The preliminary revrew or prescreenmg l"occss is authorized under Chapter 18.97 «the
Palo Alto Municipal Code, adopted in 1994. The intenl «this prOC'!ss is to provide
qualitative <XXIlIIlC!lls and "feedback" 10 an applicant 00 • polCDtial project. Cooslstent with
the prO'Visloos «this chapter, the applieation was initially screened by the City C<>uneil 00
July 11, 1995. As a result «this initial screening. the C<>uneiI referred the application 1'1 the

The expansion and relocatioo altematives presented in this application have been reviewed
lOr consist.enci with the Palo AM Comprehensive Plan, the Baylon<ls Master Plan and ErR
and other City-adopted policies, inclurllng those policies addressed in the CitylCoonly
property lease. The major policy issues peninent to ~'>e proposal are as ronows:

EXECJITIYE SUMMARY
Established in 1979. VICtor Aviation is an fAA-approved, small aircraft repair business
located at the Palo Alto Airport AI present. 1he busine<s occupies two bangzr slrucr",., and
employs 25 people. VICtor Aviation leases its facilities from Roy Aero Enterprises, one of
the two fun-service fixed base operators (FBO's) al the airport This 'sublease; as weD as
the lease between Roy Aero and the County, is in effect until the year 2017.

In 1994. YICIOr AviaOoo approached !he CounIy of Santa Clara and was successful in an
RFP process 10 pursue two possible expansion sites at the airport. BoI:h '~ites" woold

alternative sites being considered are:

This v~ unpaved 1.2 acre site is located SOIItheast of the existing operatio!ls, This site
is designated foe 'fullJre commercial \!so' m!be Santa Clara County AHport's Master Plan
Report. Scbematic plans for Site 'A' present a two-story building totaling 41,278 square
feet. Although no specific floor plans have been completed, it is anticipated that !he first
floor (\OOlIiog over 37,000 square feet) would be used !or the operations and aircraft
engme ~rreooMmg and enclosed aircraft ,t<>rage. The secood fIoo< (l<J(a[lIlg over
9,600 square feel) is anticipated 10 be osed for administrative offices. The building would
be set back approtimateJy I2S ft. from the public right-cl-way, aDowirJg for cuslOmer
parking, Jandscaping and continuation of the Embarcadero Road bicycle path, The
buikfmg would cover approximately 55%-60% of the 1.2 acre site. The building is
proposed 10 be • wmbination wood frame (front lW~ory portion facing Embarcadero
Road) and metal ..am (rear 'hangar" portion), approximately 25 feet in height.
Aircraft (customer) parking and employee parking woold be provided on the vacant land
east of the 1.2 acre site, in anarea designated foe "furure automobile parling" and "funLre
terminal' in the Santa Clara Coun!y Allport's Master P1an Repon. This parling would
cover approtimately one acre. Two driveway curb-cuts would he proposed along the
Embarcadero frooIage !or vehicular access 10 employee and customer parking.
Siu 'B' -Tower Site
This 1 + acre site is located al the west end of !he a1Iport. adjacent 10 !he existing control
lOWer, This site is designated "future auto parking' in the county rna>'1er plan. This site
is paved and striped for parling; however, it is an underused parking facility as piJo(s are
allowed 10 park adjacetl110 their plane. on !he !arma<: and other expansions at the airport

