SUBJECT: ACCEPTANCE OF RESIGNATION OF FORMER MAYOR JIM
BURCH FROM THE EMERGENCY STANDBY COUNCIL AND
RECOMMENDATION TO APPOINT REPLACEMENT IN JANUARY
2008.
Staff recommends that the City Council accept the resignation of Emergency Standby
Council Member Jim Burch and delay filling his position until January 2008.
BACKGROUND
On October 25, 2007, staff received notice that former Council Member Jim Burch wished to
resign his position on the City’s Emergency Standby Council. The Emergency Standby
Council is made up of seven former Council Members who have indicated a willingness to
serve in an emergency situation. The Emergency Standby Council is generally comprised of
the most recent former Council Members and is updated each year, subject to appointment by
the City Council.
DISCUSSION
Staff recommends that, due to the upcoming normally scheduled update of the Emergency
Standby Council, no action be taken at this time to appoint a replacement member. The
remaining six members of the Emergency Standby Council are sufficient to provide
emergency leadership until the end of the year, when, subject to their willingness to serve
and appointment by the new City Council, the most recent former Council Members (up to
four) will replace those who have been off the Council the longest. The following is a list of
the current remaining Emergency Standby Council Members:
