To maximize public safety while still maintaining transparency and public access, members of the public can choose to participate from home or attend in person. Information on how the public may observe and participate in the meeting is located at the end of the agenda. Masks are strongly encouraged if attending in person. In-person comments will be heard at the beginning of the agenda and remote comments will be heard at the end of the agenda. Written public comments can be submitted in advance to pac@PaloAlto.gov and will be provided to the Council and available for inspection on the City’s website three days before the meeting. APPROVAL OF MINUTES – March 19, 2026 PAC Regular Meeting Minutes: Moved by Commissioner Mullery. Second by Commissioner Smith All in Favor. STAFF COMMENTS –Staff provided an update and shared images of the ongoing painting of a mural by artist Harumo Sato at the All Saints Episcopal Church in downtown Palo Alto. ACTION: 1. Downtown Parking Garage- Staff provided a summary of the public art commission history for the Downtown Parking Garage project, including its initial timeline, artist selection process, and previously concluded community engagement and research by the artist, Amy Landesberg, to inform her conceptual design for public art. Initially launched in 2014, the development project was put on hold by City Council in 2018. At that time, artist Amy Landesberg’s initial conceptual design had already previously been approved by the PAC. In 2025, the Council directed staff to resume the Downtown Garage development project. The Public Art Program staff reached out to the artist to confirm her interest and availability in resuming the project. Landesberg confirmed her interest as the project artist to continue development of the artwork for the garage structure and met with the design team. In June 2025 PAC approved funding in the amount of $30,600 for conceptual design development of public art by artist Amy Landesberg to be funded through pooled Art in Public Spaces CIP funds. Artist worked in collaboration with the public art staff and project design to inform her new conceptual design. Artist Amy Landesberg joined the meeting remotely via zoom to present her concept to the PAC. Landesberg, informed 1     Packet Pg. 5     by site research and prior stakeholder input, proposed The Climbing Biome, a large-scale, architecturally integrated artwork for the garage’s concrete shear wall (approx. 50' x 16'). The stainless steel design features an intricate vertical composition of endangered local flora, highlighting regional ecological diversity. Inspired by Moorish tessellation, Louis Sullivan, and William Morris, the work will face Hamilton Avenue and include interpretive signage. It is designed to have a distinct presence both day and night. Landesberg presented conceptual design images and emphasized they reflect an overall direction. If approved, she will further develop the design, including construction drawings, a detailed fabrication and installation budget, and material samples. Commissioners asked questions about the artwork’s integration with the building and landscape, funding source, and construction timeline. Staff clarified that funding comes from the City’s one percent for public art allocation and recommended approval of the concept and funding of up to $237,000 for fabrication and delivery. Motion: Commissioner Smith moved to approve the proposed conceptual design and approve funding in the amount of $237,000 for the fabrication and installation phase. Second: Commissioner de la Garza. All in Favor. 2. Sherman Ave Parking Garage Temporary Mural Project – Staff provided an overview of the project and recent artist selection process. The selection panel recommended Phillip Hua as the top-ranked artist based on the strength of his work samples. If approved, staff will contract Hua for design development to create a site-specific mural for the garage, to be printed on mesh banner material and installed in Summer 2026 for one year. Staff recommended approval of Phillip Hua as the project artist. Commissioner de la Garza announced that she had to leave the meeting and did not take part in the approval of the motion. Motion: Commissioner Mullery moved to approve artist Phillip Hua as the project artist to design an original design for the temporary mural. Second: Commissioner Joshi. All in Favor. NON-ACTION: 3. Public Art in Private Development – Staff introduced developer Melanie Griswold with Steel Bridge Homes who made a presentation for the initial review for public art in private development associated with the 4103 Old Trace Road project. The developer shared preliminary architectural drawings of the complex noting that the current design may evolve, and indicated two potential areas for integration of public art. Commissioners reviewed the plans and provided input on accessibility, public experience, and integration with the surrounding landscape. They advised against reflective or projection-based works and suggested considering mosaics or murals on public-facing fencing or building façades, as well as the in-lieu option if on-site placement proves challenging. COMMISSIONER QUESTIONS, ANNOUNCEMENTS, OR FUTURE ITEMS: Commissioner Mullery announced upcoming CASP open studios event scheduled for April 25, 1-5 pm at Cubberley Community Center. Presentation by project developer Gary Johnson of Acclaim Properties. RECOMMENDATION Staff recommends that the Public Art Commission review the plans for an upcoming project located at 762 San Antonio Road and give input to the applicant regarding the locations and themes for artwork planned at the site before they undertake their design development. BACKGROUND AND ANALYSIS The project it 762 San Antonio Road is a planned eight story apartment building with 228 rental apartments, including 30 below market rate units. The project qualifies for the Private Percent for Art Requirement under Municipal Code chapter 16.61. The applicant has met with Public Art staff to discuss the options for integration of public art into the project and estimated 1% public art allocation of $805,870 and their intent to incorporate artwork into the project. For more detail on the project, please review the applicant’s submittal and project description (ATTACHMENT A). FISCAL/RESOURCE IMPACT The project is anticipated for review by the City Council August 10, 2026. The applicant will return to the Public Art Commission for final review and approval once they have the artwork design completed in the next few months. ATTACHMENTS Attachment A: 762 San Antonio Road Project submittal for PAC Initial review. 