Page 1 of 3 Rail Committee Staff Report From: Philip Kamhi, Chief Transportation Official Meeting Date: September 19, 2023 Report #:2308-1970 TITLE Discuss New Grant Awards and Requirements from the Federal Railroad Administration and California State Transportation Agency for Grade Separation Project and Direct Staff to Develop Funding Agreements (continued from August 23, 2023) RECOMMENDATION Staff Recommends that the Rail Committee continue to discuss new grant awards and requirements from the Federal Railroad Administration and California State Transportation Agency for grade separation projects and direct staff to develop funding agreements. Upon such direction, staff will direct AECOM to undertake additional technical studies detailed below to update the Grade Separation Evaluation Matrix with the new Grade Separation Evaluation Criteria. BACKGROUND AND ANALYSIS This item continues the discussion started on August 23, 2023, where the Rail Committee discussed whether to direct staff to negotiate grant agreements for a $6 million grant from the Federal Railroad Administration and a separate $23.7 million grant from the California State Transportation Authority.1 A key consideration is the accelerated decision schedules that these grants demand from the City – preferred alternative selection would need to be completed for all three crossings by at least June 2024. To facilitate the City’s selection of preferred alternatives, the City Council adopted an Updated Grade Separation Evaluation Criteria on June 12, 2023 on the Rail Committee’s recommendation.2 A preferred alternative has not been selected yet at two crossings: Meadow and Charleston. 1 See Staff Report 2307-1756 at https://cityofpaloalto.primegov.com/meeting/document/2708.pdf?name=Item%201%20Staff%20Report 2 On March 29, 2023 (Staff Report 2302-1010) and April 26 (Staff Report 2304-1269), the Rail Committee discussed the Council Adopted Grade Separation Evaluation Criteria adopted by the City Council in 2017 and recommended the City Council for approval to update these criteria. Page 2 of 3 In order to update the grade separation evaluation matrix based on the updated Council Adopted Grade Separation Evaluation Criteria and the Rail Committee discussions, the following elements will need to be reviewed further: East West Connectivity: Review alternatives for Connectedness (simplicity of routes) of pedestrians and bicyclists across the rail corridor Traffic Congestion: Conduct traffic analysis to determine travel times across the rail corridor and evaluate alternatives for induced traffic. Pedestrian and Bicycle Circulation: Evaluate the travel times and safety of pedestrians and bicycle routes across the rail corridor before and after construction. Costs: Evaluate costs associated with property acquisitions easements, utility relocations, and long-term maintenance needs. Private Property Impacts: Develop master list of property acquisition for each alternative and summarize the direct impacts (e.g. areas of acquisition), and the incidental impacts, such as the removal of trees and the loss of privacy. Environmental Impacts: Review additional elements related to sustainability and sea level rise. Visual Impacts: Conduct a shadow analysis of the elevated rail alternatives and determine any mitigation measures to reduce the visual impact perceived by these alternatives. Staff plan to use the existing contract with AECOM to undertake these studies within the accelerated timelines demanded by the grants. The preliminary estimate for this work is $109,000. AECOM expects to finalize this work within 4-6 months from the issuance of the Notice to Proceed. The existing agreement’s scope allows for the City’s Project Manager to authorize the technical studies listed above upon written agreement. Existing contract funds would be reallocated to conduct this work. As the existing task to conduct a Peer Review of the Cost Estimates for Trench Alternative is on hold, staff will reallocate the associated funds to cover these additional technical studies. The proposed reallocation of funding within the existing contract will significantly expedite the overall process as reallocation can be approved by City staff. If there arises a need to conduct the Peer Review of Cost Estimates in the future, staff will undertake a review and, as necessary, seek guidance from the Rail Committee regarding any required amendments to the agreement. Alternatively, the City could solicit proposals from new consultants through a formal Request for Proposal process, which is a time-consuming endeavor taking approximately 6+ months and would require Council approval of a separate contract. No action or recommendation is anticipated. EXECUTIVE SUMMARY At the June 2023 Rail Committee meeting, the members of the Rail Committee indicated their interest in deliberating the Noise and Vibration Report that was compiled to assess the impacts on various grade separation alternatives. This agenda item presents information on the Noise and Vibration Comparative Analysis and solicits the Rail Committee's review of the technical data. This information serves to bolster the comprehensive evaluation of options for the eventual selection of Preferred Alternative(s) for the grade separation projects BACKGROUND & ANALYSIS As part of the evaluation of Grade Separation Alternatives, a noise and vibration study was conducted to better understand the relative benefits or penalties of the grade separation alternatives. The report was deliberated at the July 15, 2020, Extended Community Advisory Panel (XCAP). In addition, the Noise and Vibration issues were discussed during the detailed review of the alternative