Plans and specificatious were picked up b~ twenty contraclorS prior 10 II., bid opening. Bids were received from eigh! qualified conlr.oclors on August 29,1995, as listed on the attacbed summary (attaclunent A). Staff has reviewed all bids submitted in • timely manner and recomrnems thaI the low bid of $625,461. submitted by D. L. Falk Coostruction Company, be derermined by Cooncillo be the lowest responsible bidder and Illat the contracI be awarded accordingly. Bids ranged from • high of $851,0::0 10 • low bid of $625,461. The low bid is 29 percent below the Engineer's estimate of $880,0::0. The bidding period was five weeks and was adequate based on the size and complexity of the project and the eigh! bids which were received. The COIlswllUl1 agreement was amended when the Council awarded the construction contract for the remodeling of 425 Bl)'aDI Streel 10 Include construction services for both 425 Bl)'ant Street and the Senior Center (CM1U55:95). CooiiDzency ReQJl§t Staff is recommending • contingency of 20 percent as compared 10 the Iypical 10 10 15 percent canlingency on projecls involving new construction. This amount is being recommended 10 cover the cost of related but unforeseen work which is l:JFically alSCOvered during remodeling in older builamgs. The JOlIowing faclors were taken into aCCOUll! in recommend ing the 20 percell! contingency: The or:iginaI build'lllg is about 70 year> old and has been remodeled and eql8llded in 1950 and 1971. This mix of coostruction Increases the possibility thaI unanticipated work may be necessary 10 tie the new improvemenls into the exlsliog builamg. • The Senior Center was constructed under earlier building codes. Previous improvements such as electrical wiring may be uncovered by this project and may require replacement in order 10 meet current codes. • The as-built drawings for the existing buiJamg are incomplete, • Public ac=s must be maintained 10 La Comida fust fJoor restrooms and classrooms during COIlSIruCtion. Unforeseen access problems discovered after a period ot osage may req<!ire an adjustmenl in !he contraclor's work scbeduJes, priorities and work boon in order 10 ensure the public's safely, As an example. the Ct"ic Center Build out project which remodeled the Eighth and Mezzanine fIoon of the Civic Center included a 20 percent coolingency approval by Council. Due 10 the complex nature of the work a 19.6 percent contingency was actually utilized fOr such items as asbestos and lead reIOOVaI. However, the cost of construction including !he change orde£1l, still remained within budget. Wstsxjcal Considerations Because of the historical significance of !he Senior Center build'mg. the Historical Resources Board and Architectu."2.l Review Board reviewed the scope of work fur the CMR.:-4()1:95 P~2ofJ .' .'--.' ," .. '!" • interior improvements. Each Board recommended inclusion 0( hisrorical architecture on the second story. As l result, staff has included wooded pkwre ralls, chair railings and baseboards in the public areas on the second story as a bid alternate in the bid proposal. The bid 0( $5.561 received for these improvements is reasonable and staff recommends that the WOI:k be awarded as part 0{ the contI1lCt. The Senior Coordinating Council has relocated their staff offices to 353 Unr.'.rsl!y Avenue and 560 Waverley Street until the improvements are completed. The classrooms will be located in the detached building aQ.J'IC<'nllo the Senior Center, 425 Blyam Street and the Senior Celller building basement. The Senior Center building will cootinue to be ,,-<Cd by La O>mida to provide lunches to the senlors and the basement will be availabkl for classes during the work. Construction Wlll take place between September 1995 and July \996. flSCAI.1MPACl funds are budgeted in CIP 18508, Public Buildings: Structural Improvements, ENVIRONMENTAl. ASSJ'SSMF.NT This project is exempt from the Caflfornia Environmental Quality Act (CEQA) under Section 15301 of the CEQA Guidelines, No further environmental review is required.
