PUBLIC COMMENTS
Public comments will be accepted both in person and via Zoom for up to three minutes or an
amount of time determined by the Chair. All requests to speak will be taken until 5 minutes
after the staff’s presentation. Written public comments can be submitted in advance to
Karin.North@CityofPaloAlto.org and will be provided to the Council and available for inspection
on the City’s website. Please clearly indicate which agenda item you are referencing in your
subject line.
PowerPoints, videos, or other media to be presented during public comment are accepted only
by email to Karin.North@CityofPaloAlto.org at least 24 hours prior to the meeting. Once
received, the Clerk will have them shared at public comment for the specified item. To uphold
strong cybersecurity management practices, USB’s or other physical electronic storage devices

MEMORANDUM

From: Members of the Storm Water Management Oversight Committee Subject: Review of Fiscal Year 2024 Storm Drainage Fund Expenditures
As directed by the City Council, the Committee met to discuss the Fiscal Year 2024 Storm
Drainage (Stormwater Management) Fund expenditures on Thursday, November 7, 2024. Prior to the meeting, Public Works staff provided informational materials about the approved 2017 ballot measure and the proposed budget for the Committee’s review. During the meeting, staff presented information and answered questions from the Committee members.
We have reviewed the expenditures for Fiscal Year 2024 and compared them with the provisions of the Storm Water Management Fee approved by Palo Alto property owners in 2017. Relying upon information by staff, we find that the attached spreadsheet describing the expenditures for Fiscal Year 2024 fairly summarizes the use of the revenue generated by the Storm Water
Management Fee and that the expenditures are compatible with the provisions of the ballot

21-inches to 30-inches and
Install ne 25 cfs Pump Station.

HAMILTON AVENUE CAPACITY UPGRADES (SD-25000)
PROJECT PURPOSE & STATUS UPDATE
•Replace the existing undersized
pipes on Hamilton Ave starting
from Center and ending at Rhodes
to convey 10-year storm event.
PROJECT OBJECTIVES
•Upgrade 12, 15, 18 and 21-inch
pipes to 48-inch or better.
•Replace the necessary manholes
and catch basins.
