EXECUTIVE SUMMARY
The Public Works Operations Division, whicb is charged with the CO!;ponsibility k>r the
managemeIll of hazardous wasteo generated by the City, establishes an annual contract, fuoded
by the electric unuty, k>r the management of PCB cootantinated and non·PCB electric
distribution equipmeDl such as translOrmers, swircbes and capacitors which are generated due
10 e<jIlipmenl failure, underground conversions and routine equipment rep!a;:-,ment. Because
these items are regulated as hazardous wastes, they must be removed, IrdIlSported and dispo5ed
of in accordance will! State and Federal regulations. The scope of work requires

Bid packages were sen! on 1uly " 1m, '" six companies that operate facilities speciaflZlng
in the managemeDl and disposal of PCB and oon-PCB electrical equipmelll. A1tllough other
companies pro,ide hazardous waste management services, PCB waste and electric equipment
managemeOl requires special1y facilities for this type of work. The bid operung date was
estabIisbed as August I, 1m. The!llree week minimum bid period "''as utilized, as Ibe scope
0( servkes involves work that is roofinely provided by electric equipment managemeru and
disposal facilities and no unusual requirements were included in the bid. No pre-bid
conference W1IS held. The following table summarizes the bid rnziling and response.
