EXVUTIVE SUMMARY
BulItfmg A is one of six roof tq>lacements being O<WrnplL'ibed under CIP 19514. 1ms roof is
IS years old and bas been leaking for severn! years. Exknsive patching bas be<:ome ineffi:ctive
BlHI cost prohibitive. All related repairs 10 the sheetmetal, roof deck, and roof stn!cture will be
made at this time.
Plans and Specificatioos were malled 10 ten contractors and five builders' exchanges 00 July 5,
1995, and subsequently picked up by five c'"'tractors, for a total of fifteen contractors. Bids
were received from six quaftfied contractors on July 25, 1995, os r1Sted on the attached summary
(Atta<;hment A). Tbe three week bid period was .dequatz \0 ensure competitive bidtfmg on a

Bids ranged from • high 0($161,270 to a low bid 0( $125,000. The low bid is four percent
above the Engineer's estimare of $12O,f)()(). Staff believes the low bid is above the Engineer'.
estimate due 10 the time <>f year which is the heaviest rooting .. ~ The proje<.1 was bid at this
time o(y_ in order 10 expe.rr.e the repairs, since the f.wds became avanable as 0( JuI)' I with
the 1995-96 ClP and the rooCleaked extensh'ely last winter. Staff does DOt recommend
declining the bids due 10 the extreme deterioratioo 0( the existing rool An.y savings which
