Ccuncil action is requested 10 initiate Planning Ccmmission consideration of a Public
Facilities (PFJ Zone text change to include "outpatient medical" and "medical research" as
conditional uses. This change has been proposed by the Palo Aho Medica: f oondation
(P AMF), in conjUDCtioo wiih its proposed Urban Lane area campus relocation project
Under!be Palo Aho Mwrlcipal Code Section 18.98.08(), Zoning Ordinance \ext changes must
be initiated by either !be Cit-j Ccuncil or the Planning Ccmmission.

Staff recommends !hat !be Council initiate consideration of. Pf Zone lext cbange pursuant
10 PAMC Section 13.98.080 (a) by referring this matter 10 Ibe Planning Commission fur
review and recommendation.
POIJCX IMPLICATIONS
Presently, !be PF Zone provides fur hospilals as a cooditionalnse, but 001 specifically the
ootpetien1 medical clinic and medical research uses proposed by P AMF fur its new campus
facility on EI Camino Real. Broadening the cooditional uses permitted in the PF Zone would
apply 10 any sites already zoned PF. For Ibe Stanford University Medical Center, outpatient
medical and medical research uses already exist as accessory uses 10 !be prindpaI hospital
use. Initiation of !be Zoning \ext change in no way commits Ibe City Ccuncil 10 future
approval of the zone lex! change or rezoning of the PAMF lkban Lane sileo

if initiated by the Council, would be scheduled for Commission and Council bearings at that
time.
