa Waltuch - Public Art Commissioner Shannon Wright – Cubberley Artist Harumo Sato – Cubberley Artist and muralist Jennifer Samayoa - Barron Park Kids' Club, Palo Alto Community Childcare 2 Packet Pg. 8 Artist Bodeck Luna was selected based on their demonstrated artistic excellence and skillset provided in the samples of previously completed murals. The selected artist will be provided with the Palo Alto Public Art Master Plan and input from the community stakeholders as part of their design brief to inform their design development. A finalized conceptual design will be presented to the Public Art Commission for approval before the painting onsite may begin. FISCAL IMPACT, TIMELINE AND POLICY IMPLICATIONS The artist selection is anticipated to take place in Spring 2024 and the mural is anticipated to be painted in early Summer 2024. The mural will be temporary in nature due to the potential need to replace the roll up door with little to no notice and the wear and tear to the mural on a roll up door. Staff has a muralist consultant to advise them as to the best surface preparation and types of paint appropriate for the project. The mural will be funded through the City’s Art in Public Places CIP fund. The City of Palo Alto Public Art Program operates in accordance with Chapter 2.26 Visual Art in Public Places Policy of Palo Alto Municipal Code. The Municipal Percent for Art Policy specifies that the City will budget one percent (1%) of its construction costs to include public art for City capital improvement projects that have a visual impact on the surrounding environment by altering a site through new construction or reconstruction, at the initial stages of design, thereby ensuring that art elements become an integral part of the overall design. In 2015, in order to strengthen its ongoing commitment to the City’s municipal public art program, the Palo Alto Council amended the Palo Alto Municipal Code to add Section 2.26.070 "Public Art for Municipal Projects" to Chapter 2.26 (Visual Art in Public Places). The Ordinance enhanced the funds available for public art and increased flexibility to provide art experiences that are timely and relevant throughout the community. According to the Ordinance, one percent (1%) of the City’s annual Capital Improvement Program (CIP) budget devoted to public art is deposited into the Public Art Fund. Funds may be used at any appropriate site within Palo Alto for permanent or temporary public art projects. Additionally, funds from two or more CIP projects may be pooled to fund a single work of art. ANALYSIS Tesla has moved into the location at 30000 Hanover Street in Palo Alto. The scope of their project did not trigger the private percent for art requirement under Palo Alto Municipal Code 16.61.030. However, Tesla wishes to install a sculpture designed by their in-house designers on the corner of the property in the Stanford Research Park that they have leased. The bear- shaped sculpture is not becoming part of the City collection, as it will belong to Tesla and located on Stanford property. However, due to the high visibility of the site and the scale of the sculpture, Planning and Public Art staff agreed that it makes sense for the project to be presented to the Public Art Commission as an informational item and allow Commissioners and any members to the public to comment on the installation. It allows for consistent lighting across the length of the berm and highlights the solidity and stability of the foundation. Their usage complements the sheen of brushed metal panels to give off a soft glow with minimal visual distraction and disturbance to the passing drivers. The selection of these fixtures allows for the most control over the lighting in situ, with respect to the luminosity, intensity, temperature, and color.
