Street is scheduled for seismic upgraamg starting in September 1995, The Senior Coordinating Cooncil (seC} stalr and act!"ities will need 10 be relocat<d during lhis work which is expe<.'!ed 10 las! until late spring, 19%. The CooneR approved a relocatioo pIan and funding in May 1995 (CMR:220:9S). Some of SCC's activities, staff offices and classrooms will be relocated 10 the CiIy-<>wned buikfmg at 425 Bry~llI Street. across the street from the Senior Cellle<. In od<litlon, 425 Bryan!: Street will be used as a Teen Cenrer. Ouring the seismic upgrade, bofu the sec and the Teen Center will share use 0{ the building. Upon completion 0{ the seismic upgrade, the see staff and activities will return 10 the Senior Center and the Teen C.,nter will continue 10 use the 425 Bryant Street building. In order '" accommodate these uses, a construction contract was prepared 10 remodel the 425 Bryant Street building. Plans and specifications were ubtributed 10 5 general circulation .<cbanges on June 21, 1995 and • project information sheet was sent 10 12 COIJIracIori on June 21,1995,5 cootrac!ors on June 23,1995 and I contraclOr OIl July 3, 1995. Eleven tootra<:lOO; picked up plans and specifications prio< 10 the bid opening. Bids were received from II qualified CODtrac!ors on July 18, 1995, as Iil.'!ed on the attached swnmary (attachrneIJI A). Slaff has review"'<l all bids submitted and recommends thaI the low bid 0{ $67,909 submitted by fun OuffY Construction be detennincd by Council to be the lowest responsible bid and 1hat the contract be awarded accordingly. Bids ranged from • b;gho{S96,OOO10 01011' bid 0($67,909. The low bid is 6 percent below the Engineer', estimale 0( $12,400. One bid was rejecWd because 0{ a n'.ajor irregularity resultlng from • mall1em.tjcoJ ""or. The bi<ldi."lg period was lIlIee llleeks and was adequate based on the size and comple<lty 0{ the project and the g bids which were received. Staff is rerommeoomg a contingenCy 0( 20 per~nt as compared 10 the typical 1 () per~1II contingency on projects involving !leW cocstruction. This amount is beL'lg recommended 10 cover the cost 0{ related but unforeseen work which i. typically discovered during remodeling in older buildings. The scope 0{ work includes upgrad'mg the restrooms 10 Title 24 and ADA standards, adQmg walls for classrooms and offices, making exterior ADA access and Teen Center improvements and upgrading fire suppressant features. In January 1993, Council approved an agreement with Baucentrum Architecture for $180;650 10 seismically upgrade the Senior Center boilomg (CM1U 15:93), The attached AtnendmelJ!
