Council bas previously directed staff to proceed with the installalioo of a pennanent traffic
circle allhe Bryant! Addison internecIion. The design work bas been fully completed and
bid procedures b-selecting a contractor to CODSIhict the circle bave been completed. The
purpose of this report is I<> request that Cooncil approve the awarc! of the contract to
construct the circle, and app«we additional funding of $34,800 thai is required 10
complete the project.
RECQMMENDA nONS
Staffrecommends that Cooncil:
I. Approve the contract with B & B Concrete Construction Company, Inc.,
(A!Iachment 2) and authorize the Mayor 10 execute the contract, in the amoont of
$64,800 lOr construction of the permanent traffic circle;
2. Authorize staff to negoIia!e and execute ODe or more cban.ge orders to the contract
with B & B Concrete Constructioo Company, Inc.; the value of which shall not
exceed $6,000; and
3. Adopt a Budget Amendment Ordinance (Attachment I) transferring a total of
$34,800 from the City's Street lmprovement Fund to CIPNo. 19212, in order to
provide sufficient funds to construct the permanent traffic circle.

EXEC1lJIVE SUMMARY
Background
In September 1994 (CMRA36:94), the City Council approved a staff rocOOlIDeodation 10
retain the temporary traffic circle at the Bryant! Addison intersection and directed staff to
pnx:eed "ith the design and installalioo. 01' a permanent circle, with the understanding that
it was to be done with the involvement 01' the neighbors and shOOld reflect the historic
nature oI'the neighborhood. The traffic circle is ODe element of the Bryant Street B~cle
Boulevard Extension Project. which was implemented in the ran 01' 1992.
The design oI'the traffic circle bas OCCllfTed in two phases: the COllCeptuaI design phase
and the fil1aI engineering design phase. For the initial conceptual design phase, the City
cootrac:led \\ith an wban design ronsuItant, Greg Tung of Freedman, Tung and Bottomley,
at a cost of $10,000, to cJe,. .. 1op the conceptual design for the permanent circle. This
design received final Architectural Review Board approval OD April 20, 1995.
On Ap1! 24,1995, Council approved a stalfrewmmeodatioo (CMR:224:9S) to provide
an additiooal swn 01' $9,000 for the preparation 01' the final engineering design plans for
the project Subsequently, the City cootraeted with a design fHIn, Tom Richman and
Associates. to prepare the necessary engineering plans and specifications to bid and
coos!ruct the project
Proposed Project
A plan showing the traffic circle project is shown in Attachment 3. The basic project
includes:
• Removal 01' temporary circle and existing pavement in the circle area;
• Installation 01' masonry brick and custom cas! COIl<:rete elements over a base of
poored coocrete;

In addition to the above basic components, the bid package included prov'.sioo for the
possible in<:1usioo of two add alternates. One add alternate (I a) is for an anti-graffiti
roating of the IIl3SOIl()' ~ The secood add alternate ( 1 b) is for gnmite street name
panels in each of the four vertical piers. Inclusion of street name panels is an ARB
cooditioo of awovaI.
The design bas the support of the residents' wor1dng group, City departments, the Palo
Alto Bicycle Advisory Coomtitree, the Historic Resources Board (HRB). the Architectural
Review Board (ARB). and the City Council While the design process in<:1uded necessary
trade-offs and compromises 10 address competing issues of cost, maintenance, traffic
en~ aeslbelics, and othets, the final design is generaDy c:oosidered to be good, by
mast involved parties.
Bid Process
A total of 12 bid packages was mailed tG prospective bidders on May 24, 1995. Two
additional requests for bid packages were subsequently received and provided. Two
aMenda coosisting of minor revisions 10 the plans and specifications were subsequently
mailed to all prospective bidders. A pre-bid meeting was held 011 site OIl June 6, 1995,
10 discuss the project with prospective bidders.
Bids were opened on June 13. Bids were received from two contractors, as shown 011 the
Bid Suznnwy Sheet (Attachment 4). The lowest total bid is $64,800, and the other bid
is $13.500.

The bid of $64,800 is 518,000 (38 percent) above the engineer's estimate of $46,800.

