Recommendation:
Staff recommends that the Public Art Commission approve the “Birdie” concept from artist
Joyce Hsu for the Municipal Golf Course and authorize her to begin the engineering and
fabrication phase.
Discussion:
Artist Joyce Hsu was selected as the project artist for the Municipal Golf Course 2014. However,
the overall construction project has suffered multiple delays, which has, in turn, delayed the
development of the public art. An open call to artists in 2014 yielded more than eighty
applications. Staff narrowed the qualified applicants down to 22 that were reviewed by the
selection panel. From the pool, the selection panel chose three artists to create concept
proposals for the Golf Course. Joyce Hsu’s Birdie concept was the chosen artwork, but with a
budget of $24,500, the panel hoped that there might be more funding available to allow Joyce
to do something a little more impactful. The selection panel was composed of:
1. Joe Valleria – Palo Alto Muni Golf Course
2. Forrest Richardson - Golf Course Architect
3. Ben Miyaji – Public Art Commission
4. Chandra Cerrito – Art Consultant, Public Art Project Manager
5. Katherine Keefer – Public Artist with environmental practice
6. Jerry Hearn – landscape architect, environmentalist
7. Maryann Welton - architect, golfer, project manager for the EcoCenter
The Public Art Commission approved Joyce Hsu as the project artist in June of 2014. On March 19, 2015,
the Public Art Commission approved an additional allocation of $10,000 to support a more robust
artwork at the Golf Course, for a total art allocation of $34,500.
Staff held an informational meeting to solicit feedback for the artist as she refined her design in January
of 2016 at the Bay Café, located at the Golf Course site. The input from that meeting was that there was
general support for the Birdie concept and support for the additional funds from the Public Art
Commission to create a more impactful artwork. After several more months of delay, the renovations at
the Golf Course are underway. Artist Joyce Hsu has refined the original Birdie concept to be larger and
she redesigned the line and flow of the piece. Additionally, there will be marine grade plexiglass panels
on the wings that will move in the wind, giving the piece a sense of movement.
Timeline:
The Golf Course project is currently underway, and it is anticipated that the area that the artwork will be
installed in will be under construction around April 2017. The footing for the artwork would be installed
at that time and the artwork would be installed in the footing once the construction is completed in
early summer.
