STAFF COMMENTS
ACTION:
1. Two Year Work Plan - Adoption of two-year work plan identified during the annual
retreat August 13, 2021.
2. Midtown poetry murals – Staff presentation and discussion regarding the condition of
artworks. Staff is seeking feedback from the Commission to either proceed with the
repair and repainting of the mural for an amount up to $10,000 or for staff to return with
a full report to initiate the deaccession process prior to commissioning a new mural at
that site.
NON-ACTION:
3. Temporary Murals at the Public Safety Building – staff update on the designs for the
murals and the timeline.

CALL TO ORDER - Chair Miyaji called the meeting to order at 7:01 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None.
APPROVAL OF MINUTES - PAC Regular Meeting Minutes May 20, 2021, Moved: Commissioner
Miyaji, Second: Vice Chair Gordon. All in Favor
STAFF COMMENTS - Staff updated the Commission on the recently commenced ArtLift Microgrant
projects. Staff also updated the Commission on the updated list of the first round of finalists to create
temporary murals for a construction fence around the new Public Safety Building. The installation of
murals is tentatively scheduled for mid-August. Staff also announced that the King Artist Residency call
is ready to launch later in June.
ACTION:
1. Highway 101 Bike Bridge Artwork – Staff made a presentation on the status of the artwork by
Mary Lucking. Staff provided an overall timeline for the entire construction project, explained a
rationale for the budget increase including the pandemic, construction delays, and increased costs
for fabrication and raw materials. Staff requested that the Commission approve the allocation of
additional funds in the amount of up to $43,400 for the completion of the project. . Moved:
Commissioner Miyaji made a motion to approve the allocation of funds. Second: Vice Chair
Gordon. All in Favor.
NON-ACTION:
2. Code:ART2 – Staff provided an update on the status of the October 7-9 event and led discussion
regarding ways the Commission may assist. Staff shared visuals, conceptual descriptions, and
proposed locations of seven Code:ART installations. Commissioners expressed enthusiasm in
supporting for the event in various ways, including reaching out to downtown businesses to
facilitate community partnerships, coordinating volunteer efforts, and leading public tours during
the event. Commissioners recommended having a detailed discussion and planning session to
create ad-hoc committees during the upcoming annual PAC retreat. Staff will coordinate optional
dates in August for the PAC Retreat.
ANNOUNCEMENTS –Chair Taylor and Commissioner Miyaji shared with the Commissioners their
attendance of the AFTA conference. Vice Chair Gordon thanked former Chair Miyaji for his dedicated
service as Chair of the Commission.

CALL TO ORDER – The meeting was called to order at 9:03 am by Chair Taylor.
ADDITIONS, CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None.
NON-ACTION:
Commissioners commenced the Retreat with an icebreaker video and quiz. Staff then provided a
detailed overview of the Public Art Program funding structure and current state of budgets, and
an overview of existing public art projects in municipal and private development, as well as
existing and current and upcoming temporary installations, collection care priorities, and status
of Code:ART2. Commissioner led discussion to set the context for the formulation of a work
plan and prioritized projects in years 2021/22. Commissioners drafted the following set of
objectives:
1. Building Community Priority: Develop public art that encourages playing, belonging,
community participation and that promotes shared experiences in and around Palo Alto
neighborhoods and commercial corridors.
2. Racial Justice Priority: Develop public art projects that will continue to advance cultural
inclusion and social and racial equity.
3. Public Art Education Priority: Widen and strengthen education and advocacy for public
art, including through the roll-out and implementation of the California Ave District
Master Plan and the Baylands Art Plan, and PAMP long-term goals, while responding to
current issues and supporting a wider network of artists.
Commissioners Identified the following projects and initiatives as project priorities:
commissioning a series of ArtLift Microgrants with a higher budget amounts; initiate an artist-in-
residence in collaboration with another City department; continue commissioning temporary
public art focused on community and belonging; review of the Public Art Master Plan in the end
of 2022 with the purpose of evaluating a need for a new Master Plan, implementing condition
evaluation of murals around Palo Alto.
No action was taken.