41,320 square feet. AgalII, 00 specific floor plans have been completed. However, it is
anticipated that the first floor of this building (lOWing over 3]'000 square feet) would be
used for the operatiolls, aircraft engineer repair rrebuilding and enclosed airplane storage.
The second floor of the building (totaling 9,000 square feet) would be used for
administrative of!i<:cs. This combination wood frame and metal seam building would be
approximately 2S feel in beigbL and Iocatod approximately SO ft. from the existing terminal
control tower. Customer and employee parlcing would be proposed at the froOI 0( the
building. A ~ 11,200 square feet, ooe·st:xy storage structure is proposed east of
Site 'B'. This area is located at the edge cf the paved, aircraft parldng ZO!l£.
Access to Site '8' would be provided via the existing, paved roadway whicp ,.!IlS along
the western edge of the airport site. This rood commences at Embarcadero Road and
presenUy provides vehicular access 10 the airpon control tower, aitport hangar> and the
Palo Alto Municipal Golf Course.
The location of these two sites is silo .. ." in the attached airport layou! plan (Attaclunelll
Il}. Scbematic plans and • rendering of potential building ekvatxms for the two possible
sites are also attached (see Attacl!ment 13). Both sites are located outside the boundaIi"
of the aitports two existing Fixed Base Operator (FBO) sites. In addition, both sites would
requin: a direcllease between !be County of Santa Clara and Viclor Aviation as V'JCIOI'
Aviation would no longer be • pari of Fixe<! Base Operator Sit. II (FBO II is leased to
and occupied by Roy Aero Enterprises).
Palo AlIo Airpon
The Palo Alto Airport is located on 102 acres of level, dilced baylands. The airpon
property is pari of a large land hoIcfmg owned by the City of Palo Alto. This public land
Ilolding encompasses much of !be bayfroIllIand east of Highway 101 and incl~ !be Palo
Alto Mun.;':ipa! Golf Course and • WlIdlifel Marsh Preserve (see Attaclunelllll, Site
l.ocatioo Map). The City of Palo AhD leases the ai!pon land 10 the County of Santa Clara.
This lease runs 10 2017. The aiIpon is operated and managed by the CooJ.Dl)l's
Transportation Agency (Santa Clara County Roads and Akports Departmen!, Airports
Division). This agency also operates and manages !be Reid·Hillview and South County
Airports.
The airport is designed and approved for JigbtTsmall general aviation aircraft. Si1£

Two full-service Fixed Basc:>d Operators (FBO), FBO II (Roy Aero Enterprises)
and FBO 1/2 (Airport Manag~ru Group-AMG) occupy approximately 13 acres

CUrrent use and operation oC the airport by the Cooruy klDo," the guidelines oC the Santa
Clara County Airport's Master Plan Report (June 1982). Tnis County-adopt<:d document
identifies a<:<:eptabIe uses, presents oper.rtionaI regulations and future e~pansion plans for
the various airports that are operated by the County. The County Master Plan is DO( lied
O£ linked 10 the Cky's propeny zoning for !he airport. How", OJ', the Cily has recogniz.ed

According 10 County s!aft, the 1994 annual flight activily estimates for the Palo Alto
Airport was 206,432. On average, weekly flight estimates range from 3,500 10 4,000.

This activily is slightly higher than !he 1985-1986 annual estimates presented in !he
Baylands Master Plan and EIR (I93,ro> flights). However, during the first six months of
1995 (1t9$&'9S)!he County recorded 86,952 fligh! activities, down 16% t-om the number
of flighr activities in 1994.

The airport site is designate<! as Major lnstitutiooallSpecial Facility in !be Palo Alto
Coolprebensive Plin. The alrport land is located within the PF-O (Public Facilities-Site
aDd Design Review Cornbi!llng) District. Airport and .irpon-related uses, when conducIed
on property owned bY !he City, may be conditionally pennitted in !be PF District. The
"D" cf1Slrict serves as • "combining" district which is intended 10 provide a process for
review .Dd approYai of devek>pmcnt in environmelllally and ecologically S<.'DSitlve areas.
Any developmeD! proposed within !be "0" cftstrict requires site and design review
approval. The PF District includes site development regulations required ft'f land

not approved by the City of Palo Alio. However, the City has recognized it in the

The CounIy master plan designates Site 'A' as 'Reserved for Commercial Use' (for a new
fixed-base operator or expansion of an existing fixed base operator). Victor Aviation is
• c:ommercial use and would therefore be consisteD! with this master plan. However,
aircraft and employee parking proposed adjacenll<> Site 'A' would !l()( be consistent with
this master r-Ian as this area is designated for 'future auto parking' and 'future terminal'_
The Couruy Airport staJI has indicated that relocation 10 Site 'A' would not require a
master plan amendment. However, aircraft parking o:l L'le adjacent site would require an

would recommend that if the VICtor Aviation proposal goes forward on Site A, that any

