RWQCP comes from copper pipes and cooling water systems. In lune 1994, Cooncil

sources of copper and 10 identify feasible control strategies for the identified soorces. Two

TASKS:
CO!!!jpr aad Hot Wafer Systems. The San Fraocisco Bay Regional Water Quality
CoolroI Boanl has ~ the RWQCP 10 revise its estimateS 0( copper discharge sour=
each year (until aD sources are identifi<:d). To meet lhis requirement, one major clemeN
o(!he CO<roSioo investigation is 10 estimate !he IOtaI copper QlSCharge 10 the RWQCP that
comes from cooling water systelILS and recirculating (on-dellUll<l} bot water systelllS
(sources \bat have no! previously been evaluated).
After an initiaI review 0( e<lsdng data by the consultant, and discussions wkh major
industries cooducled by RWQCP staff. staff <le\ermlned that a <letailed survey cf ill
pemritted industrial discharger.; would be neressary 10 obtain the needed estimate. Using
COo!nlCt CO!IIingency funds, staff authorized contingency furding ~ the consuIuD! ID assist
Iccal businesses wilh completion 0( the survey. Much to the S\L']>rise of both staff and <l1e
coosultall!, twice as many companies as anticipated bad recirculating bot water systems,
and many larger companies bad numerous cooling water systems (e.g., 38 at Varian. more
than SO at NASA Ames). Wnile completing the estimate 0( copper d"lSCharge loading from
these newly identified sources is very important. prepar'.ng an accurate estimate of copper
discbarge from the large number 0( sources WIll require subsran6ally greater effort than
anticipated. To roottoI costs, staff will perform data enlry tasks; nevertheless. an
ii<l<fiDooaI $10,000 is requested 10 complete the copper d"lSCharge estimate.
AJternatiy"" IQ CQpper Piping Cor Potable waw:. Another taSk in the investigation,
evaJuation of the feasibility 0( po!ential alternatives 10 copper piping, was jointly sponsored
and funded by the City of San lose. Due 10 unanticipaled needs ~ coordinal'ion of
technical infO<lll2tion and evalual'ion 0( policy implications 0( the investigal'ion results
wkhin the San Jose cKy government and between the R WQCP and San Jose, the CQfilraCIo{
was requested 10 prepare an additiooal intennecfJate draft o(!he SI'.ldy report. at • cost 0(
$5,300. San Jose has provided $2,500 10 the Cky of Palo Alto 10 p.y ~ its sbare 0( this
addi600al work.
In response 10 receDl litigation involving Ille East Bay Municipal Utilities District, new
informal'ion regar<fmg the relationship 0( elecirical ground"mg and copper piping corrosion
became available. The ~nsuJ\ant has been reque;ted 10 add this information and
Xlentifical'ion of any related control measures 10 Ille investigation at. COS! of $2,000.
The IOta! additional cost 0( this taSk is $1,300, o(which 52,500 has already been paid to
the Cily of Palo Alto by tlle City of San Jose.

The fiscal impact is a loCal of $17,300 (S2,SOO of .. 'hick has bee. pakI by the Cit)' of San