The reasons Chat the low bid exceeds the engineer's estimate by a substantial amount (38
percent) aT: as foDows: (1) while the project is small, it is relatively complex, in terms
of the many and varied elements involved. and (2) there is a significant degree of manual
labor and W<Xkmanship involved. For example, the manual effort involved in preparing
the forms file the concrete is high. compared to the smaIl amount of COIlCtete involved.
The qIIlIlgy of material and wnrlonanship involved file the masonry worlc is considerable,
and impoItaIIt to the visual appearance of the fin.aI proouct The number of different
elements, for which the services ol different worlcers and/or contractors are required, is
high fOr this small size of project. The engineer who prepared the engineer's estimate had
also cautioned cay staff thai the bids could be highly variable for a project ol this nature.
Staff recommends that the bid of $64,800. L'lCluding both add alternates, submitted by
B &: B Coocrete Coos!ructioo Company. Inc. be detennined by the City to be the lowest
responsible bid, and thai: the eontract be awarded accordingly. Council has the option of
not including either one or both ol the two add alternates. and, thereby, reducing the
amount ol the contract

Additjrnal FUDding
The staffniport (CMR:224:9S) prepared fOr the Apn1 Cooncil meeting stated that the cost
of the traffic circle at the conclusion of the CODCept>W design stage was estimated 10 be
approximately $35,000, This was based 011 a limited amount of information al the
conceptual stage and did nc! include any provision fOr contingencies.
Subsequently, with the completion of the more detailed final engineering plans and
specifications, the engineet'5 estimate prepared for this project placed the estimated cost
at a to!aI of $46,800. The cbange in estimated cost between the conceptual design stage
and the final engineering design stage ($11.800) is attribulable to more detailed and
accurate information regarding !he specific cornpooenIS of!he project. The actual low bid
for construction of the project, as presented in the previous section, is $64,800 .

Staff recommends that Council adopt the attached Budget Amendment Ordinance
(Attachmeni I) transferring a tolaI of $34.800 from the City's Street hnprovement Fund
10 CIP No. 19212, in order 10 provide sufficient funds 10 construct the permanent traf!ic
circle. .

Boulevard. Palo Alto applied for and received approval for a 1992·93 Transportation
De\-elopmcDI Act (IDA) gran! il!he amount of $69,000. A to!al of S24.000 of!he grant
funds had previously been txpendcd in 1993 (oc other aspects of the bicycle boulewrcl;
leaving a balance of $45,000 available fer !he design and roostruction of a traffic circle
or other posstble measures.
The funds fum !he 1992·93 IDA gran! arc available until June 30, 1995. Thereafter,!he
MetropcIitm Transportation Commission will reallocate Wlused funds to other projects.

remaining IDA funds (S21,OOO) will COOle from Street Improvement Funds previously
approved by Council. In order for the City 10 be eligible (oc this remaining amount of
IDA funds. a COI\IraCt for coostructioo must be awarded by June 30th., and billi.'lg5 in that
amount ($21,000) submitted 10 MTC by Angust 31st.
IfQluncil awards !he coos!ruCIion conIact for !he circle 00 June 26th. these deadlines can
be met. and the city will be eligible for !he $21,000. If these deadlines are 001 met. the
city will 001 be eliglble foe the S21,OOO remainder of the 1992·93 IDA Grant funds.
Alternatives
The issues before !he Council at the present time are (a) wbe1het 10 award the coostruction
contract, (b) what 10 include in the coostruction contract, and (c ) appro>al of a budget
amendment ordinance 10 provide sufficient funding 10 comple!e the project
The alternatives are as follows:
Alternative I: Approve the staff recommendation to award the construction contract
authorize change ()fliers. and provide additional !undin g foc the project
SIaIf would then proceed with execution of the contract and coostructioo
of the traffic circle. including the I"wO add alternates (Ia, Anti-<lraffiti and
I b, Street Name Pa!lels). Provision for change orders ensures that the
construcIioo w-JI be completed as expeditiously as practical .

be deleled from the contract and the project would be coostructed. as

believes that the anIi-gJaffiti proIectioo is an importanI feature and is likely
to result in future cost savings that exceed the current incremental cost of
$1.000.· Staff also be~ that the street name panels. which are an ARB
c:ooditioa of approval, are a desirable, aJbeit no( necessary. and attractive
feature of the circle, and worthy of the incremental cost 0(51 • .300.
A!temative 3: Reject all bids. do no( aoorO'o'c the Budget Amendment Ordinance and
proceed with some other option. such as the following:
a. Lower-cost Circle
Develop a substantially lower cost traffic circle design. A basic "off the
shelf" design similar to those used in Portland and Seattle could be
designed to the specific pbysir...al features of the Addisoo/Bryam
intersection. Depending upon the level of design refinements resulting
from Ihe design review process by the ARB, HRB and residents. the Iotal
cost 10 design and construct such a circle is estimated to be $35,000 to
$4S,OOO.
In such a case, the timing is such tIw the Cily would not be able to
proceed soon enough to avail itself of the remaining balance ($21,000) of
stale IDA funding that bas been programmed for this project, and for
which eligibility is about to expire.
h. Street Closure
Abandon the idea 0( a traffic circle at this location and develop a
permanent street closure in substmIiaI cooformance with the original (pre
circle) Ilial. The evaluation 0( the street closure Ilial concluded that it
functioned wen with no significant increase in traffic vo!wnes, 00
subsIantial changes in speeds. and no acc.idents or major problems. Staff
recommended that the closure be made pennanenl Due to coocerns that
were expressed about safety and traffic diversion, Council concluded that
the street closure should be replaced with another traffic management
measure, and the six-month Ilial of the traffic circle ensued.

