ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES - PAC Special Meeting Minutes March 17, 2021, Moved: Vice Chair Gordon, Second: Commissioner Taylor. All in Favor. PAC Meeting Minutes March 18, 2021. Moved: Vice Chair Gordon, Second: Commissioner Taylor. All in Favor. STAFF COMMENTS - Staff updated the Commissioners on the recently installed ArtLift Microgrant projects. Staff shared visuals and announced an April 16 deadline for the last round of applications. Staff also updated the commissioners on the virtual Artist Talk with eight Temporary Mural artists held on April 7. Staff also announced the ongoing recruitment for the City’s Boards and Commissions, including 3 vacancies for the Public Art Commission with the application deadline on April 6, 2021. Staff made an announcement for a new City-wide website and announced a completed installation of two permanent public art projects in private development by artist Gordon Huether on Hanover Avenue in Palo Alto. ACTION: 1. Equity Focused Public Art at King Plaza – Commissioners discussed the resources available to potential artists through the Human Relations Commission and other outlets, expectations of the research and artwork development portion of the artist call, and the allocation of funds to launch the program. Staff provided a timeline for previous discussions and key take-aways to-date, shared a recommended by PAC path to establish King Plaza as the permanent site and platform for ongoing rotating artworks addressing racial equity, as well as key criteria for the artwork. Staff offered the following considerations for PAC discussion and approval: name of the program; focus of the call for artist and projects; expectation for research and community engagement; and project budget allocation for stipends for 3 finalists, research and production of artwork. Commissioners Taylor and Gordon shared updates from HRC planning community meetings they attended. Commissioners deferred the decision on the three first considerations. Commissioners inquired with staff on a feasible timeline for the launch of the call for artists and agreed on a target date of June 1,2021 for the call launch. Chair Miyaji made a motion to approve funding in the amount of up to $50,000 to fund the program, including costs for the stipends for 3 selected finalists to create conduct research and create specific proposals, as well as funding of the first project (in-depth research and community engagement, and production / fabrication of the temporary artwork. Moved: Commissioner Taylor moved to approve the funds in the amount of up to $50,000. Second: Commissioner Shen. All in Favor. NON-ACTION: 2. Commissioner Handbook Adopted by City Council – Commissioners discussed the recently adopted Commissioner Handbook, reviewed the new annual work plan template and how the 2020-21 adopted PAC priorities could be shared with City Council in the new format. Staff will work with Commissioners Klaus and Shen to submit the PAC goals and priorities in the workplan format and return to the PAC at the May meeting to finalize the work plan. , ANNOUNCEMENTS – none CALENDAR: Next PAC Regular Meeting – May 20, 2021 at 7 pm via Zoom. City of Palo Alto Staff Report to Public Art Commission Meeting Date: May 20, 2021 RE: Agenda Item 2 – 4256 El Camino Real Recommendation: Staff recommends that the Public Art Commission review and approve artwork at the 4256 El Camino Real hotel site. Summary: HXH Property, LLC is submitting the attached packet for the Final review by the Public Art Commission for the integration of artwork on the project site located at 4256 El Camino Real, the site of the former Su Hong Restaurant. Discussion: The entrance to the hotel is pulled back from El Camino Real with a two lane drop off area in front. Prior to the initial review, staff and the applicant team discussed the possibility of including architecturally integrated artwork at the outdoor drop off area, as well as artwork inside the lobby and lounge areas immediately adjacent to the building entrance. These interior areas will be visible through the glass as well as accessible to the public more than the required minimum of forty hours per week required by municipal code section 2.26.070. The project had its initial review by the Public Art Commission November 15, 2018. The minutes can be viewed here and the video of the meeting is available here. At that time, the project was called the Caterina Hotel and the art consultant for the project discussed the possibility of having artwork in the lobby of the hotel. At the meeting, the Public Art Commission raised questions about the accessibility of the artwork in the lobby area. While the location meets the criteria of the municipal code, the Commission encouraged the applicant to explore artwork outside the lobby. The applicant has decided to commission artist Colin Selig to create two unique benches outside the hotel as their public art element. The public art application on file lists a public art budget totaling $170,000, the equivalent of 1% of the $17M cost of labor and materials to build the hotel. The budget for the artwork submitted for PAC review reflects a valuation of $26,000. The difference may be paid to the Public Art Fund prior to the issuance of the building permit. Timeline: The project has completed the entitlement process and is in the process of completing their building permit. The team must have completed their public art selection and development process and have secured final approval from the Public Art Commission and paid any in-lieu contributions prior to the issuance of their building permit. P a g e | 1 of 1 4256 El Camino Real Public Art Proposal Artist and Artwork Selection Owner’s Statement regarding selection of the Artist The Artist selection process by the Project Owner, Catherine Huang Huang, included evaluation of several local and international artists. Criteria for selection included: 1. A demonstrated capacity for creativity 2. A sound reputation and history of successful public art projects. 3. An artistic aesthetic, appropriate for the location and surrounding area. Catherine initially became aware of Colin Selig’s work after being referred by a local expert in Public Art. Background research was conducted on Mr. Selig with the final determination of artist selection made by Catherine personally. Catherine feels Mr. Selig’s work is "Inspiring" and believed his involvement would make a positive contribution to the project and community. Owner’s Statement regarding the process for selection of the Artwork Having first evaluated several options for the location of the artwork including a public lobby, an outdoor garden, and along the public frontage, Catherine selected Mr. Selig’s bench and planter composition as a complementary amenity for the most public face of the project. From the initial evaluation of options presented, Catherine worked with Mr. Selig to refine the project concept within the vision of a bench and planter to complete the concept proposal indicated during Entitlement Approval. Mr. Selig has provided the team with a formal presentation of a custom and unique design, specifically prepared for the intended location. Sustainable source material: Regionally sourced scrap propane tanks are abundant due to strict regulations limiting their service life. Repurposed: The tanks are carefully dissected and the parts reassembled with no additional reshaping or reforming of the material, a process with a minimal carbon footprint. Comfortable: The combination of curved seat and curved backrest provides good lumbar support for a wide range of body sizes, an ergonomic improvement over traditional metal benches with flat seats and tilted backrests. Durable: Made from curved steel with a wall thickness of 1/4 inch, a very sturdy structure is created when the parts are seam welded together. Powder coat is a very durable surface that requires minimal maintenance beyond a periodic wipe down with soap and water to remove dust, grime, bird droppings, etc. It is designed to stand up to environmental conditions such as direct sunlight, fog, and rain. There are no flat surface for water to collect and erode the coating. The coating is thick, so scuffs from rubber shoes or clothing can be buffed out. The coating should last 10-20 years, after which the piece can easily be re-coated at a relatively minimal cost. The steel structure of the artwork has a 100+ year service life.
