Page 1 of 6 Architectural Review Board Staff Report From: Planning and Development Services Director Lead Department: Planning and Development Services Meeting Date: September 17, 2026 Report #: 2607-6563 TITLE PUBLIC HEARING/QUASI-JUDICIAL. 950 Page Mill Road: Request for Recommendation on a Major Architectural Review for a Master Sign Program to Install a Multi-Tenant Monument Sign Incorporating Non-Tenant Property Branding ("Page Mill Labs") and Four Tenant Identification Panels. CEQA Status: Exempt from the provisions of the California Environmental Quality Act (CEQA) in accordance with Guidelines Section 15311 (Accessory Structures). Zoning District: RP (Research Park). RECOMMENDATION Staff recommends that the Architectural Review Board (ARB) recommend approval of the Master Sign Program based on the findings in Attachment B and subject to the Conditions of Approval in Attachment C. EXECUTIVE SUMMARY The project proposes a Master Sign Program for the commercial campus located at 950 Page Mill Road. The project includes the installation of one new multi-tenant monument sign near the driveway entry to the site with property branding to read “Page Mill Labs”. Pursuant to Palo Alto Municipal Code (PAMC) Section 18.76.020, individual sign installations are typically classified as minor projects reviewed administratively by staff. However, applications that request non-tenant property branding must be approved through a Master Sign Program pursuant to PAMC 16.20.090(b) and require review by the Architectural Review Board (ARB). PROJECT DESCRIPTION The applicant proposes a Master Sign Program for an existing office building and future eating and drinking use, that is currently being substantially remodeled, located at 950 Page Mill Road. The program consists of a single monument sign designed to identify the property by name and provide four integrated panels for individual tenant identification. The proposed monument sign features the following specifications: Item 2 Item 2 Staff Report     Packet Pg. 8     Item No. 2. ANALYSIS Staff reviewed the proposed project for conformance with relevant plans, policies, and regulations and finds that the project is in conformance with these requirements as well as the Architectural Review findings as detailed further in this section. Item 2 Item 2 Staff Report     Packet Pg. 10     Item No. 2. Page 4 of 6 950 Page Mill Road Sign Sign Type Code Compliance (or Deviation) One Monument Sign Identifying the Building Name and Tennant Names (Sign Incorporates Non-Tenant Property Branding "Page Mill Labs") Consistency with the Comprehensive Plan, Area Plans, and Guidelines1 The Comprehensive Plan land use designation for the project site is Research/Office (RO). The RO designation is intended to accommodate research, development, and administrative office uses that support the economic vitality of the region while maintaining low-intensity campus-like settings. The proposed monument signage helps with wayfinding to the site. The Master Sign Program allows for consistency in the signage materials and colors across the multi-tenant campus. The proposed project would provide high-quality signage for a premier facility within the Stanford Research Park, consistent with Comprehensive Plan goals and policies related to high-quality design. Specifically, the project is consistent with Policy L-6.10, which encourages high-quality signage that is attractive, appropriate for the location, and balances visibility needs with aesthetic needs. A summary of the project’s consistency with the Comprehensive Plan is provided in the findings under ARB Finding #1 in Attachment B. Zoning Code Compliance Staff prepared a detailed review of the proposed project’s consistency with applicable zoning standards (Attachment D) and found that the project complies with all applicable codes, except for the proposed inclusion of non-tenant property branding ("Page Mill Labs"). The proposed sign is consistent with the Stanford Research Park (RP) district development standards and Palo Alto Municipal Code (PAMC) Chapter 16.20 (Sign Code) because it accurately identifies the primary entrance to the site, improving wayfinding for pedestrians, bicyclists, and vehicles. Furthermore, the sign is located entirely outside of the sight distance triangle requirements established in PAMC Chapter 18.54 (Off-Street Parking and Loading Regulations). The sign structure is placed beyond the restricted visual clearance zones at the intersection and driveway approaches. By maintaining an unobstructed line of sight, the placement ensures that exiting motorists, passing cyclists, and pedestrians retain clear visibility, fully satisfying City traffic safety standards without requiring a design variance. Consistency with Application Findings Staff finds that the proposed Master Sign Program establishes a unified and consistent approach to business identification signage and is consistent with the code and the ARB findings for approval. While it is unusual to have a Master Sign Program for a single sign, there is no minimum number of signs required for this permit type and so sign applications that request non-tenant property branding may 1 The Palo Alto Comprehensive Plan is available online: bit.ly/PACompPlan2030 Item 2 Item 2 Staff Report     Packet Pg. 11     Item No. 2. Page 5 of 6 be approved through a Master Sign Program. Architectural Review findings are provided in Attachment B and may be modified by the ARB as needed. FISCAL/RESOURCE IMPACT Processing