BACKGROUND Municipal Code Section 2.08.020 requires that the City Council confirm the City Manager’s appointment of City department heads. DISCUSSION In concert with the City organization’s commitment to succession planning and preparing leadership for the “next generation” challenge, the City Manager is recommending appointment of the current Assistant Director of Administrative Services, Lalo Perez, to replace retiring Director Carl Yeats, effective January 1, 2008. Mr. Perez has been with the City of Palo Alto for 22 years. He began his career in 1985 with the City in the Revenue Collections Division of the then-Finance Department, and at various points held key positions in the Treasury and Budget Divisions before becoming Assistant Director in April 2001. In that role, he has overseen all of the divisions of the Administrative Services Department. He also had key responsibilities for the implementation and maintenance of the SAP integrated system, and has participated in labor negotiations with the various bargaining units. Lalo has a Bachelor of Sciences degree in Business Administration from Notre Dame De Namur University and plans to complete his Executive Masters in Public Administration from Golden Gate University in December 2007. CMR: 424:07 Page 2 of 2 RESOURCE IMPACT The control point for the Director of Administrative Services is $188,051. Mr. Perez will not become an at-will employee since he is a current City employee, and will not require any relocation assistance. He will receive an automobile allowance as a department head.
