Pursuant to AB 361 Palo Alto City Council meetings will be held as “hybrid” meetings with the
option to attend by teleconference/video conference or in person. To maximize public safety
while still maintaining transparency and public access, members of the public can choose to
participate from home or attend in person. Information on how the public may observe and
participate in the meeting is located at the end of the agenda. Masks are strongly encouraged if
attending in person. The meeting will be broadcast on Cable TV Channel 26, live on

PUBLIC COMMENTS
Public comments will be accepted both in person and via Zoom for up to three minutes or an
amount of time determined by the Chair. All requests to speak will be taken until 5 minutes
after the staff’s presentation. Written public comments can be submitted in advance to
city.council@CityofPaloAlto.org and will be provided to the Council and available for inspection
on the City’s website. Please clearly indicate which agenda item you are referencing in your
subject line.
PowerPoints, videos, or other media to be presented during public comment are accepted only

MEETING

CALL TO ORDER – Chair Taylor called the meeting to order at 7:00 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None.
APPROVAL OF MINUTES - PAC Regular Meeting January 19, 2023 Moved: Commissioner Miyaji;
Second: Chair Taylor. All in Favor.
STAFF COMMENTS – Staff provided an update on the installation of a temporary sculpture by artist
Rayos Magos concluding his year-long King residency. A community event will take place on the plaza
on February 24th at 4 pm.
ACTION:
1. Adoption of Resolution – Commissioners reviewed the resolution authorizing the use of
teleconferencing for the Public Art Commission meetings during Covid-19 state of emergency.
On September 16, 2021, the Governor signed AB 361, a bill that amends the Brown Act, effective
October 1, 2021, to allow local policy bodies to continue to meet by teleconferencing during a
state of emergency. Moved: Chair Taylor moved to approve the resolution authorizing the use of
teleconferencing for the Public Art Commission meetings. Second: Commissioner Miyaji. All in
Favor.
2. Remote Meeting Attendance Policy - City Attorney Tim Shimizu presented a new state policy
titled AB 2449 Remote Attendance and talked the Commissioners through all the requirements to
remote meeting participation after the State of California ends the COVID-19 state of emergency
February 28, 2023. Commissioners asked clarifying questions regarding any additional
limitations to that policy for the Public Art Commission. Motion: Commissioner Shen made a
motion not to impose any additional restrictions to the remote attendance policy. Second:
Commissioner Miyaji. All in Favor.

3. California Avenue Murals Event – Staff provided an overview of the artist selection process,
tentative timeline, identified walls and budgets for commissioning up to three long-term
temporary murals along California Avenue. Staff recommended that the PAC approve funding in
the amount of up to $40,000 to paint murals. Moved: Commissioner Shen moved to approve the
funds. Second: Commissioner Miyaji. All in Favor.
4. Collection Care – Staff provided an update on the current physical condition of a permanently
installed metal sculpture titled Birdie by artist Joyce Hsu and recommended that the Commission
approves funding in the amount of up to $6,000 for the refurbishment treatment of the artwork.
Moved: Commissioner Miyaji made a motion to allocate maintenance funds. Second: Chair
Taylor. All in Favor.
ACTION:
5. Code:ART – Staff provided an update on the Code:ART festival and the artists and artist teams
selected for the six selected Urban Interventions, including Cory Barr and Paul Mans, Jeffrey
Yip, Tong Wu, Ruokan He, Steven Wallace, and Pneuhaus. Staff shared conceptual images and
descriptions for the 6 Code:ART Urban Intervention new media installations. The festival will
take place on October 12, 13, and 14, 2023 in downtown Palo Alto.

Staff Report

TITLE
Fire Station 4 – Staff recommends that the Public Art Commission approve artist Stephen
Galloway as the project artist for Fire Station 4.
RECOMMENDATION
Staff recommends that the Public Art Commission (PAC) approve artist Stephen Galloway as the
project artist for Fire Station 4.
DISCUSSION
Fire Station 4, located at 3600 Middlefield Road, is an upcoming CIP project that has funds
earmarked for public art in accordance with the Municipal Percent for Art Policy and Municipal
Code 2.26.070 (Visual Art in Public Places). BRW Architects have been awarded the contract for
the project and have met with Public Art staff regarding the incorporation of artwork into the
project design. The Public Art Commission approved funds in the amount of $110,000, inclusive
of a 10% contingency October 20, 2022 for the project. The previous staff report and
background for the project can be found here.
After the PAC approved funds for the project, staff reached out to thirty-one artists appropriate
for the commission from the prequalified pool of artists who may be interested in creating
architecturally integrated artwork. A selection panel of seven stakeholders, including Stephen
Lindsey – Deputy Chief, Palo Alto Fire Department, Julia Lee – Media Art Teacher/PALS
Leadership Adviser, JL Stanford Middle School, Sang-ah Choi – Artist, Cubberley Artist Studio
Program, Lisa Waltuch – Public Art Commissioner, Charlotta Hauksdottir - Artist, Cubberley
Artist Studio Program / Community Member, Valerie Tam - Project Engineer, Dept. of Public
Works, City of Palo Alto and Megan Zhang – Assoc. AIA, BRW Architects evaluated twenty
artists and selected Stephen Galloway for the commission. Galloway was selected for his
demonstrated use of various materials, his polished and graceful aesthetic, his use of nature
imagery, and the team felt overall that he would be a good match for the building.

Upon approval by the Public Art Commission, Galloway will enter into a contract for the design
and fabrication of the artwork. Once that contract is approved by City Council, Galloway will
join the design team. Funds will be drawn from the Art in Public Spaces CIP (AC-86017-080).
