EKECIITIVE SlfMM4.RY The Public Works Department bas contracted for the pruning of trees throoghout the City; this contract is exclusively for pruning a.inese elm strut trees. Tree Section sUff evaluated the iW:. for trimming needs based 011 irtun .. liate safety wo<lr. and street clearance. A fist 01406 IreeS was devl:1oped for an IAvitalion for Bid (IFB). 1m. were sene to fom1een potential bidders iII April 1995. There was no pre-bid meeting. Trees were fisted by street in order of priority in the lFB. The IFB specifications slated that "TIle City reserves d>e right to de1eteany bid item; reject an bids; and/or reduce the number of IRes ifll:1e IoIal bid exceeds Il:1e budgeted amount" On May 9, 199>, four bids were received. ContracIor> MIa did not .submit bids gave d>e following reasons: they currently had too much work and/or coul d not accept a job of this size. ". -.: The Davey Tree Expert Company was the lowest responsible bidder al $58,?OO for the original work. However, sine<: there was just $19,()()() available for elm pruning. only trees in bid items I through S end 7 were awarded in lIle Short Form Agreement (55076477). Subsequently with new funding (FY 1995-96 Operating budget) for rontract tree work, staff received approval from the Purcba>ing Dhision to IISC the May 9, 1995 bid. as it was still valid, In tontract out !he remaltiing items DOI.warded in the short form agreement.
