DJring the internal review process, staff contacted severallinns that previously had done this type ofwort for the City 10 provide preruninary cost estimates. Two firms responded that they could do the wort for under $25.000. The first alternative, whicb staff recommends, is to pur;ue purchAse of the site for refuse services and storage purposes. One option includes using the site as a refuse collection and hauEng yard, a permanent OOuschold hazardous waste facili!y, and as a construction staging ()( storage area for Utilities infrastruc!llre projec!5 (the R"")'cling Center and Compost Facility would remain at the Palo Alto landfill). Approximately 50 percen! of the useable site would be used by the Refuse Fund and 50 percent (4.0 acres) by the Utilities Department. Under this cption, the Refuse Fund could either purchase the site and \ease space 10 the Ut11ities ()( the Utilities could proportionately share in the costs of purchasing and developing the site for their Ioog-term construction needs. The Refuse Fund would be the primary user in terms of acreage and acfvil:ie<, and the final financing option would take into· acrount the possible pa.rtieipationof the Utilities Department, and wookl need 10 make sense from • financial pe1>pCCtive for boIh the Refuse Fund and the Utilities Department. The available financing options include the following: 1. IssDe Revenue Boods -The Refuse Fund would issue revenue bonds, which are secured by the abUlly 10 generate non-tax revenue, and pay for debt service through rates. Advantai"< -By issuing bonds. paymeru for the sr.e and imp.-ovemenlS would occur over I 20 10 30 year period, mitigating increases in rates necessary 10 pay debt service. The cost of impcovemeDts, therefore. would be shared by current and future users of service< provided by the site, which is optimal (rom an equily standpoint.
