0( the streamlined trains that it served. The Depoe is an excellelll example 0( !be
Stre=lino Modernc style of architecture. which bas imporJant coonoctions with American
social hisIoIy. 8IId is a rare appflCation 0( Ihat style for I railroad statioo. The Depot is
not only importanI for its architeclUIal CODlributions but roc its coonectioo 10 the railroad
wbich bad an inregral role in !be pllysical development of the Peninsula and Califurnia in
general.
In recognloon 0( !he importance o(!be Depot in the history 0( Palo Altt>. Ihe HRB. on
November 2. 1994, approved I motion 10 ~ Ihat !be Council endorse an
appIi¢aIloo 10 place !be SP Depoe on !be NatiooaI ~ of Hisroric Places. The Board's
discussklo focused 00 defining the sile', boundary and determinIng !he implicaIioos OIl
future improVemen!lI within tbc site. They proposed a site boundary that includes the

Stale Offic:e of Historic Preservation. Since the building was DOi yet fifty years old, the
appllcaDon was returned 10 the HRB for additional wari 10 document the building's
e:reeptiooal importmCe. On SepIember I, 1993. !he HRB initiated the revision proce.s,
at the request of Gail Woolley, former City Council Member. On April 20, 1994, the
HRB 1IIWIimoosIy J"eCOI"""OOOO !hat the CiIy Council endorse an application 10 place the
SP Depot (lQ the Natlonal Register. Wbile Council e:odorsemenl is DOC required by tbe
Slate Office of Historic Preservation, the HRB requested Counc~ endorsement 10 higbIigbt

Avenue~ built in ~940~ to the National ~~gister vas submitted to
the State Office of Historic Preservation. Since the building was
not fifty yens old~ the application was returned to the Palo
Alto". Hietoric Jlesources Board for additional work to docu.c'.ent the
building'S exceptional importa.nce. Later, on Septetnber 1. .. 1993,
tormer ~il Member Gail Woolley requested the BRa to complete
t.he application for National Register listing of "the Depot: (see
excerpt of 9/1/93 1lRB minutes). Upon CO<Ilple~ing the revised
.ppli~ation, the BRa, on April 20, 1994~ unanimously recommended
City Council endorsemen·t of t.his application tor National Register
Ii.tins (see excerpts of 4/20/94 BRa minut~sJ.

TIle SI' Depot is owned by Stanford university, and portions of the
lite are leased to th" City of Palo Alto and subleased to the Santa

application. The State Office of Historic Preservation also will
contact ~bese parties once it receives the application from the
City.

Resources Board (}ffiBJ recov:;mended that the Council e~rse the
HRB's application t.o add the University Avenue SoutiHl!rn Pacific
Depot to the listing on the National Register of Historic Places.
Historic Resources Board Member Ji. ~cFall said the stafl report
(CHR:287:94j explained the signif!c.;x:e of the property. The
process was started 15 years before and ~as neve~ completed at the
stat.e level and was returne-j to the -city. Tbe BRB strongly urqed
the ccuncilts endorsement of the applicatiQn~
Bill ~hililps •. Stanford Xan.age.ment company. Menlo Park., said
Stanford UniversIty "Would eventually become the ovner of the
buildi:ng at the e.xpiration of the present lease tena. He said
there was no disagreement with the tact that the de-pot building and
the adjacent baggage ~ilding were deserving of registration~ but
he was concerned with the boundary line described "Which brought in
the kiosk l the pedestrian subways to the kiosk~ and the subway area
which vent to University Avenue. It ltI"as a wider boundary that
coul.d be .f.mpacted by the Dream Team process -or could be an impact
on the Dream Teall!. process. At the Dream Team level .. t.here haC! been
discussion about elialr.aticn of the sub~ay. the tunnel that ~ent
~0U9b University Avenue l and replacement of the t.racks with a
narrower configuration o·! track. He suggested either the applica
tion be held up in tens of its existlnq broade·r area until .more of
the Dreall TeAll concepts had come fon .. ard or the application be
forwarded but limited to the southern Pacific Depot building and
the baggaqe area. -
Council Member ~~eeler said a lot of time and th~ght vas given to
t.be application. She asked wbether the ki.osk area and the ether
areas could be readily or willingly changed in response to stanford
Management CompanY's·comments.
Hr .. McFall w~s not Pi"epared to address the issue since be was
unaware of the concerns unt.il )(r .. Phillips spoke that evening. He
would r~search the national standard requirements for the bound
aries and determine the implIcatIons.
Council Kember Wheeler as"ked wether the item .should be continued.
City Manager June Flening: suggested that since staff and t..he HRB
had just discovered the ~rn that evening, the item should be
removed from the agenda and reaqendize~ for a later date.

Company concern that the inclusion of the ll!Iderpasses could inhibit the incremental
improvement of the area roward restoring the o<iginal 'circle" concept. This traditional
design solution resulted from the Dream Team charette. This concept bas been supponed
by the CPAC and Planning Commission and will be review": by the City Council in
November as they review the draft poIici<s and programs documen!, coocluding Pbase
n of Il>e Comprebensive Plan Update.
The Dream Team process calls for creation of. civic green in the area historically known
as the 'circle' _ This civic space would link the DownlOWD and Stanford University 10
the transit station by provid"mg • memorable and leglllle entrance 10 each al the point
wOOe Palm Drive and University A velll-'e meeL Tbe coocep! requires regrading 0( the
area and removal of the curren! Il!lderpass, replacing it with • gently sloping landscaped

features whicl! were identified by the public in the cbarctle process as extremely
undesirable and in need of improvement foe a variety of reasons.
Tbe )oint Powers Board is currently in conrract 10 design and construct severallnI1llOn
dolIan of station upgrades for ADA comp1iance. Approximately 3 million are targeted
for the Palo Alto upgrade, primarily for a redesign or the nnderpasses_ City staff are
participaeng with the JPB staff in discussions 10 leverage their upgrade project into
