ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES - January 12, 2024 PAC Annual Retreat Moved: Commissioner Miyaji; Second: Commissioner Waltuch. STAFF COMMENTS – Staff made an update about the King Artist Residency program artist selection process with the finalists’ proposal presentations scheduled for March 7th. The presentations will be available to the public and held at the Community Meeting Room at City Hall. The selected artist will be recommended to the PAC for approval as the residency artist. Staff also announced ongoing recruitment process for City’s Boards and Commissions including 4 vacancies for the Public Art Commission. Application deadline is March 17th. ACTION: 1. Fire Station 5 Mural Funding – Staff provided a summary of the project opportunity, artist selection process, and timeline. Guided by the PAC 2024/25 working priorities to expand temporary murals to Palo Alto neighborhoods, staff identified an opportunity to commission a temporary mural on the surface of a roll-up door at the Fire Station #5 located at 600 Arastradero Road in South Palo Alto. Staff will utilize the current pre-approved muralist roster and convene a 1     Packet Pg. 4     selection panel to identify a project artist. The selected artist is anticipated to do the stakeholder and community outreach to help inform conceptual design for the mural. Staff will work with a consultant to advise them as to the site needs and appropriate types of paint. The mural is anticipated to be painted in early Summer 2024. Motion: Chair Shen moved to approve the funding in the amount of up to of $12,000 to commission a mural on the roll-up door at Fire Station 5. Second: Commissioner Waltuch. All in Favor. 2. Cubberley Mural Funding - Staff provided a rationale for commissioning a temporary site- specific mural at the site of the Cubberley Community Center and showed an image of the identified site at the North entrance to the campus facing Middlefield Road. Staff shared with the PAC community feedback regarding an expressed desire to see the Cubberley campus activated through murals reflecting the variety of dynamic programming and community partners based there. The pre-approved muralist roster will be used by staff for commissioning the mural. Staff will assemble a selection panel of community stakeholders to identify a project artist. Conceptual design for the mural will be approved by the PAC before the painting onsite, anticipated to take place in early Summer 2024, may begin. Motion: Commissioner Miyaji made a motion to approve funding in the amount of up to $12,000 for a mural at Cubberley campus. Second: Chair Shen. All in Favor. 3. ArtLift Grants – Staff made a recommendation for funding in the amount of up to $25,000 to fund twenty $1,000 ArtLift Grants to paint traffic and utilities boxes throughout Palo Alto and an additional $5,000 for materials and box preparation. The project is aligned with the PAC 2024/25 working priorities to develop public art that encourages belonging and community participation in commercial corridors and around Palo Alto neighborhoods and driven by demonstrated community desire for providing artistic opportunities for emerging and studio artists wanting to bridge into public art. The artist selection will take place in Spring 2024 with twenty utility boxes painted as temporary projects throughout Summer 2024. Staff will provide guidelines as for the best surface preparations and appropriate types of paint. Motion: Commissioner Waltuch moved to approve the requested funding in the amounts specified above. MEETING ADJOURNED: at 7:39 pm by Chair Shen. 1     Packet Pg. 5     Public Art Commission Staff Report From: Elise DeMarzo, Manager Community Services Sr Programs Meeting Date: March 21, 2024 Report #: 2403-2782 TITLE King Artist Residency – Staff recommends approval of artist Alma Landeta as the next project artist for the King Artist Residency program. RECCOMENDATION Staff recommends that the Public Art Commission approve Alma Landeta as the next resident artist for the Dr. Martin Luther King and Coretta Scott King Artist Residency. BACKGROUND In the spirit of Dr. Martin Luther King and Coretta Scott King, for whom King Plaza is named, the City of Palo Alto Council asked the Public Art Commission to consider commissioning a permanent work signaling the City’s commitment to race, equity, and belonging. The Public Art Commission is committed to a permanent platform for ongoing conversations about equity, inclusion, and belonging in Palo Alto through the arts. As a result, the King residency program was established. Additional information about the King AIR program, its mission and goals, as well as the scopes of previous artist residency projects is available on the King Residency website and PAC staff report for the Joint Meeting with the Human Relations Commission1 from March 17, 2022. ANALYSIS Guided by the PAC 2024/25 working priorities to develop public art projects that will continue to advance empathy, ethnic and cultural inclusion and celebration, and social, racial, and gender equity, the Public Art Commissioners emphasized the importance of continuing the King Artist-in-Residence program. Funding in the amount of $50,000 for the next residency round was approved by the PAC at the October 19, 2023 PAC regular meeting. The panel selected four finalists in February who were paid a stipend to develop conceptual proposals for their Palo Alto residency. The four finalists made public presentations March 7, 2024 about their artistic practice and relevant experience as well as their conceptual proposal for the King Residency in Palo Alto. Members of the public were invited to observe the presentations and provide feedback to the panel before they made their final decision. The selection panel consisted of: Ben Miyaji – Public Art Commissioner Kojo Pierce – Diversity, Equity, and Inclusion Manager, City of Palo Alto Barbara Goldstein – Public Art Consultant, Art Builds Community Pantea Karimi – Artist Rayos Magos – Artist and former King Artist in Residence David Sigua – Library Services, City of Palo Alto The selection panel recommended artist Alma Landeta as the next artist for the King Residency. FISCAL/RESOURCE IMPACT AND POLICY IMPLICATIONS If approved by the PAC as the project artist, Landeta’s residency will launch in April – May 2024. The artist will have access to a shared studio space with public wifi in Palo Alto to use as their designated workspace. It is anticipated that the artist will take approximately six months to conduct the research and community outreach and spend about 16-20 hours per week focused on the residency project and outreach efforts, and out of that time, be physically present in Palo Alto approximately 8 – 16 hours weekly. Public Art Program staff will work closely with the artist throughout the entire