ORDIN~~CE OF THE COUNCIL OF THE CITY OF PALO ALTO
ADDING CHAPTER 2.11 TO THE PALO ALTO MUNICIPAL CODE
RElATING TO THE DISCI.OSURE OF FINANCIAL INTERESTS
The Council of the City of Palo Alto does ORDAIN as
follows:
SECTION 1. Chapter 2.11 is hereby added to the Palo Alto
Municipal Code, to be designated 11 Discl6sure of Financial InterestS 11
and to read as set forth in Exhibit 11 A" attached hereto and
made a part hereof by reference.
SECTION 2. The Council of the City of Palo Alto hereby
finds that the enactment of this ordinance ~,.,.ill have no significant
environmental impact.
SECTION 3. 'rhis ordinance shall become effect.ive upon the
expiration of thirty days from its passage.

DISCLOSURE OF FINANCIAL INTERESTS

2.11.010 Pur~ose. Pursuant to Section 3704 of the
Governmental Confl~ct of Interests Act (Division 4.5, commencing
with Section 3600, of Title 1 of the Government Code, as the
same may be amended from time to time, hereinafter referred to
as the 11 Act,11 the Council of the City of Palo Alto adopts this
ordinance as rulea governing the disclosure of financial interests
by its officials.
2.11.020 Apelica~on. These rules shall govern the
disclosure of financial Tnt.erests required of the .Hayor,
members of the City Council, members of the Planning Commission,
the Director of Planning and the City r-1anager, as provided in
the Act. The requirements of the Act relating to disclosure
apply only to such officers or employees.
2.11.030 Disclosure~ The interests, investments, sources
of income, gifts and loans, and positions held whi.::::h are subject
to disclosure are those specified in the Act. 11 Source of income,11
as used in subsection (3) of subdivision (b) of Section 3700 of
the Act, means the business entity or activity of the official
which earned or produced the income.
2.11.040 Contractual ObliSations. Unless the contrary is
expressly stated, contractual oliga£lons to comply with the
conflict of interest requirements of the City of Palo Alto do
not include the disclosure of financial interests pursuant to
the Act and these rules.
2.11.050 Forms. The City Attorney shall provide forms
.for the statement containing the information required to he
disclosed which officials tnay use and he shall assist any official
in preparing such statement. The forms shall permit the dis
closure of the interests, investments, sources of income, gifts
and loans, and positions held as required pursuant to Section
3700 of the Act.
