EXECJmVE SUMMARY Palo A1lo's traffic signal control system is comprised of Wee primaI)' components: (I) traffic signal equipcuent and cootroller k-,cated at each signalized inters"<,Oon, (2) a central computer control located at the Municipal Service Center and linked to individual intersections via comal cable and electronic wiring, arK! (3) signal timing plans used to ~rate ea<:h traffic signal_ CMR;461:95 J>age!of1 . -~t '-'--", .. --:. o While the current system continues to operate in an acceptable manner, various components are becoming ou!dated and are in need of replacement or upgrade. Foe example, some of the individual intersection controllers are no longer manufactured or serviceable, the central computer is over ten years old, the traffic signal timing plans are based upon traffic cooditions !hat existed in 1986, ami the ability to ad<! new features such as emergency pie-em;>tion and traffic data collection is severely limited. Therefore, Palo Aho has a need to improve and upgrade its traffic signal system infrastructure. As a means to facilitate the improvement and upgrade of the traffic signal system infrastruct.ne, sIaff investigated poIeutial sources of funding, and identified an applicable program administered by the Metropolitan Transportation C.ornmission (MTC). The name of Ihe program is "Regiooal Traffic Signal Operations Program (RTSO!')" and the purpose is 10 provide funding for traffic signal timing and equipment upgrades. The oojective of RTSOP is to reduce congestion and improve air quality, through improved traffk flow, by replacinglupdating traffic signal equipment and timing plans. Subsequently, an application was submitted 10 MTe lOr $460,000 of Federal CMAQlSTP funds, to replace ooe-<jOOrtef of the existing traffic signal controllers, and to establish new signal timing plans based upon currenl conditions. The Palo Alto application, ranked fi<st in Santa CI ara Coonty and fIfth out of 92 projecls in the nine counties comprising MTC, was included in the 1995 Transpof1alion ~ Program (TIP). Whenever the local aqency uses a consultant on a cost plus basis, the local aqency is required to submit a post a1ldit report cover ing ~ allowability of cost payments tor each individual consul tant or su~contractor incurring over $2S,~OO on the project.