duration of the King Residency project to ensure that the Artist is provided with the resources and contacts necessary to undertake the residency. The residency scope will include the following phases: Project initiation and research (1-2 months); Creative Community Engagement and synthesis of emerging themes (3-5 months); and Concept and Design Development for Temporary Artwork (1-2 months). At the conclusion of the community outreach phase of the residency, the artist will create a proposal for an outdoor temporary artwork informed by the synthesized themes derived from interactions with the community centering on a particular equity topic. If the concept is approved by the PAC, it will be expected to remain on display on King Plaza for a period of six to twelve months starting in Winter 2024-25. The Dr. Martin Luther King and Coretta Scott King Artist Residency is funded through the City’s Art in Public Places CIP fund. The City of Palo Alto Public Art Program operates in accordance with Chapter 2.26 Visual Art in Public Places Policy of Palo Alto Municipal Code. The Municipal Percent for Art Policy specifies that the City will budget one percent (1%) of its construction costs to include public art for City capital improvement projects that have a visual impact on the surrounding environment by altering a site through new construction or reconstruction, at the initial stages of design, 3     Packet Pg. 7     thereby ensuring that art elements become an integral part of the overall design. In 2015, in order to strengthen its ongoing commitment to the City’s municipal public art program, the Palo Alto Council amended the Palo Alto Municipal Code to add Section 2.26.070 "Public Art for Municipal Projects" to Chapter 2.26 (Visual Art in Public Places). The Ordinance enhanced the funds available for public art and increased flexibility to provide art experiences that are timely and relevant throughout the community. According to the Ordinance, one percent (1%) of the City’s annual Capital Improvement Program (CIP) budget devoted to public art is deposited into the Public Art Fund. Funds may be used at any appropriate site within Palo Alto for permanent or temporary public art projects. RECOMMENDATION Staff recommends that the Public Art Commission (PAC) approve the artist to create a conceptual design and paint a temporary mural onsite of the Cubberley Community Center, at the intersection of the U and H wings, located at 4000 Middlefield Road, Palo Alto, CA. ANALYSIS In February 2024 the Public Art Commission approved finding in the amount of $12,000 from the Art in Public Places Capital Improvement Projects (CIP) Fund to commission a temporary mural to be painted at the Cubberley campus, guided by the PAC 2024/25 working priorities to expand the temporary murals program to Palo Alto neighborhoods and commercial corridors. The mural will be painted at the intersection of the U and H wings facing Middlefield Road will have high visibility and be experienced by pedestrians, cyclists and drivers entering the campus. See PAC Staff Report #2402-26281 for more information. Staff utilized the pre-approved Muralist Roster2 of 218 artists to initiate an artist selection process and reached out to 62 artists appropriate for the commission who may be interested in creating a site-specific mural for Cubberley. Given the variety of dynamic programming and community partners based at Cubberley campus, including numerous non-profit organizations and groups that provide services to the community in areas of education, health, childcare, dance, and music instruction, as well as the Cubberley Artists Studio Program with twenty-four artists, when identifying a short list of artists for the Cubberley mural commission opportunity, the staff gave priority to those artists on the muralist roster who reside in the larger San Francisco Bay Area and have demonstrated experience in community engagement. Staff assembled a selection panel of community stakeholders to evaluate and rank applicants according to their qualifications. The selection panel included Chris Beszylko, Head of Imagination Lab School; Neha Billing, Program Assistant at Cubberley Community Center, City of Palo Alto; Daphne Chao, Acme Education Group; Richard Hoffman, Artist; Hsinya Shen, Public Art Commission Chair; Jennifer Lee, Palo Alto resident & cultural worker; and Tracy McCloud, Center Director, Avenidas. After the initial round of online evaluation process by the panel, 23 artist applications advanced to the second panel review meeting to select a finalist based on their demonstrated artistic excellence and skillset provided in the samples of previously completed murals. The selected artist will be provided with the Palo Alto Master Plan and input from the community stakeholders as part of their design brief to inform their design development. A finalized conceptual design will be presented to the Public Art Commission for approval before the painting onsite may begin. FISCAL/RESOURCE IMPACT The selected artist will enter a professional services agreement with the City to create an original site-specific conceptual design and paint the mural in Spring 2024. The mural is anticipated to be painted in early Summer 2024. The mural will be temporary in nature due to the aging nature of the campus and any potential need for maintenance or upgrades done on the premises. Staff has a muralist consultant to advise them as to the best surface preparation and types of paint appropriate for the project. The mural will be funded through the City’s Art in Public Places CIP fund. The City of Palo Alto Public Art Program operates in accordance with Chapter 2.26 Visual Art in Public Places Policy of Palo Alto Municipal Code. The Municipal Percent for Art Policy specifies that the City will budget one percent (1%) of its construction costs to include public art for City capital improvement projects that have a visual impact on the surrounding environment by altering a site through new construction or reconstruction, at the initial stages of design, thereby ensuring that art elements become an integral part of the overall design. In 2015, in order to strengthen its ongoing commitment to the City’s municipal public art program, the Palo Alto Council amended the Palo Alto Municipal Code to add Section 2.26.070 "Public Art for Municipal Projects" to Chapter 2.26 (Visual Art in Public Places). The Ordinance enhanced the funds available for public art and increased flexibility to provide art experiences that are timely and relevant throughout the community. According to the Ordinance, one percent (1%) of the City’s annual Capital Improvement Program (CIP) budget devoted to public art is deposited into the Public Art Fund. Funds may be used at any appropriate site within Palo Alto for permanent or temporary public art projects.
