APPROVAL OF MINUTES: PAC Special Meeting – September 24, 2020 ATTACHMENT; STAFF COMMENTS ACTION: 1.New Acquisition of Artwork – Review and acceptance of artwork donation by former Cubberley Artist Studio Program (CASP) artist Yishu Wang into the City’s Collection of Public Art. ATTACHMENT NON-ACTION: 2. Race and Equity Public Art – Discussion of the City Council referral to the PAC to develop a permanent public artwork on King Plaza to recognize the City’s priorities on race and equity. ATTACHMENT 3.Temporary Murals Update – Staff will update the Commission on the eight artists selected to create temporary murals in the California Avenue and University Avenue Districts. All in Favor. STAFF COMMENTS: None ACTION: 1. Public Art Microgrants – Staff made a presentation to the Commissioners that provided examples of temporary public art projects created in response to the COVID-19 pandemic around the US and globally. Having reviewed artist microgranting models recently realized in other cities, staff suggested allocating funding for microgrant projects that would support emotional and economic recovery in Palo Alto. Microgrants available to local artists and creatives for creation of temporary visual and performative art projects would align with the PAC objectives for 2020/21 and other Citywide initiatives, such as “Uplift Local”. As a pilot, staff suggested an initial roll out 40 microgrants to cover all areas in Palo Alto, stimulating local economy by drawing the public to both commercial corridors, and animating residential neighborhoods. Moved: Vice Chair Gordon moved to allocate funding out of the Muni % for Art CIP fund in the amount of $40,000 to fund 40 public art microgrants. Second: Commissioner Taylor. All in Favor. City of Palo Alto Staff Report to Public Art Commission November 19, 2020 RE: Agenda Item 1 Recommendation: Staff recommends that the Public Art Commission accept the donation of artwork titled Unapproachable Landscape No1 by former Cubberley Artist Studio Program (CASP) artist Yishu Wang into the City collection. Discussion: This donation is being offered by former CASP artist Yishu Wang. According to the CASP Guidelines, all CASP artists are expected to donate one of their artworks in their first (4-year) residency term to the City’s Public Art Program. Preferably the artworks offered have been developed during the residency at Cubberley. The artwork titled Unapproachable Landscape No 1 currently offered for donation is a hand-pulled screen print from a series of works Wang worked on during her residence at CASP. Featuring ten layers of colors and shapes, this artwork represents the artist's recent experience of moving from San Francisco to Silicon Valley which required daily car commutes. Observing changing landscape reflected in the cars inspired the artist to examine how contemporary lifestyles profoundly change our attitude and perception towards the surrounding environment and nature. Maintenance and care considerations: The donated artwork will be framed and behind glass. Staff is confident that the artwork will be stored and displayed with minimal risk of damage. Artist Bio: Yishu Wang is a visual artist based in the San Francisco Bay Area. Her work examines the geographic surrounding where she lives. Yishu’s work expressively uses line and color to explore the boundary between representation and abstraction. Inspired by the flexibility and plasticity of paper, Yishu mainly utilizes printmaking, book art and installation to incorporate storytelling and sequencing to each body of work. Her works are included in numerous public and private collections, including the China Printmaking Museum at Shenzhen China, Honglu Museum of China at Hangzhou China, Manhattan Graphics Center, New York NY. Yishu received her MFA degree in Printmaking in 2015, MA degree in Painting in 2012. Selected grant and residencies include Kala Art Institute at Berkeley, and Cubberley Artist Studio Program at Palo Alto. Art Reviews reported by Media: Flipper, Taiwan World Journal China Daily China Contemporary Art (http://www.dangdaiyishu.com/app/42-view-1220.shtml) China Printmaker (http://www.banhuajia.net/app/39-view-1267.shtml) Collage Book Art Association Berkeley Times City of Palo Alto Staff Report to Public Art Commission November 19, 2020 RE: Agenda Item 2 Discussion: At the City Council’s November 2, 2020 meeting, the City Council voted to, “Refer the Development of Permanent Public Art on King Plaza at City Hall to the Public Art Commission” on the consent calendar. The staff report for the November 2, 2020 City Council consent agenda item can be found here (staff report #11708). For the temporary public art program, Public Art staff has operated under a number of restrictions on the plaza for the protection of the existing infrastructure. Some of these limitations include a strict weight limit and a restriction against bolting into or penetrating the plaza in any way. Public Art staff is meeting with Public Works, reviewing some of these restrictions and identifying potential opportunities for the inclusion of permanent artwork at King Plaza. This information will be reported at the November 19 Public Art Commission meeting for discussion.
