ACTION:
1. PAC Retreat 2018 - PAC retreat follow-up discussion and adoption of priorities for 2018-2019
including: testing a Mobile App for the public art collection; focusing on the current grant
applications for Code:ART 2 and Cubberley ArtScope and executing the proposed project(s); creating
a Master Plan for a pedestrian corridor in Palo Alto (California Avenue); and following up on
outstanding policy updates.
2. Acquisition of artwork – Donation of artworks by Cubberley Artist Studio Program artists in
accordance with the Cubberley Artist Studio Program. ATTACHMENT
3. Collection Maintenance and Conservation – Staff requests allocation of funds in the amount $4,000 to
repair murals by artists Chris Johanson and Joey Piziali located at 334 California Avenue.
4. Reallocation of Funds – PAC to consider removing the allocated funds from the University Avenue
Project as discussed at the 2018 PAC Retreat.

CALL TO ORDER: Chair Migdal called the meeting to order at 7:30 p.m.

APPROVAL OF MINUTES: May 17, 2018 PAC Regular Meeting Minutes Moved as corrected: Hsinya
Shen; Second: Jim Migdal; Abstained: Ben Miyaji. Approved: 4-1.
STAFF COMMENTS: Staff announced the conclusion of The Blue Trees Instagram photo contest The
winners received certificates at the Canopy’s Great Oak Count Day on July 28. Staff informed the
Commissioners that Digital DNA was permanently removed from Lytton Plaza on June 21 and returned
to the artist. Staff also announced that creative crosswalks designed by Damon Belanger were installed on
July 27 at Louis/Fielding intersection. Staff announced the launch of a new Prequalified Artist Pool call
with the application deadline of September 23, 2018.
ACTION:
1. De-accession of Artwork - Staff provided background information about ten murals on traffic
cabinets in downtown Palo Alto and reiterated the reasons for deaccessioning. Staff updated the
commission on the findings since the May 2018 PAC meeting: artists have been notified about
the PAC’s decision to proceed with the deaccession process. Staff has also followed up with the
City’s Transportation and Planning Dept. to clarify if the removed cabinets could be returned to
the artists. Planning staff has advised that those artists wishing to take possession of the removed
equipment should contact their department to make arrangements. Staff recommended that the
PAC approve formal deaccession of ten murals on utility boxes in downtown Palo Alto by
various artists (remaining and previously removed). Commissioners expressed support for the
decision to deaccession the mural and suggested that it would be great to provide similar
opportunities to local artists in the future, provided that the projects would be of temporary nature
and utilize materials of high quality. Moved: Commissioner Nia Taylor moved to approve the
deaccession of ten murals painted on traffic cabinets painted by Xochitl Kuriger, Kate Orange,
Cristina Strassman, John N. Betts, Ceevah Sobel, Susan Hemmingway, Chelsea Hodge and Kiel
Brennan-Marquez, and Alison Hoyt, Larkin Elderon, and Katie Morton. Second: Commissioner
Gordon. All in Favor.
2. Acquisition of Artwork –Staff recommended that the PAC accept the donations of artworks by
Cubberley artists Daniele Archambault, Barbara Boissevain, Servane Briand, Mel Day, Catherine
di Napoli, Amy DiPlacido, Conrad Johnson, Pantea Karimi, Paloma Lucas, Andrew Muonio, and
Ernest Regua into the City Collection as part of the CASP agreement. Commissioners viewed the
digital images of the offered works and voted by show of hands to select one of the options
provided by artists Catherine Di Napoli and Ernest Regua. Moved: Vice Chair Miyaji moved to
accept the following donations from CASP artists: Bring Art to the Streets!, 2015 by Daniele
Archambault, Salt Pond Square Grid I, 2017 by Barbara Boissevain, Livres en Liberte, 2015 by
Servane Briand, Study Guide for Experimental Contemplatives (Vol.1), 2012 by Mel Day,

3. Baylands Artist-In-Residence - Staff updated the Commissioners on the Baylands AIR project
developments including the stakeholder outreach and extensive research done by artists Daniel
McCormick & Mary O’Brien of Watershed Sculpture. Based on the research and stakeholder
engagement, the artists proposed creation of a temporary ecological installation to be located at
an identified site at Byxbee Park. The artmaking process will engage BCCPP stakeholder and
volunteer groups in all stages of installation. The installation will take place in September 2018.
Another deliverable of the AIR project is to create a public art overlay for the Baylands corridor
east of Highway 101. Moved: Vice Chair Miyaji Second: Commissioner Shen. All in Favor.
NON-ACTION:
4. Downtown Parking Garage – Staff provided informational update on the project development
and showed the latest architectural drawings. Artist, staff, and design team are currently exploring
the possibility of expanding the public art element to the perforated concrete wall of the
downtown garage structure, if it can be completed within the art budget. Commissioners
expressed their support of this idea stating that this additional element will strengthen the overall
presence of public art integrated into the building.
ANNOUNCEMENTS – Chair Migdal inquired whether it would be possible to permanently change the
PAC meeting time to 7:30 pm. Staff will look into this request and report back.

