CALL TO ORDER: Commissioner Ross called the meeting to order at 7:01 p.m.

APPROVAL OF MINUTES: August 9, 2018 PAC Special Meeting Minutes Moved: Nia Taylor;
Second: Hsinya Shen. All in favor. PAC Annual Retreat Minutes Moved: Nia Taylor; Second: Ian
Klaus. All in favor.
STAFF COMMENTS: Staff announced the completion of installation of Foraging Islands, an ecological
temporary sculpture in Byxbee Park. Staff also announced the conclusion of the application and pre-
screening process for the 2018/20 Pre-Qualified Artist Pool. Staff invited the Commissioners to attend the
Porchlight storytelling event on November 1, 7-9 pm organized in collaboration with the Palo Alto Art
Center.
ACTION:
1. PAC Retreat - Staff provided a brief summary of the discussion that took place at the annual
PAC retreat and recommended that the Commissioners approve the adoption of priorities for
2018-2019 including: testing a Mobile App for the public art collection; focusing on the current
grant applications for Code:ART 2 and Cubberley ArtScope and executing the proposed
project(s); creating a Master Plan for a pedestrian corridor in Palo Alto (California Avenue); and
following up on outstanding policy updates. Commissioners suggested that a few members
of the PAC meet on California Avenue for a walk-through before the PAC moves ahead
with the Master Plan for the pedestrian corridor. Staff also provided subscription metrics
for the PAP newsletter and social media. Moved: Commissioner Shen moved to adopt the
PAC priorities. Second: Commissioner Ross. All in Favor.
2. Acquisition of Artwork –Staff recommended that the PAC accept the donations of artworks by
Cubberley artists Charles Coates, Rachelle Doorley and t.w.five into the City Collection as part of
the CASP agreement. Commissioners viewed the digital images of the offered works. Moved:
Commissioner Taylor moved to accept the following donations from CASP artists: View of
Augmentation, 2013 by Charles Coates, Dreamland Succulents, 2017 and Dreamland Star, 2017
by Rachelle Doorley, and Colorful Moon, 2013 by t.w.five. Second: Ian Klaus. All in Favor.
3. Collection Maintenance and Conservation - Staff updated the Commissioners on the condition
of two murals by artists Chris Johanson and Joey Piziali located at 341 California Ave. Both
murals, painted on a private building, were previously damaged and require conservation
treatment. Staff obtained the permission from the building owner to renovate the murals. Staff
identified a conservator experienced working with outdoors murals and recommended that the
PAC approve funding in the amount of $4000 to repair the murals. Commissioners inquired
whether private property and business owners have an obligation to maintain murals and public
artworks on their property and suggested that potential sponsorships to help protect and maintain
artworks might be considered as part of the California Avenue Master Plan. The Commission
reiterated the need for an updated murals policy. Moved: Commissioner Taylor moved to
approve the funding to repair the murals. Second: Commissioner Shen. All in Favor.
4. Reallocation of funds – Commissioners proposed to table the action item till the next meeting
when Chair Migdal is able to attend. Moved: Commissioner Shen. Second: Commissioner Klaus.
All in Favor.
ANNOUNCEMENTS – Staff made an announcement about the upcoming Meet the Artists and Open
Studios at CASP on November 10, 1 – 4 pm.

City of Palo Alto Staff Report to Public Art Commission
November 9, 2018
Re: 4256 El Camino Real, Initial Review by PAC
This is a non-action item. As an initial review of a project, the Public Art Commission is asked to weigh in
on opportunities for art integration and give input for the applicant to consider as they develop their art
for the site.
Summary:
HXH Property, LLC is submitting the attached packet for the Initial review by the Public Art Commission
for the integration of artwork on the project site located at 4256 El Camino Real, the site of the former
Su Hong Restaurant. They have contracted with Danielle Wohl as their art consultant. The applicant
team has met with Public Art staff several times to discuss opportunities for public art at this hotel
property.
Discussion:
The entrance to the hotel is pulled back from El Camino Real with a two lane drop off area in front. Staff
and the applicant team have discussed the possibility of including architecturally integrated artwork at
the outdoor drop off area, as well as artwork inside the lobby and lounge areas immediately adjacent to
the building entrance. These interior areas will be visible through the glass as well as accessible to the
public more than the required minimum of forty hours per week required by municipal code section
2.26.070.
The project is being presented to the Architectural Review Board the morning of November 15, so there
may be updated information on potential changes to the building available from the applicant team at
the Public Art Commission meeting.
Timeline:
The team hopes to complete their entitlement approvals in January 2019, submit for plan check in April
2019, and be able to secure their building permit around June 2019. The team must have completed
their public art selection and development process and have secured final approval from the Public Art
Commission prior to the issuance of their building permit.

Project: The Hotel Caterina

Summary of the Project:
The Caterina Hotel is a +four-star hotel planned and currently seeking entitlement approval for
development at 4256 El Camino Real, Palo Alto, CA. The developers of the hotel are very
pleased that the hotel project meets the criteria for 1% for public art. The hotel owner is very
enthusiastic to work in collaboration with the Palo Alto Art Commission to navigate the process
of selecting dynamic, engaging and meaningful artwork to satisfy the 1% requirements.
The team has selected Danielle Wohl as the Art Consultant for the project. In addition to over
20 years experience in providing artwork to the legal, private equity, healthcare and technology
industries, Danielle Wohl is a locally based art consultant with roots in Palo Alto. Her children
went through the PAUSD school system and benefited enormously from growing up in Palo
Alto. Danielle works with business teams locally, nationally and internationally. Asking
questions from participants and listening carefully to the responses is one of the most
important aspects of her art consulting process. Identifying art solutions that fit within a stated
budget is another crucial aspect of her art advising process.
The entry to the hotel can be seen from street level. The hotel lobby and adjacent spaces will
be accessible to the public during regular hours of operation . The art consultant, Danielle Wohl,
and the Hotel design team would like to present concepts to the Palo Alto Art Commission for
their consideration which utilize the Arrival Area and Lobby Area to signify that the hotel has an
engaging art collection on site, available for hotel guests and visitors.
The art budget for the public areas satisfying the 1% program is projected to be approximately
$170,000 but his will be validated as project construction costs become available.
Our goal is to create an art selection process which will be enjoyable, satisfying and meaningful.
Ultimately, the city will have a building that is art filled, inviting, and available to the Palo Alto
community.
