Palo Alto Municipal Code (pAM<:) Section 2.30.040 authoo:izes the City Manager to enter
into agreements for use of property or purchase of p:operty wbere the lerm of any agreement
for use of property is one year or less or the City's expenditures do not exceed $2.5,000,
provided, bowever,1hatCity property at the Cnbberley site rr.ay.be leased or rented by the
CiIy Manager 10 !bird parties for terms not ill excess of five years. The Municipal Code
requires a writIeB report 0( aU such agreements 10 be made aIlllUally by the City Manager 10