Next PAC Regular Meeting – August 16, 2018 - CANCELLED. PAC Annual Retreat – September 15,
2018 at 9 am at the Environmental Volunteers Center in the Baylands.

CALL TO ORDER – The meeting was called to order at 9:20AM by Chair Migdal.
ADDITIONS, CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None.
NON-ACTION:
Staff provided a summary of existing and upcoming public art projects, including temporary public art
program, ongoing projects in municipal and private development. Staff then provided a status update for a
list of artwork undergone conservation and maintenance treatments, overview and timeline for current
grant applications. Staff provided an overview of PAP funding courses and updated the commissioners on
CIP, Public Art Fund, and General Fund budgets. The Commissioners reviewed the PAMP
Implementation Grid to discuss current status of priorities and recommendations as outlined in the PAMP,
and identified the following priorities as part of the PAC two-year working plan:
1. Testing a Mobile App for the public art collection.
2. Focusing on the current grant applications for Code:ART 2 and Cubberley ArtScope and executing
the proposed project(s).
3. Creating a Master Plan for a pedestrian corridor in Palo Alto (California Avenue).
4. Follow up on outstanding policy updates.
No action was taken.

City of Palo Alto Staff Report to Public Art Commission
October 2, 2018
RE: Agenda Item 2
Recommendation:
Staff recommends that the Public Art Commission accept the donations of artworks by
Cubberley artists Charles Coates, Rachelle Doorley, and art collective t.w.five into the City
collection.
Discussion:
These generous gifts are being offered by the CASP artists as part of the Cubberley Artist Studio
Program (CASP) agreement. According to the CASP Guidelines, all CASP artists are expected to
donate one of his/her artworks in their first (4-year) residency term to the City’s Public Art
Program. The donation is subject to the approval of the Public Art Commission and, upon
acceptance, will be deemed a gift made under terms and conditions established by City.
Charles Coates
Charles Woodruff Coates holds a Masters of Fine Arts degree from the University of Arizona
School of Art in Printmaking, and a Bachelors of Fine Arts degree in Sequential Art from
Savannah College of Art and Design. Coates draws from classical imagery such as Greek
sculptures and gothic cathedrals and relates them to contemporary notions of perfection.
Sculptures and cathedrals act as metaphors for our own bodies and spiritual min dsets, and
likewise are portrayed not as ideal, but with an emphasis on imperfection. Coates has exhibited
artwork internationally in Bratislava, Slovakia, and Bangalore, India, as well as juried exhibitions
in the United States.
The artwork offered for donation is titled View of Augmentation. To describe his work, Coates
provided the following statement: “The desire to better myself is never ending. I draw a
connection to the constant reconstruction of cathedrals, to my endless cycle of hope to one day
become perfect. Gothic cathedrals depict the lasting divine glory of God. However, their
perpetual endurance comes with the cost of ever present scaffolding, shrouding their body. I’m
drawn to the juxtaposition of the temporal, makeshift frameworks and pla tforms, bandaging
the idealistic facades. Cathedrals, like my body, are always in that uncomfortable in -between”.
Rachelle Doorley
Rachelle Doorley is a mixed media artist, arts educator, best-selling author, and founder of
TinkerLab, an online space that helps families bring the joy of making into their lives. Rachelle’s
work celebrates childhood, nostalgia, and found materials, and has been described as playful,
whimsical, and experimental. An avid maker, keeper of sketchbooks, and Resident Fellow in the
Lantana Design House at Stanford, she holds an M.Ed. in Arts in Education from Harvard
University and a B.A. in theater design from UCLA.
The artist is offering two artworks to the City Public Art Collection: mixed media collages titled
Dreamland Star and Dreamland Succulents. Both artworks part of a larger series of works created by
Doorley in 2017.
t.w..five
t.w.five is an international art duo formed by Swedish and Brazilian artists who live and work in
the Bay Area. Artists Pernilla Andersson and Paula Pereira work with adhesive backed vinyl,
focusing largely on process. All shapes are hand-cut into strips from larger rolls of solid color
vinyl and then carefully applied to the surface of the work. They usually create large scale
installations integrated into the gallery space. Both artists hold Masters of Fine Art from San
Jose State University and have enjoyed numerous solo exhibitions in the Bay Area and abroad,
including: The Luggage Store Gallery, San Francisco, CA; Marrow Gallery, San Francisco; Luna
Rienne Gallery, San Francisco, CA, State Gallery, San Francisco, CA; and Babel Gallery,
Trondheim, Norway. t.w.five worked on several big public art commissions throughout the city
of San Francisco and in Silicon Valley, for companies such as Google, Facebook, GoDaddy,
Group i and sfARTup Art Fair. The artwork offered for donation is a diptych titled Colorful Moon.
