RECOMMENDATIONS
The Plam!ing Commission and stiff recommend that the City Council approve the Site and
Design application and artacbed Mitigated Negative Declaration roc COnstructioD or. DeW
single-family residence and associated improvements, in accordance with Ille attacbed
fIndings and subject 10 the attached modified co:xfttions. Staff recommends the addition
or condition 34, whicb would require the applicant 10 repair any damage 10 Shotgun Lane
that is caused by construction activKles.

The proposed project is consistent with the Palo Alto CooJprehensive Plan and CounciJ.
adopted Open Space Developmenr Criteria, as described in the attached Planning
Commission stiff report dated July 26, 1995 (see attachment I).

EXECUID'E SUMMARY
On July 26, 1995, the PIannlng Commission vDled 4-1-2 (Carrasco 00; Glazier, &hink
absent) 10 approve the mitigated negative declaration and Sire and Design application wjth
minoc modificalions 10 three conditions 0( approval {s..-e attaduDent 3 -MOOifJed
Conditions). The Commission', discussion focus.od on issues related 10 the visibility,
design, location. malerials and colors 0( the proposed residence (see attachment 4 -
Excerpt Planning Commission Minutes).
The majorily of the Commission delermlned IIJat the design. materials and location 0( the
projlOSed bouse are coosistent .... ith adjacent homes fronting on ShoIgun Lane and o:lDfocm
10 the applicable Open Space Development Criteria. However, the Commission was
concerned about the reflectivily and high contrast of the proposed color palelle_ In order
10 reduce the visuaI impact 0( the bouse, staff recommended that the applkant returu wjth
a revised color palette for review by staff, prior 10 issuance 0( a builolflg permit. The
Commission modified condition 2 10 require the appticant 10 work wjth staff 10 re,is<: the
color palette prior 10 Council review. The Commission also modifIed conditions 4 and 7
10 require Planning Division staff, rather than the AIchitec!llr2l Review Board, 10 review
and approve the location 0( proposed utilities.
The applicaol has revised the pr<lpOSed color palette 10 more effectively blend wjth the site
vegetation and reduce the visibility 0( the residence from adjacent properties. The
app!icanl proposes to pi!lnI the SIUCCO bniIding walls dark brown and paint the trim coffee.
The applicant's request 10 pain! the wrought ;"00 deck railings black is satisfactocy 10

BACKGROUND/PBQ.lE.CT INFORMATION
The project sire is Jocared in !he foo!biIIs of Palo Alto and is zoned Open Space (OS). Tne
applicanl proposes 10 COItStruct a new single·family residence and related site
improvements in com~ with the Open Space zone district site development
regulatioos.
Prqiec\ Description: The project includes construction of a two-st<>ry. 4,938-
square·fooI single·funily residence with a three-car garage. exterior decks and •
swimming pool. The site is an irregularly shaped. 10-acre parcel. with private road
access off Page Mill Road. The private road, SboIgun Lane, borders and crosses
the northern boundary of the lot. The pGrtion of the lot proposed for development
is located south of the private road, is grass covered and has an average slope of 20-
25 pelU!lt; sloping \0 the east and southeast. The area east of the residence drop<
off into a steep ravine with slopes in excess of 30 percent.

Previous applications include a Site Ill!<! Design application, submined in 1981 by

manufactured house made 0( solid western red cedar, including I two-car garage
and various decks Ill!<! hakooies. The house was never constructed and the

In 1989, an additional Site and Design application was submitted by yet another

living unit on the project site. The application was deemed incomplete and was

Foo!hilJs Park (Criteria II). The site is visible from the private access road and

developed becanse it lacks acceu. The house has been carefully sited 10 take
advantage of the more Ieyel accessible portion of the site, which is directly adja<:ent
10 the priV1lle read. The appli~ has supplied. photographic survey wlUcb shows
that the proposed bouse will DO( have a significant v'.suaI impact 00 the closest
neighbor 10 the west. The photograp!ric S1!rvey and project plans are included in
the Planning Commission packet. As indicated above, the pboIographic analysis
shews that bouse would be visible from the private road. This is coosisteO! with the
exi,ling bottles which are all visible from Shotgun Lane, due 10 the "dustering
principle" that requires )Jomes in a developmenl 10 be closely grooped, malting
deyelopmeOlless conspicuous (Criteria 12).
Arctlltectural DesignlBuilding Materials: The proposed bouse has a
contemporary design. with a srucco fitn.b and red clay tile roof 10 resemble Spanish
style architecw.re. The proposed design and materials are compatible with eltisting
homes fronting 011 Sho(gun Lane, wlUch have similar e~erior fmishes. However,
Ille proposed color. are considered 10 be highly refkcdve, rather than subdued.
[n compliance with Open Space Criteria 6, which .tates that buildings should be
CODS!ruCIed of natural materials and earthtone or subdued colors, staff recommends
the following minor JIXXflficatioo.<. The applicant should llS< slightly darker stucco
and trim colors than those proposed. The Navajo white, proposed for the stucco,
will lend 10 contrast with both the winter and summer vegetation. Staff
recommends that the stucco should be painted a m<>re subdued color !ban Navajo
white, and the trim an even darker .. rihlOne color. In addition. wood framed
windows instead of the p!'O?)SCd vinyl window frames sbould be used. The
window frames shoold be painted to match the approved trim color .

City's policy regarding the establishmelll 0( • 'greenbelt' within the zone
immediately surroun<fmg the proposed residence. Th is concept includes the
clearing of flammable brush, a minimum 0( 30 feet from \he residence (Criteria
17). Staff recommends that the applicant plalll Lin-eo additional oak trees aelj.cell!
10 !he northeast corner of Ihe residence 10 provide additional screening of \he house
as viewed from Sbolgun Lane (Criteria II). The trees would also provide
additional screening of the house from the open space preserve 10 the east (Criteria
II).
Grading: Construction of Ihe proposed residence will require a relatively small
IUIIOIIIII of excavation (C~ria 14). The .ppr~ proposes 10 excavate
approximately 2SO cubic yards 0( soil, the majorl!y 0( wbich results from the
excavation needed 10 creale level pads for the house and pool. The applican!
proposes a ~ of cut and fill, such that no materials will be imponed or
exported from the sire.
lkiIities: The sire is seNed by Palo Alto electric service and water. Gas and sewer
semce are 00( available for this property. The applican! proposes !O heat the house
with propane, which .... ouId be stored in a tank Ioca!ed near the proposed driveway.
The proposal also includes • septic system thaI has received preruninary approval
from the County of Santa Oara Environmental Health Department. The applicanl:
