Recommendation:
Staff recommends that the Public Art Commission approve the artwork concept design from
artist Pete Beeman for the Palo Alto Fire Station #3 and authorize him to begin the engineering
and fabrication phase.
Discussion:
Artist Pete Beeman was selected as the project artist for the Palo Alto Fire Station #3 in 2016 to
create a well-integrated public art that would help to support the Fire Department’s presence
within the community, and give a creative “signature” image for the facility so that it becomes a
cornerstone for the neighborhood in which it is located. Total art budget is $50,000.
Staff put together a roster of 38 artists who had submitted applications to the 2014/16
Prequalified Artist Pool. Staff narrowed the qualified applicants down to 19 that were reviewed
by the selection panel. From the pool, the selection panel chose 4 artists to conduct interviews
and select a finalist. Pete Beeman was selected based on his artistic excellence, strength of
previous body of work, and relevant experience working with projects in public realm with
similar budget and scope. The selection panel was composed of:
1. Dara Olmsted –Public Art Commission
2. Catherine Capriles - Deputy Fire Chief, PAFD
3. Ken Edwards – artist, community member, retired fire fighter
4. Fred Metzger - Shah Kawasiki Architects
5. Lucy Larson – Palo Alto Art Center
6. Rhyena Halpern - Assistant Director, CSD, Director of Arts & Sciences Division
The Public Art Commission approved Pete Beeman as the project artist in September of 2016.
Staff held an intake meeting with the artist, the design team and key stakeholders to inform the
artwork. The input from that meeting was that there was general support for creating a
functional artwork which would incorporate kinetic elements.
Beeman worked with staff and stakeholders on several different design direction s before
settling on the current bench concept design. The Fire Department is fully supportive of the
design and interactive components.
Timeline:
Construction of the Fire Station #3 is anticipated to begin at the end of 2017. Construction
completion is anticipated for Fall – Winter 2018. The artist plans to fabricate the artwork while
he is still on the West Coast this summer and store it until the site is ready to receive it.
