SUBJECT: AGREEMENT WITH SANT A CLARA COUNTY FOR SOCiAL
WORKER SERVICES
REQUEST
For Ule last 19 years, !he City bas contracted "'ith Santa Clara County f<x 1he services of
• social worl<:er. The current agreement expires on Septemoor 3{}, 1995, and the Police
Department requms approval to renew this agreement.
RECOMMENDATIONS
Staff recommends that Council authorize Ule Mayo< to enter into an agreement with the
Sanra Clara County Social Sentices Agency "'" tlle social wo<l:.er', services.

EXECUTIVE SmlMARY
In 1975, 1he Police Department initiated an in-boose social woder program for the purpose
of counseling youtlls and their parents who eocountered p<oblems associated with truancy,
lack 4. pareDral control. child abuse, neglect, or otIJer pre-delinquent bebavior.
During the last year, the social worl<:er bas counseled f.mirw. in crisis and has assisted in
more than 100 sus;>ected clilld abuse investigations. The counseling senOces p<ovlded by
the con!rac{ are essential \0 1he Department's youth se"Oces operation.
During the coun;e of the contract, 1he social worker counsels • minimum of 60 youths and
famities. The social worker also assists police officers "ith child abuse and neg1ec{
investigations. serves IS • resour<:e f<x patrol oFncers and acts as a liaison with 1he
Emergency TTeatment Center, Family Service Association, Children's Healll! Council and
North County Prote.."1ive Sentices.

In !be agreement with Santa Clara CcunIy, Palo Alto pays appro,-lmately 32 percent ofme
program CO<ils, wwle the County funds approximately 68 percent. A. a condition of the

SCOPE OF SERVICE
~NSIBILITIES OF THE DEPl.RTMENT OF SOCIAL SERYICES,
1. Recruit and identify candidates from its current staff of
trained and experienced Emergency F.esponse program. child
welfare social ~rker5, one of whom ~ll be selected by the
police department.
2. Pay a salary in accordance with the current County salary
ordinance... provide all required "Wox:kers'" compensation
insurance and provide other-standard benefits of employment to
social worker assigned to work at the police department and
said social -...orker shall provide the services set forth
herein.
3~ Provide p~ofessional social ~rk supervision to tbe assigned
social worker.

~PON'SIBILITIES OF THE SOCIAL WORKER:
1. Counsel youths and pal."ents.
2 ~ Handle all Emergency Response cases of palo Alto residents

3. Conduct assessments and develop service plans for children and
their parents.
... Accompany investigating officers to initial i!1tervie'Ws in
child abuse cases vhenever possible.

provide social services based assessment and intervention in
the investigation ¥ithin the time and other regulatory limits
specified in Division 30 132 of the social services
regulations.

regarding adolescent services.
8. Develop and locate community reS~Jrces fc~ field officers.
9. Assist youth services officers in the investigation of child
abuse and neglect cases.

RESPONSIBILITIES OF THE CITY:
1. Provide office space, telepboce and answering service. mail
service and basic office equipment for the use of the social
worker.
2. Designate a staff person or person to provide o~-site support
for the social worker and to act as a liaison between the
police department and the Department of Social Services.

3. Develop and implement a p~oceoure for referral of appropriate
child abuse and neglect cases t~ social worker.
4. Establish a reali~t.ic and a.ttainable objective fc>r successful
attainment: of optimum job performance fc'r the assigned social
worker within the, terms of this agreement.
5. Accep~ Department of Social Services policies regarding sick
leave 6 vacation, and after-hours work.
6. Allow social worker to participatE in ~eekly conferences and
periodic unit meetings and training as direct.-ed by the
Emergency Response Program supervisor at the Department of
SOcial Services, such participation to occur during regular
working hou~s on a schedu1ed basis.
7. Establish a screening panel to select a social ~orker from
candidates proposea by the Department of Social services to
fi11 the poSition at the police eepartment.