this application has no fiscal impact as applicants are responsible for staff and consultant costs through applicable fees consistent with the 2026 Municipal Fee Schedule. STAKEHOLDER ENGAGEMENT The Palo Alto Municipal Code requires notice of this public hearing be published in a local paper and mailed to owners and occupants of property within 600 feet of the subject property at least ten days in advance. Notice of a public hearing for this project was published in the Daily Post on September 4, 2026, which is 13 days in advance of the meeting. Postcard mailing occurred on September 8, 2026, which is 10 days in advance of the meeting. ENVIRONMENTAL REVIEW The subject project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. Specifically, the project is exempt from CEQA per Section 15311 (Accessory Structures) of the CEQA Guidelines. The specific Master Sign Program that has been requested is for the following standard: One new free-standing sign measuring 5’ in total height is located adjacent to the vehicular access driveway from Page Mill Road. The top of the free-standing sign will identify the property name (Page Mill Labs). Four spaces for individual tenant name panels are provided below the property name. Finding 1: The design is consistent with applicable provisions of the Palo Alto Comprehensive Plan, Zoning Code, coordinated area plans (including compatibility requirements), and any relevant design guides. The project is consistent with Finding #1 because: The design is consistent and compatible with the applicable elements of the city's Comprehensive Plan in that the proposed project is consistent with policy L-6.10: Encourage high quality signage that is attractive, energy-efficient, and appropriate for the location, and balances visibility needs with aesthetic needs. The design of the sign, materials, and colors are attractive and appropriate for the buildings and the surrounding area. The proposed signage was designed to be compatible with the structures on the site. Finding 2: The project has a unified and coherent design, that: (a)Creates an internal sense of order and desirable environment for occupants, visitors, and the general community, (b)Preserves, respects and integrates existing natural features that contribute positively to the site and the historic character including historic resources of the area when relevant, (c)Is consistent with the context-based design criteria of the applicable zone district, (d)Provides harmonious transitions in scale, mass and character to adjacent land uses and land use designations, (e)Enhances living conditions on the site (if it includes residential uses) and in adjacent residential areas. The project is consistent with Finding #2 because: The master sign program presents a framework for purposes of wayfinding and site visibility. The proposed signage uses consistent materials and colors that is unified and coherent, and will assist in creating a sense of order on the site. As conditioned, the design is compatible with the immediate environment of the site and is appropriately scaled to compliment large scale buildings ranging from 1 to 10 stories in height. The proposed signage design is appropriate for identifying the property name (Page Mill Labs) as well as future tenants. The signage employs materials and a cohesive color palette that results in a unified and visually articulate appearance for the site. Finding 3: The design is of high aesthetic quality, using high quality, integrated materials and appropriate Item 2 Attachment B - Draft ARB Findings for Approval     Packet Pg. 15     construction techniques, and incorporating textures, colors, and other details that are compatible with and enhance the surrounding area. The project is consistent with Finding #3 because: The proposed sign is constructed of aluminum framing and aluminum faces which is a durable and aesthetically pleasing material. The primary color palette of metallic silver, black, and orange flair, proposed for the metal sign creates a modern and sleek appearance. Finding 4: The design is functional, allowing for ease and safety of pedestrian and bicycle traffic and providing for elements that support the building's necessary operations (e.g. convenient vehicle access to property and utilities, appropriate arrangement and amount of open space and integrated signage, if applicable, etc.). The project is consistent with Finding #4 because: The signage has been designed and placed to assist in wayfinding for pedestrians, cyclists, and motorists travelling along Page Mill Road. The light metallic silver background of the aluminum sign paired with the black lettering provides a nice contrast and is easily visible. Finding 5: The landscape design complements and enhances the building design and its surroundings, is appropriate to the site's functions, and utilizes to the extent practical, regional indigenous drought resistant plant material capable of providing desirable habitat that can be appropriately maintained. The project is consistent with Finding #5 because: Finding #5 is not applicable for this project. The existing landscaping will not be impacted by the proposed signage. Finding 6: The project incorporates design principles that achieve sustainability in areas related to energy efficiency, water conservation, building materials, landscaping, and site planning. The project is consistent with Finding #6 because: The proposed signs are non-illuminated and made of durable long-lasting materials.
