APPROVAL OF MINUTES: PAC Regular Meeting – June 20, 2019 ATTACHMENT STAFF COMMENTS ACTION: 1. Temporary Public Art – Approval of funds in the amount of $47,000 to commission four temporary artworks on a construction fence around the California Ave parking garage construction site. NON-ACTION 2. Victor Arnautoff Frescoes Update – Discussion of the status of the George Washington High School frescoes and update on the status of Palo Alto’s frescoes. MINUTES PUBLIC ART COMMISSION MEETING Thursday, June 20, 2019 Palo Alto City Hall Community Meeting Room 7:00 p.m. Commissioners Present: Ben Miyaji, Hsinya Shen, Nia Taylor, Amanda Ross, Loren Gordon, Ian Klaus Commissioners Absent: Jim Migdal Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Coordinator CALL TO ORDER: Chair Miyaji called the meeting to order at 7:01 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – None ORAL COMMUNICATIONS – None APPROVAL OF MINUTES: April 18, 2019 PAC Meeting Minutes Moved: Commissioner Taylor; Second: Chair Miyaji. 5 in favor. Commissioner Ross abstained. STAFF COMMENTS: Staff provided a summary of The Cubberley Project and opening event held at Cubberley Community Center on June 11. Temporary installation by artists Martha Sakellariou and Jennifer Lee will remain on display for a period of several weeks in Summer 2019. Staff also provided an update on the artist talk and reception with artist Martin Webb at Avenidas that celebrated the installation on his new artwork 148 Possibilities. Staff also reported on completed maintenance treatments for Arpeggio V by Bruce Beasley, Arch-Cradle and Confluence by Michael Szabo, Homage to Silence by Jerome Kirk, and Movement IV by Steven Rand. Staff announced the upcoming Chili Cookoff event on July 4 and invited the Commissioners to volunteer as judges for the event. Staff also shared with Commissioners a PAC Binder with printed policies, ordinances and public art review guidelines. ACTION: 1. Code:ART2 – Staff updated the PAC on the ongoing planning efforts for the Code:ART2 event scheduled to take place in October 2020. Staff provided an overview of the vision for the festival and encouraged the Commissioners to serve on the selection panels. Staff requested that the PAC approve allocation of funds in the amount of $3,000 for artist stipends. Moved: Commissioner Shen moved to approve the funds for the artist stipends. Second: Vice Chair Gordon. All in Favor. 2. Temporary Public Art for King Plaza – Staff provided an overview of the artist selection process and tentative timeline for art installations for the temporary public art programming for 2019 -2021. Artists FreelandBuck were selected by the panel to create a site-specific pavilion installation in King Plaza. Staff presented a conceptual proposal for the temporary pavilion, three- dimensional structure depicting the life of King Plaza over the course of one day. The 10-foot high pavilion will be made of 10 identical triangular panels with images printed on both sides of perforated walls depicting activities that took place throughout the day. The temporary project is expected to be installed in King Plaza in August 2019 and remain on display for about 10 months. Staff requested that the Commissioners approve conceptual design for the temporary installation by artists FreelandBuck. Moved: Commissioner Klaus moved to approve the conceptual design.