The County Master Plan designates Site 'B' for 'futur. automobile parking'. The
relocation of VlCIOr A via!ion I<> this site would not be COtISisteru with the master plan. The
designation of future parking areas in the master plan assumes that nd!er airpon e>.pansion
plans (additionallUllW1ly and increased nwnber of based aircraft) will occur. Since these
expar.sion activities will not occur (given the City's Ie= regulations and policies of !he

2. HydroJogy/Drainage: The airport is within the federaJly-<lesjgnated flood hazard
zone A8, which will necesoitate specific constrUCtion design. Site' A' is at 6 reet
above sea level and would RQUire less fill or CO=OOil modifications. Site 'S'
is at 0 feet above sea level and coold require as much as 8 feet of fill or significant
construction moditkations.
3. PlantlAnimal Life: The airport is located adjaceollO the bay and the bayfronr
maroh preserve (Ba)'1ando Preserve). The preserve and portions of the airport
support wetland conditions and habitat foc rare and endangered species. It is not
likely tbal developmenl on either Site 'A' or Site 'B' will impact wildlife in the area
in that these sites are located inland from the shoreline and are cOIIljlletely
surroonded by existing deveiopment.

This memo supplements my June 6, 1995 memo 10 you on this topic, following lIT.

intecsection. adding in the expected trips from the approved Gateway 101 project in
East Palo Aha. In the near tenD. 1995. the entering volwne in the PM peak hour at
thisintersectioo would be 3105 vehicles, based DO the 1993 counlof2990
extrapolated 10 1995. plus Phase I of the Gateway project, the Golf Course Expansion.
and the VJCtor Aviation proje<·t including backfill This ""fume is .tilIless than the
3154 approved volume. thus indicating DO significant impact
A cumulative analysis was performed including Phase 11 of the Gateway project,
assumed 10 be completed by 2000. In 2000, the completed Gateway 101 project and
the Golf Course Expansion would ""use the PM peak boor entering volume to reach
3182, thus exceeding the _woved City,.-ide buildoot volume of 31 54. Adding the
Victor Aviation project ii><:re8SeS the volume to 3205. Since this exceeds 3154, LOS
was calculated for the 2000 Base Case scenario (including the Galeway and Golf
Course projects). and the 2000 Base Csse Plus Project scenario. In both scenarios.
LOS is F, but the addition ofVictoc Aviation canses no change in the lCU (\,(c ratio},
and adds only two sccoods of cri6cal movement delay. When the base case LOS is E
or F, the CitY-significance threshold is a change in lCU of 0.01 or moee. or. change
in critical movement delay of four sccoods or moee. These calculations indicate that
the incremental impact of the Victor Aviation project is thus less than significant, and
00 mitigation is required.

The ViclOr Aviation pr~ roceived on May 5, 1m, has been reviewed. Several
standard conditions which are required on \his project have heen identif:ed on !he attac1lcl
cbeck list. The Publio Works Engineering spocial conditions whlch apply 10 thls project
are as follows:
I. Street Improvements· The access road shared by the golf course and !he aiIport is
10 be jointly maintained as outlined in !he Palo Alto Planning Commission memorandum
daced Marcll 29, 1995. A copy of pages II, 10 and 11 of thaI memorandnrn are attac1lcl.
2. FEMA Requirements· The proposed improvement is Iocaled in ~ special flood
hazard area zoned AE8. The FEMA regnJations provide the developer with t ... o options:
a) elevate the structure slab 10 elevation eight foe( NOVO, 0< 2) dry floodproof the
st!'.lCture by building a floodwall around it or strengthening the wails 10 withstand the
hydrostatic pressure and providing • means 10 clo<:e off all openings. A combination of
elev.1ing and fJoodproofing portions of tlJe structure can also be considered.
PubliC Works has performed a preliminary elevation survey of the twO' alternative sites.
Alternative Site " A" has an existing elevation which varies from approximately blr \0 six
foot NGVO. Alternative Site "8" has an existing elevaDoD of approximately 0.0 foot
NGYD. It is recommended that Alternative Site "A" be selocled for thls project as it "ill
he easier 10 bring the project into conformance "'ith FEMA regulations. It is further
recommended that the Alternative Site "A' he filled sufflciently 10 allow the proposed
banger and first floor office areas 10 be constructed at I minimum elevation of eight fOO!