2     Packet Pg. 7     762 SAN ANTONIO RD MULTIFAMILY Project Summary for Palo Alto Art Commission (PAC) Initial Review Developer: Acclaim Companies Landowner: Matt Hengehold Date: June 10, 2026 Project Overview 762 San Antonio Road will be a 228 unit, for-rent multifamily community located on a 2.0- acre parcel at the current site of Hengehold Trucks. The project will replace three existing commercial buildings and surface parking. Of the 228 units, 30 units will be designated as below-market-rate. The proposed project is 85 feet in height and eight stories. The first two levels of the project include ground-level amenities such as entry lobby, co-working areas, leasing office, and mail room. Other amenities include roof-top terraces, pool, spa, gym, and wellness center. For more detailed information, please see submitted plans. The project will bring an architecturally distinguished presence to the San Antonio Road corridor and will be anchored by a curated public art component that will contribute meaningfully to Palo Alto’s cultural landscape. The integration of art and architecture will create a place of resonance and distinction – a landmark that reflects the city's values. Public Art Budget Approximate Art Allocation - $805,870 Art Selection Plan The developer recently completed a comprehensive artist selection process for the project at 3150 El Camino Real (ECR), Palo Alto. Several artists were considered including Ball Nogues Studio, Giles Miller, Ned Kahn, Rob Ley and Blessing Hancock. Ultimately, Giles Miller was selected. BACKGROUND The California Avenue District Public Art Plan, adopted by the Public Art Commission in March 2021, recommends the integration of temporary and permanent public art to enhance wayfinding and pedestrian experiences, reflect California Avenue’s identity, offer opportunities for more diverse artistic expression, and support economic vitality. Consistent with these recommendations, and following the successful implementation of the Temporary Murals Pilot Program on California Avenue in 2023, the 2024/25 Council-approved Public Art Commission Workplan identified the Sherman Avenue Parking Garage as a priority site for rotating temporary public art. In 2025, public art staff, in coordination with the Public Works Department, evaluated the feasibility of installing a permanent mounting system to support rotating large-scale, digitally printed temporary murals on the garage exterior. Staff completed structural analysis, coordinated support system design with a structural engineer, and obtained Building Department approval and permits. Staff also obtained vendor proposals and cost estimates for hardware installation and banner production. In February 2026, PAC approved funding in the amount not to exceed $35,000 for the installation of hardware and design and production of artwork on the Sherman Avenue Garage, including mounting hardware, permits, banner production and installation, and artist design 3     Packet Pg. 38     fees1. With funding approved, staff proceeded with the artist selection process and utilized the City’s pre-qualified artist pool and identified 27 artists with relevant experience to develop conceptual mural designs as digital artwork. A selection panel comprised of Public Art Commissioner Robin Mullery, artist Liv Unger-Losee, community members Lara Ekwall and Susan Light, and City of Palo Alto Police Department staff member Eric Jensen evaluated artists’ applications online and held a panel meeting on April 14, 2026 to review and discuss the their evaluations and recommend a finalist based on the overall artistic excellence of the applicant’s submitted work samples and demonstrated ability to create visually engaging designs for large- scale murals. San Francisco-based artist Phillip Hua was recommended by the panel as the project artist. At the April 16 PAC meeting, the Commissioners approved Phillip Hua for the commission. Fabrication and installation of the temporary mural — including printing, installation of permanent mounting hardware, and placement of the mural — will be completed by a Santa Clara County-based signage contractor. Installation on the exterior wall of the Sherman Ave Parking Structure is anticipated to occur in late July to early August 2026, with exact dates to be coordinated and announced separately by staff. The project is funded through the City’s Art in Public Places CIP fund.   