Engineering Con3Iructlon, Inc. in the amount ofS3,OO2.ooo for the Storm Water Pump
Station Improvement Project.

EXECIHWE SUMMARY
This contract consists of replacing Ibe Airport Pump Station and rehabilitating lb. remaining
five pump stations Ibat serve "'Ie City. The stt.tions are tey components oftbe City's storm
drainage system, be<:ause!bey PUI"P storm water runofffrom a significant portion <>fth. City
and from low-lying underpasses into local creeks (se.: site map, Attachment 1). Sine<: tbeir
faiJure could result in widespread tlood'mg, rehabilitation of the pwnp stations is. top prioriIy
in the overall stiJCIll drainage infrastructure improvement program
'The major item of work under this contract is the replacement of tbe Palo Aho Aizpon Storm
Water Pump Station, which is undersized and in poor condition. This station pumps storm
water runoff into San Fra.'lCis<:o Bay from • 400 acre area east of the BaySllore Freeway,
includ'mg the Palo Aho Munlcip>l GolfCootse, Palo Aho A;,port, and the Embarcadero Road
commercialflOduslriai area Staffhas coordinated the project design -.ith Airport persoonel and
users through the Joint CommuniI)' Relations Committee lO< the Palo Abo AiIport and has
included provisions in the contract 10 mihimize the impact 10 Airport operations. Fo< example,
the pO<fion of the pump discbarge pipeline adjacent 10 the runway will be constrocted at night
in o<der 10 avoid disruption of air Iraffic, and Ibe airport taxiways will be swept regularly.
The project also involves safely and operational improvements 10 five other pump stations
throughout the City. The coo1racto< will replace mechanicru and eleclrkal components that
have reached Ibe end of their useful lives. This will result in increa<;ed reliabilil)' and reduced
mamtenance requirements.
Bid paciages 10< Ibe project were is3ued 10 12 general con~ 26 sutconfraclors and 18
Ouilders' excbanges beginning on June 5, 1995. In order 10 stimulate interest in the project,
staff COI1tacted contractors woo have bid simIlar City wo<i<. in tbe past and held a pre-bid
cooference with potential bidders 10 clarifY Ibe scope o(wo<k and respond to questions. Eight
coolra<'Ioo;, including tbe lowest responsible bidder, attended the optional pre-bid conference
on Iune 27, 1995. 11Ie bid period was inltlally set 10< five weeks 10 anow sufficient time 10<
coofraclors 10 prepare their bids. The relatively long bid period was estabrlShed due to the
complex nature of the project, whic;, includes mechanical, structural, eleclrkal, and
underground construction. lbe bid period was extended 10 six weeks due 10 issuance of an
addendum, which made minor technic.! modifications 10 the original bid documents.
Bics were received from five qualified bidders, as indicated 0:; the attached bid summary
(Attachmenl2). Staff has reviewed aJ1 bids submitted in. timely manner and recommends that
the bid of$3,002,000 rmcluding the base bid and add alternate bid items 1 tbroogh 5) submitted
by Ande!son Pacific Engineering Construction, loco be accepted by Council, and that Anderson
Pacific Engineering Coostructioo, Inc. be deIermin.d 10 be the lowest responsible bidder. Bids

In August 1993, CoonciIawarded • coosul!a.nt agreement 10 Brawn and CaJdw.n in the amoont
<>f $483,705 for the design <>f storm water pump station improvements I!lld a storm drain
pipeline rehabilitation project (CMIt4S4:93). The agreement included provisions fOe
COOSIruction stage services, but the detaIled scope and cost of these services were DOl negotiated
as part <>fthe i'litial agreement, beeause the exact scope <>fthe con;,'trUCtioo proj<'<:ts had DO! yet
been defined. The altached amendment 10 the ag:-eemenr fOe $1 04,000 covers construction stage
services fOe the pump station project. The consultant "ill assist staff by providing technical
expertise in structural, electrical and mechanical engineering throughout the 12-mooth duration
<>f this complex construction project Services 10 be perfonned include review of contractor
submittals, attendance at pre-bid, pre-construction and weekly project meetings with the
contraclor, assistance with clarifications and change order.; during coostr.x:tion and preparation
of record d<awings.
FISCAl. IMPACT
Funds fOe this project are avanable in the Storm Drainage CQIlection System Improvements CIP
and the Storm Drainage Operations budget. In 1994, Council approved funding for pump
station improvements as part of • 3-year, bood-fmanced storm drain capital improvement
program which also includes pipeline rehabilitation and local drainage improvements. As
design of the pump station project progressed, staff reaftzed that the cost of the "ork would be
higher tiian originally anticipated. Overall costs fOe pump station coostructior, including !hi:
ronstructiou conttact, consuItan! services, inspection, testing and contingencies, have increased
from $2 million 10 S3.S million since the >'foject was originally proposed. The cost has
increased priroarlly due 10 the high ground water and poor soil conditions at the airport. The
inadequate strCllgth of the soil was DO! fully re,'ealed until testing was completed during the
tinal design. Also, staff beeame aware of additional deficiencies, including pump motor
failures, at existing stations during this pa'it winter', heavy rains. As discussed at the May 10,
1994 Finance Committee meeting (CMR:263:94), staff continues 10 believe that the pump
station improvement project should have the highest priority fOe imPlementation with respect
10 the overall CoDectloo System Improvements C!P. Consequently, staffmodified the timetable
fOe several other projects contained in the approved 3-year C!P, in order 10 ensure that sufficient
funcftng was av.n.ble for the pump statioo improvements. As a result, the construction of local
drainage improvements in the Professorville and Seale Addition neighbocboods and the design
of a storm drainage system for the Southgate neighbofhood will be rescheduled one year later
than originalJy planned. StaffbeIieves that this timing is stiU adequate fOe addressing the storm

drainase infrastruc!ure needs of these neighborhoods. The storm drainage infrastructure
program presented 10 Council in 1994 has sufficient O\·eralI flexibility to accommodate
variations in the ccst of individual pro~1s withou1 adversely affecting the cost of the ""eral!

project will ha .. " no significant environmental effect for purposes of the California
Environmental Quality Act. os doeumented in the negative declaration fur the project v.1tkh was
reviewed and certified by the Archite<;turaI Review Board on January 20, 1994. No furtber
environmental review is required.
