APPROVAL OF MINUTES: PAC Regular Meeting – September 19, 2019 ATTACHMENT STAFF COMMENTS ACTION: 1. Temporary Public Art for King Plaza – Approval of conceptual design for a temporary installation by artist Paz de la Calzada and allocation of funds in the amount of $15,000 for fabrication and delivery of the artwork. NON-ACTION: 2. Code:ART2 - Staff will update the Commission on the artist selection process and next steps in planning. ANNOUNCEMENTS FOR YOUR CALENDAR: Next PAC regular meeting – Thursday, December 19, 2019 MINUTES PUBLIC ART COMMISSION MEETING Thursday, September 19, 2019 Palo Alto City Hall Community Meeting Room 7:00 p.m. Commissioners Present: Nia Taylor, Hsinya Shen, Loren Gordon, Ian Klaus Commissioners Absent: Ben Miyaji, Amanda Ross, Jim Migdal Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Coordinator CALL TO ORDER: Vice-Chair Gordon called the meeting to order at 7:02 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – None ORAL COMMUNICATIONS – None APPROVAL OF MINUTES: July 18, 2019 PAC Meeting Minutes Moved: Commissioner Shen; Second: Commissioner Taylor. All in favor. September 7, 2019 PAC Annual Retreat Minutes Moved: Commissioner Taylor; Second: Commissioner Shen. All in favor. STAFF COMMENTS: Staff reported on the updated installation timeline for the temporary public art installation by artists FreelandBuck. The artwork is expected to be installed in the end of September and remain on display through May 2020. Staff also announced the completion and subsequent removal of a temporary installation The Cubberley Project by Martha Sakellariou and Jennifer Lee at Cubberley. ACTION: 1. 565 Hamilton Avenue – For the final review of public art in private development associated with a mixed-use development at 565 Hamilton Avenue staff provided an overview of the development project and introduced Danielle Fox of Slate Art Consulting. Fox summarized the previous input from the Commission and provided an update on the artist selection and design development process for the artwork. Fox shared a maquette and sketches of the proposed artwork by sculpture Matt Gil. There was some discussion about public accessibility to the artwork and proper art signage. Moved: Commissioner Shen moved to approve the public art plan for 565 Hamilton Avenue. Second: Commissioner Klaus. All in Favor. 2. California Avenue Public Art Plan – Staff requested the allocation of funds in the amount of $15,000 to put out a solicitation for a consultant to create a public art plan for the California Avenue corridor. As identified by the Commissioners at the Annual PAC Retreat, development of the Master Plan is as one of the Commission’s working priorities for 2019/20. Moved: Commissioner Taylor. Second: Commissioner Klaus. All in favor. 3. Adoption of Priorities for the Coming Year – Commissioners reviewed and adopted the priorities for the coming year identified at the annual retreat including: 1) Expanding STQRY into other permanent and temporary artworks sited in pedestrian friendly areas and raising awareness about the city’s collection of public art; 2) Producing Code:ART2 and its expanded programing in October 2020; 3) Creating a Master Plan for the California Avenue pedestrian corridor; 4) and Identifying priorities and process for future use of in-lieu funds. Moved: Vice-Chair Gordon. Second: Commissioner Shen. All in Favor. NON-ACTION: 4. Temporary Public Art on Cal Ave Garage Construction Fence – Staff updated the Commission on the status of the project and the designs and shared images of artworks created by Allison Kunath, Phillip Hua, Oree Originol, and Sam Price. Staff will be coordinating production and installation of the artworks printed on adhesive vinyl with a separate contractor. The artworks are anticipated to be installed in October 2019. 5. Council Joint Post-Meeting Discussion – Commissioners discussed take-aways from the Council joint meeting. The Commissioners noted the engaging nature of the meeting and expressed appreciation for the Council members’ perspectives and questions regarding public art. The Commissioners noted a lot of questions around private percent for art. ANNOUNCEMENTS – Staff invited the Commissioners to attend an opening exhibition night on September 20 at the Palo Alto Art Center. CALENDAR: Next PAC Regular Meeting – October 17, 2019 at 7 pm.