The City of Palo Alto Public Art Program operates in accordance with Chapter 2.26 Visual Art in Public Places Policy of Palo Alto Municipal Code. The Municipal Percent for Art Policy specifies that the City will budget one percent (1%) of its construction costs to include public art for City capital improvement projects that have a visual impact on the surrounding environment by altering a site through new construction or reconstruction, at the initial stages of design, thereby ensuring that art elements become an integral part of the overall design. In 2015, in order to strengthen its ongoing commitment to the City’s municipal public art program, the Palo Alto Council amended the Palo Alto Municipal Code to add Section 2.26.070 "Public Art for Municipal Projects" to Chapter 2.26 (Visual Art in Public Places). The Ordinance enhanced the funds available for public art and increased flexibility to provide art experiences that are timely and relevant throughout the community. According to the Ordinance, one percent (1%) of the City’s annual Capital Improvement Program (CIP) budget devoted to public art is deposited into the Public Art Fund. Funds may be used at any appropriate site within Palo Alto for permanent or temporary public art projects. ANALYSIS The University Avenue transit hub is the second most frequented station on the Caltrain line. It services Caltrain, Valley Transit Authority, Marguerite shuttles, and bus lines. As such, the underpass used by pedestrians and cyclists has never incorporated public art due to the low lighting levels and challenges with water penetration within the walls. Public Art Program staff was recently notified that the tunnel electrical conduit was replaced, the lighting has been upgraded, and the walls have been repainted a light color to help reflect the light. These upgrades and improved conditions present an opportunity to integrate artwork into this key arrival point to downtown Palo Alto and Stanford University. In June 2026, Public Art staff has submitted a VTA Transit Oriented Communities grant application to help support the cost of the project and has reached out to Stanford University colleagues to discuss options for the murals. Staff is reaching out to key stakeholders and working with our Economic Development team to gather input and assemble a selection panel. Staff would like to gather input from the Public Art Commission at this critical stage in project planning. RECOMMENDATION Staff recommends that PAC approve acceptance of a promised gift of artwork by Viola Frey by a private donor into the permanent collection of public art. DISCUSSION A large-scale ceramic sculpture by the late artist Viola Frey, titled Seated Man Foot Poised on World (2004), has been offered to the City of Palo Alto as a promised gift by a local resident, art collector, and former board member of the Palo Alto Art Center Foundation. The sculpture depicts one of Frey’s iconic monumental male figures, often referred to as the “Everyman” or “Blue-Suited Man.” The larger-than-life figure is seated in a slightly hunched posture, with one foot resting on a globe. Like many of Frey’s signature works, the sculpture explores themes of power, identity, and the human condition through exaggerated scale and expressive form. Measuring approximately 6 feet high by 6 feet wide by 6 feet deep, the work exemplifies Frey’s distinctive contribution to contemporary ceramic sculpture. Viola Frey (1933–2004) was one of the most influential American ceramic artists of the twentieth century and a pioneering figure in the California Funk Art movement. Renowned for her monumental figurative sculptures, Frey challenged traditional distinctions between fine art and craft while expanding the possibilities of ceramic practice. Her work is represented in the collections of major museums throughout the United States and internationally. The artwork was valued at $90,000 at the date of purchase to the owner in 2005. The artwork is currently located at the donor’s private residence. In January 2026, the donor contacted City staff to inquire whether the City would be interested in accepting the sculpture as a promised gift. Staff subsequently visited the residence to inspect the artwork and discuss the terms and logistics of a potential donation. 5     Packet Pg. 44     To evaluate the condition of the sculpture, staff engaged Preservation Arts, a Bay Area conservation firm with extensive experience treating Viola Frey’s outdoor ceramic sculptures. Preservation Arts conducted an on-site assessment and provided a condition report and treatment recommendations. RECOMMENDATION Staff recommends that the Public Art Commission accept the donation of artwork by artist Richard Shaw into the City collection. ANALYSIS Artist Richard Shaw has offered to donate Watercolor Palette and Ink (2024), a glazed porcelain tabletop sculpture with overglaze decals and transfers, to the City’s Public Art Collection. The artwork was recently exhibited as part of Clay Sustains, a group exhibition at the Palo Alto Art Center. Following the exhibition, the artist offered the work as a gift to the Art Center; however, as a non-collecting institution, the Art Center recommended that the artwork instead be offered to the City’s Public Art Program for consideration. Acceptance of the donation is subject to approval by the Public Art Commission and will be governed by the City’s standard terms and conditions for gifts to the collection. Richard Shaw is widely recognized as a leading figure in contemporary ceramic sculpture. Best known for his illusionistic assemblages rendered in trompe-l’oeil realism, Shaw transforms everyday objects into meticulously crafted ceramic sculptures that combine humor, wit, and social commentary. Through his mastery of ceramic decals and overglaze transfer techniques, he convincingly replicates the appearance of common materials and found objects, blurring the boundary between reality and artifice. By juxtaposing the ordinary with the unexpected, Shaw creates works that are both playful and thought-provoking. His work is represented in numerous major regional, national, and international museum collections. He earned a Master of Fine Arts degree from the University of California, Davis, and a Bachelor of Fine Arts degree from the San Francisco Art Institute. In addition to his artistic practice, Shaw has had a distinguished teaching career, including 25 years as a professor at the University of California, Berkeley, where he mentored generations of artists. He currently lives and works in Marin County, California. Watercolor Palette and Ink would further strengthen the representation of this significant California artist within the City’s collection.
