Public comments will be accepted both in person and via Zoom for up to three minutes or an
amount of time determined by the Chair. All requests to speak will be taken until 5 minutes
after the staff’s presentation. Written public comments can be submitted in advance to
city.council@CityofPaloAlto.org and will be provided to the Council and available for inspection
on the City’s website. Please clearly indicate which agenda item you are referencing in your
subject line.
PowerPoints, videos, or other media to be presented during public comment are accepted only

MEETING

CALL TO ORDER – Chair Shen called the meeting to order at 7:01 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None.
PUBLIC COMMENT – None.
APPROVAL OF MINUTES - PAC Regular Meeting May 18, 2023 Moved: Commissioner Miyaji;
Second: Commissioner Taylor. All in Favor.
STAFF COMMENTS – Staff updated the Commission on the community meeting with artist Stephen
Galloway selected to create site-specific artwork for the Fire Station 4 Redevelopment Project. Members
of the public who attended the meeting at Mitchell Park library learned about Galloway’s previous work
and shared input about the neighborhood to help inform the artist’s design development. Staff also
updated the Commission on the recently concluded art maintenance and care projects.
NON-ACTION:
1. California Avenue District Murals – Staff provided a summary of the pilot Murals Event that
took place in the California Avenue District June 1-9, 2023. Staff shared images of the three
completed murals by California muralists selected for the commissions. The paining of two
murals on privately owned walls and one streetscape mural at the California Ave – Ash St
intersection was followed by a well-attended public event and tour. The artists were onsite to
introduce their murals to the public. Staff thanked all the volunteers and commissioners who
contributed to the project and supported the artists. Chair Shen commended the staff for their
planning efforts to realize this pilot. There was some discussion among the commissioners about
the success of this pilot public – private partnership and the desire to bring more murals to
various areas of Palo Alto.
2. Code:ART 2023 - Staff provided a comprehensive overview of the Code:ART interactive media
festival returning to Palo Alto on October 12, 13, and 14th, and shared updated visuals and

descriptions of the updated event branding, featured installations, festival map, and public
programming and tours taking place during the festival. The anchor installation will be by Nate
Mohler and take place in King Plaza. Six Urban Interventions by Steven Wallace, Ruokan He,
Pneuhaus, Jeffrey Yip, Cory Barr and Paul Mann, and Tong Wu and Yuguang Zhang.
3. PAC Annual Retreat – Staff and Commissioners discussed the upcoming PAC Annual Retreat.
Staff suggested holding this year’s retreat at the Downtown Library on a selected date in September.
Staff will follow up with the Commissioners to identify a date based on everyone’s availability.
PUBLIC COMMENT – Community member Jasmin Aber addressed the Commissioners with a general
question about artist opportunities, and artist selection processes for public art commissions in Palo Alto.
4. Public Art Commission Members – Commissioners led a discussion about the necessity to
increase the commission number back to seven members due to the consistently high volume of
ongoing and planned projects and commissions, issues with quorum, and the need to have more
diversity and community representation on the Commission. PAC Chair proposed that the
Commissioners draft an official Request Letter to City Council requesting reinstating the number
of PAC commissioners back to seven. The draft letter will be reviewed and approved by the PAC
before submission to City Council in September. Commissioners are asked to direct any feedback
or talking points to staff to forward to Chair Shen.
COMMISSIONER REQUESTS: Chair Shen requested that a Public Art Commission Members item to
review and approve the official request letter to City Council is added to the next meeting agenda.

TITLE
Public Art Commission Members – Commissioner-led discussion regarding Public Art
Commission membership number and review of a draft letter to City Council requesting that
the commission be restored to seven members.
BACKGROUND
At the May 18, 2023 Public Art Commission meeting, a request was made to add an item to the
next PAC agenda for Commissioners to discuss a strategy to encourage the Council to consider
reinstating the number of Commissioner to seven. The Commission discussed the matter at the
July 20th meeting and agreed to generate a draft letter to City Council to formally make the
request.
The draft letter to Council is attached. Commissioners are asked to review the draft letter and
come to the meeting with any edits or comments prior to a vote to send the letter to City
Council.

Dear Members of the Palo Alto City Council,
We hope this communication finds you in good health. We, the Palo Alto Public Art Commission
(PAC), are reaching out to humbly request your valued support for the proposal to reinstate the
commission's membership to seven individuals. Through thoughtful discussions, we have
identified compelling reasons that merit serious consideration for revisiting the size of our
Commission:
1. Public Art is subjective, necessitating diverse voices for informed decisions in Palo Alto. With
a reduced number of commissioners, the decision-making process has been narrowed,
potentially limiting representation. A larger panel ensures a more thoughtful and consistent
decision-making process, which is crucial for the often non-advisory nature of PAC's actions.
2. Continuity and historical knowledge are essential for multi-year public art projects. With five
members, the Commission may experience volatility, especially if a significant number of the
commissioners are new. It takes time for a new commissioner to familiarize themselves with
ongoing projects, best practices, and policies, and to contribute to sound decision-making.
3. In recent years, the Palo Alto Public Art Program has expanded to include many temporary
installations, art festivals, private development projects, and percent-for-art initiatives.
Commissioners play vital roles as listening conduits, tour guides, and program ambassadors.
Expanding the Commission ensures greater availability and attendance to support events such
as the recent nine-day murals event.
4. Moreover, Public Art is actively fostering discussions about equity and belonging in Palo Alto,
leading to the successful launch of the second King Artist residency and ongoing deliberations
about artist outreach, training efforts, policies, and language used in open calls. Increasing the
number of voices on the Commission will better promote equity efforts and enhance inclusivity
in public art.
5. Lastly, attracting qualified applicants has never been an issue for the Public Art Commission.
By expanding the number of members, we can welcome more enthusiastic participants, leading
to a richer and more inclusive artistic community for Palo Alto.
We earnestly beseech you to contemplate supporting the reinstatement of the Public Art
Commission's membership to seven individuals. We extend our gratitude for your attention to
this matter and eagerly anticipate your forthcoming response.
