This project cans for replacing !he Cily's existing water, gas and slo<m drain \eleme!!)'
system with " psrsonal compu!e<-based &,psrvisory ConIrul and Data Acquisition
(SCAOA) system. The SCADA system wi) provide monitoring and control 0( Palo Mo's
water and gas cfistribo!ion and sIo<m waler ~mping. The wafer Gas Storm SCADA
system requires an integration 0( per$OOa! com~t""', Ihird-party soflware,
prog""'l!nable conlroIIe<s and ins!rumentafion. a~ Iin~ed by ra<f!O ar>d cable
communicaIion. The con!raclor's scope of WOIII i1cludes furnishing an labor, materials,
equipmenl, instamng, ealil:<ating, adjusting, tesfing, documen~ng, and stafrlrai.'1ing for

Instrumentation Control and Telemetry System project by April 21, 1995, The projecI
was also adVerfised in lie Daily Pacific Builder and ConsIrue!ion News Weekly with a

CH2M Hilt's experience with pre-quallfying SCADA confraclcrs and lie simplicity of !he

supplied and inslalled three SCADA systems in the last three yea~, with .1 Teast one
sys!em hav'ong been placed in service in the last twelve months.
Final bid documents were sen! oo1y 10 the sbc pre-quarlfied b1dde~. The pu<pose of the
bidder pre-qoarrfication process was to identify quarlfied contraclOfS to perform !he work
in order 10 minimize the risk of poor performance, e<ressiv. costs, eldensive schedule
delays, unaccep!ab1e quality, and UlVenable openation of the Waler, Gas, Storm
Telemel1y Syslem. The fine! bidd'tng was limfted to firms with slate of !he art SCADA
system componenl knowledge, that have recenOy demonstrated the capability to
i1!egrate complex SCADA systems and successfully inslal1ed the systems In the f"'ld.
A p<e-bid conference was mandatory for pre-qua rrfied il1dde~.
The bids received on June 27, 1995 from two bidders range from $604,900.00 to
$640,249.00, and we, •• valuated by a Ihree person committee, nclu<ftng the Water
Gas-Engineertng Manager, Project Manager and Project Consultan1lOesignef CH2M
Hi.. The films were ranked as shown in the a!!ached Bid Evaluation Summary (Exhibit
