2475 HANOVER STREET [01-ARB-100, 01-EIA-15]: AN
ARCHITECTURAL REVIEW BOARD APPLICATION AND A
MITIGATED NEGATIVE DECLARATION [01-ARB-100, 01-EIA-15]
TO ALLOW THE DEMOLITION OF AN EXISTING ONE- AND
TWO- STORY BUILDING AND CONSTRUCTION OF A TWO-
STORY BUILDING WITH UNDERGROUND AND SURFACE
PARKING FACILITIES
The Architectural Review Board, at its meeting on December 13, 2001, reviewed the
final design details and documents addressing condition of ARB approval #11.5 of ARB
application 01-ARB-100 for 2475 Hanover Street. The Director of Planning and
Community Environment conditionally approved this ARB application and the Mitigated
Negative Declaration on November 6, 2001. An appeal of the Director's decisions, filed
November 19, 2001, will be heard by the City Council on December 17, 2001.
The applicant presented items addressing Architectural Review Board (ARB) Condition
of Approval #11.5. The presenters included Bryan Croeni, Gary Laymon, Jean Snider,
and Jack Hunt.
The items presented included:
¯The level of the lobby sunshade;
¯The specific location of up-lighting on the lobby sunshade supports;
¯The extension of the lobby paving to the exterior to serve as a "welcome mat";
¯The texture changes on the fagade and mechanical screen, including reveals in a
horizontal pattern on the screen, deep reveals at intervals and scoring at the building
base, a broadened vertical gap above the columns, and the metal cornice piece;
¯True colors of the fagade materials reflected in a color rendering;
¯The automated operable windows;

¯The cost/benefit analysis regarding use of solar panels;
¯The potential locations the tenant may select for installation of the prototypical patios
The Board reiterated its support of the project, and expressed appreciation for the minor
design changes and the submittal of the cost benefit analysis. Specifically, the Board
admired the warmer "skin," the articulation of the lobby/plaza design, the
cooling/ventilation system, the landscaping, the break-out patios, the mechanical screen,
the variegated building base, and the neighborhood outreach on the project, which
addresses residents' concerns.
There were no speakers during the public testimony portion of the ARB review.
Staff informed the ARB that the item would appear before the City Council December 17
on appeal by Joy Ogawa, briefly citing the reasons for the appeal. Staff noted that the
City Council is now the decision-making body which will make a decision on the ARB
application and Mitigated Negative Declaration.
