CALL TO ORDER – Commissioner Miyaji called the meeting to order at 7:00 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None.
PUBLIC COMMENT – None.
APPROVAL OF MINUTES - PAC Regular Meeting September 21, 2023 Moved: Commissioner Taylor;
Second: Commissioner Waltuch. All in Favor.
STAFF COMMENTS – Staff announced upcoming CASP Open Studios event at Cubberley Community
Center on November 4th.
NON-ACTION:
1. Code:ART 2023 – Staff updated the Commission on the concluded Code:ART 2023 interactive
media art festival in downtown Palo Alto that took place October 12-14, 5-10 pm. Staff shared
images and a video highlighting the public engaging with the seven art installations. Over 13,000
people were estimated to have visited the festival. Staff thanked the Commissioners, volunteers
and CASP artists volunteering during the event. There was some discussion among the
Commissioners about future plans for the next edition of Code:ART, need to increase
commission budgets and many benefits of brining more events of high artistic excellence to Palo
Alto. Staff to report back with more metrics from Code:ART 2023 after processing survey
evaluations collected during the event.
ACTION:
2. King Artist Residency – Staff provided an overview of the vision and goals for the Dr. Martin
Luther King Jr. & Coretta Scott King artist residency program, engaging the community in
conversations about equity, inclusion, and belonging in Palo Alto launched in 2021. Based on
experience of the two initial residences, input from the King Residency ad-hoc committee, and

artist feedback staff indicated some proposed refinements to the residency processes including
updating some language in the call for artists, expanding the definition of community creative
engagement, and adding a Q&A session for artists applying for the call. Staff made a
recommendation to approve funds in the amount of $50,000 for a new call for artists for the next
residency. Staff would like to launch the new call before the end of the year 2023. Move:
Commissioner Miyaji moved to approve the funds in the amount of $50,000 for the next King
Residency. Second: Commissioner Waltuch. All in Favor.

DISCUSSION
The project at 824 San Antonio Road for the development of a senior living facility is subject to the
Public Art for Private Development Ordinance. The public art application submitted in September 2023
indicates an estimated art budget of $369,421. The applicant has not yet retained the services of an art
consultant to manage their public art process but indicated their intention to do so. The Public Art
Commission is asked to give feedback to the applicant regarding the location currently under
consideration, potential thematic ideas to consider, and any additional feedback the Public Art
Commission may have as the team begins their artist selection and initial design process.

Public Art Program Review Application
Dear Ms. Elise,
Rachelle Cagampan, LLC is pleased to present this Public Art Program applica on for the development of the San
Antonio Senior Living Facility at 824 San Antonio Road in Palo Alto. The proposed project consists of the
demoli on of an exis ng 2-story office building in Palo Alto, California and the new construc on of a 4-story
private residen al senior living care facility. The facility will include 15 independent dwelling units, 12 assisted
living units, and 1 owner’s unit. There will be resident common spaces ameni es on every floor, underground
parking, and leasable ground floor commercial space. 5 units (17%) are Below Market Rate per the Citywide
Affordable Housing Requirements set forth in PAMC 16.65. Construc on on this project is es mated to begin late
2025 with a tenta ve mid 2027 comple on date.
The primary objec ve of the project is to replace an aging commercial building with new residen al units and
care services for an aging senior popula on that u lizes biophilic design to improve senior living while the
streetside facade improvements enhance the pedestrian experience and create a more invi ng public entry to
the building.
In order to comply with the Public Art in Private Development Ordinance, the client has elected to commission
the artwork and incorporate it on-site in the form of a large metal screen at the front entry portal facing San
Antonio Road. While the project includes (3) large screens, we chose the San Antonio Road loca on to showcase
the art and provide 24/7 visibility access to the public. The total construc on cost for this development is
es mated to be $36 Million, based on the average of (3) recently received es mates from local contractors. As a
result, the required 1% public art commission cost would be approximately $360,000. While the client has not
yet engaged an art consultant, we do intend on bringing one on during the Design Development process to work
with the local ar st to produce artwork that seamlessly integrates into the building facade.
To date we have submi ed a full Major Architectural Review applica on and had an intake mee ng to discuss
the process for commissioning public art. We are excited to move forward with our Public Art Program
applica on. Please find enclosed the designs and suppor ng documenta on submi ed via email.