evaluations for Meadow Drive and Charleston Road on August 23, 2021, and later on November 29, 2021, for Churchill Avenue crossing. Noise Analysis A noise survey was conducted in the study area to establish existing conditions in a variety of locations throughout the project. The noise measurement locations were selected to represent a variety of noise-sensitive land uses in the study area with an emphasis on residential land uses. Item 2 Staff Report        Item 2: Staff Report Pg. 1  Packet Pg. 7 of 53  Most measurement locations were conducted at publicly accessible areas that were similar in distance and acoustical setting to nearby residential locations with an emphasis on first and second-row homes (typically within about 300 feet of the rail line and about 1500 feet of a grade crossing). Both short- and long-term noise measurements were conducted to evaluate the noise study. For each alternative, the noise levels were predicted for generalized locations of the first row and second row of homes on both the east and west sides of the tracks. It was expected that at locations beyond second-row homes, train events may still be audible, but calculated noise levels would be much closer to (or lower than) existing ambient noise levels. The following table provides a summary of how the relative contributions of rail and road noise sources may be expected to change as a function of proposed alternatives. Most noise source levels will be reduced by most alternatives as they introduce more noise-reducing features such as increased shielding from noise barriers or structures, however, it is noted that engine noise from hybrid and viaduct alternatives could increase slightly since the increased elevation of the rail path may reduce the effectiveness of first row shielding at second row homes. TABLE 1: Noise Source Changes by Alternative In order to provide a quantitative comparison of relative acoustical benefits for these alternatives, future noise levels were calculated for representative residential locations at typical first and second-row homes to the east and west of the rail line. These calculations followed the methodology and calculation methods presented in the Federal Transit Administration’s (FTA) Transit Noise and Vibration Impact Assessment Manual (2018) and assumptions were based on the Caltrain data provided in their environmental documents. In addition to the alternatives in consideration, the noise study reviewed the two additional scenarios with a 6-foot-tall parapet barrier that was assumed for the viaduct and hybrid Item 2 Staff Report        Item 2: Staff Report Pg. 2  Packet Pg. 8 of 53  alternatives for the grade crossing closure and underpass alternatives. The following table provides a summary of the results of the noise reduction based on the prediction analysis for each alternative and each generalized receiver location TABLE 2: Predicted Noise Reduction Relative to Existing Condition by Alternative (dBA) The study indicated that the biggest noise reduction would come from eliminating horn soundings in the vicinity of grade crossings with typical reductions of 9 to 14 dBA (as demonstrated by the “Existing vs. Closure” scenario). While all the studied alternatives will provide the acoustical benefit of ending horn soundings, some will provide smaller additional benefits. Viaduct and hybrid alternatives will provide the additional benefit of reducing wheel/rail noise at all receivers and the hybrid alternative will also help reduce Alma Street noise for homes to the west of the rail line. The trench alternative will both provide significant reductions for engine and wheel/rail noise. Vibration Analysis The movements of rail vehicles generate ground-borne vibration. According to FTA guidelines, a passenger/freight rail line would have to pass within less than 20 feet of a typical residential structure to potentially cause structural damage which would not be an issue with this project. However, human perception of, and potential annoyance to ground-borne vibration could be triggered in homes within 150-200 feet from the tracks. Under the current/existing conditions, many of the first-row homes to both the east and west of the track are already within 200 feet of the tracks and may already be experiencing perceptible vibrations from train pass-by events. The following table provides a summary of the qualitative assessment. The viaduct alternative may provide a significant improvement. However, a more detailed ground vibration engineering analysis for the selected alternative at each of the crossings will need to be completed to develop a more detailed vibration impact assessment with detailed recommendations for vibration mitigation features to be incorporated into the final design. FISCAL/RESOURCE IMPACT This study session provides a platform for the deliberation of technical insights presented in the July 2020, Noise and Vibration Comparative report. No additional tasks are foreseen at this point. If there is any supplementary scope that necessitates consultant services, it will mandate either an amendment to the existing Consultant Contract or the procurement of a new consultant. STAKEHOLDER ENGAGEMENT The Rail Committee meetings are open to the public and therefore provide the community with opportunities to provide comments to the rail committee and the City. In addition, at the City Council Meetings on August 23, 2021, and November 29, 2021, the Noise and Vibration Comparative Analysis was discussed during the detailed evaluation of alternatives for the selection/narrowing of the alternatives in consideration. These meetings also provided the community to provide their feedback and comments.