trial street cIostre, a traffic circle and road bwnps were both ronsidered as
viable options. The road bump option consisted of liIe installation of two
road buJnp!; aJoog Bryant Street, one on either side of AddiSOll, about 50
feet from the intersection, along with associated signing and striping.
The I/affi(: circle offered several impor1anI advantages over road bumps (0£
this particular application, in that. circle. (al does not have the poIential
Iojar iqjured passengers d..'Stined Iix the Urgen! Care Center, (bJ improved
aesthetics in a histOrlc neigbborbood. and (c ) creates the illusion Iix both
Addison and Bryant drivers that the streets are closed. poIential!y
discouraging some througb traffic and influencing driver behavior on both
streets.
Based upon past experience \With the installation of road bwnps in a
portion of tile Midtown residential area, the COSIlOr installation of the two
road bumps, aIoog with related signs and roadway markings is $10,000, if
the installation were done in accordance with current city design. In such
a case, the liming is such that the City would not be able 10 proceed soon
enough to avail itself of the remaining balance ($27,000) of state IDA
funding that has been programmedb this JrOject, and Iix which eliglbility
is about 10 expire.

coocep(. to help facilitate bicycle travel and ellCOllrage bicycle use along
the bicycle boolevard. The cost of Ibis option is also minimal, limited 10
only !he cost of removal of the temporary circle and relate signs, and
installation of two stop signs on Addison ($1,400).
The foUowing summarizes !he basic issues and options regarding the cWTent decision
before the CooJllcil
I. The f\mctionaIity of!he traffic circle, alibis Iocatioo, has been favorable, and the
proposed design is a good one that will fit weD into the historic nature of the
neighborhood. Unfortunately, it is quite costly.
2. The altematives of coming up with a lower cost circle (3a). or reverting back to a
street closure (3b). <XlIlId likely end up requiring as much, or more, local funds than
the iDaemental amount now needed to construct the proposed pl'oject. They will
aJsc result in a visual appearance that is less likely 10 fit the historic nature of Ibis
particular neif)lbodlood.
3. The alternative of using road bwnps (3c) is substantially Jess costly. The visual
appearance would not fit well with the historic nature of Ibis particular
neighborhood, and potential problems oou1d arise with respect to Bryant Street
being an access route to the Urgent Care Center.

4. The alternatives of DO traffic management measures (3d), or ad:litional stop signs
(3e). are a reversal of previous Council decisions 10 effectuate a delicate and
elusive balance among a multiplicity of objectives and coocerns from individuals
and groups.
S. The past evaluation of!he si".-:>nIh trial of!he temporal)' circle induded a survey
that was mailed 10 900 addresses. The approximately 2~ respondents indicated
soli<! support (65%) fix making !he circle permanent Attacbment S provides a
SIi!llIIIlIl)' of!he ~ results.
'Nhile sIaff is truly coocerned about spending this mooh money fix a project of this size
and scope, given !he above considerations and the histOl)' and purpose of this proposed
project. staffbelieves that !he traffic circle sbould be bmlt as proposed.
Repaving of Addison Street
In addition 10 the construction of the traffic circle. !he Public Works Department bas a
street resurfacing project. long-awaited by residents, scheduled fix this summer tha! will
result in !he repaving of Addison Street between Alma Street and Middlefield Road,
including !he Addison'Bryanl intersection. Staff bas considered the trade.<>f!S regarding
5cbedu !jng, sequencing, public perceptions. and logistics fix lhese two projects. and has
concluded !hat Ihe circle should be built Ii.,;t ReIDO'o'3I and replacement of asphalt around
the circle for the repaving project will follow shortly thereafter.
Next Steps
If Council approves stafl's recommendation. ronstructioo of the pennanent traffic circle
wil1commence mearly July, and will be completed by lale August, 1995.
