in the 1988 Master Plan of ths Waslew-dlE!( Collection System. The sanitary cclTection
system lmpro'<emenls proposed by !his project wil reduce the req<Jirements placed on
future downtown developers, 10 inprove the existing undersized sanitary co1IecIion system
mains. The larger diameter mains, reducflOO of groundwater infjltration and the reduced
flow resistance of the new pipes will increase the carrying capacity of the existing

IatesI Irenchless conslruc!ion lecMoIogy fo< lhis project. These new construction
meIflods "ave been found 10 be much faster and mO<e ccIS1-etrec!ive than the convemional
open-!rencI1 method. One of the cons!ruclion me!hods \0 be used is the deformed and
refO<med liner process. This me!hocl will provide a polyethylene plasfie inner-liner 10 the
existing pipes from manhole 10 manhole and mquires no excava!ion of the street Another
cons!ruc!ion process 10 be used is !he plpe bursting method, whicl1 requires excava!ion
only at the s!reel intersec!ions and at the seMce !aleral connec!ions 10 !he sewer mains.
This process allows fo< a new equal Of larger size <flameter plpe where capacity is a
problem.
The deformed and refO<med Oner me!hocl will be used \0 rel1ab<litate most of !he sewer
mains in !he downtown area. The plpe burs~ng process wi) be used only 10 increase the
existing mains OIl UniIIe<sity Avenue betweeo Waverley and Alma Streets and on
Harrullon Avenue between Cowper Street and Mtddlefiekl Road where the sewer capacily
need,s \0 be increased. Also included is !he replacement of exisbng leaking bOck
manholes Of !ampholes with new waler-!ighI concrete manholes.

Coostruction on UniIIersily Averl\Je wiD be res!ric!ed \0 one block at a time. Each block
wilIlak. approximately 0:'" week \0 complete. The west-boon<ltraffic lane and a~ parking
spaces within lhat block wiD be unavailabfe during construction. The wesl.tJound traffic
wiIhln !he block wiD be detoured 01110 lylton Ave""". The conlraclo< shan slart and
oomprete each block completely before moving \0 !he next block. Construction will slop,
the s!reels wi.! be cleaned and traffic !low will be urI' restored by 4:00 pm. daily. The
slart lime for the construction will begin between Ihe hours of 6:00 a.m. and 8:00 a.m.
This /las a! been eoonflf18le;l with the Police Department in acOO<dance with the noise
ordinances. Stree!s will be kepi clean and dust free during COl1struc6on.
The Chamber of Commeroe has been notified as wen as lhe Downtown Markafing
Committee {Exhibit"(Y) Ihrough !heir respec!i\le rleW5letlers and at Ihe1r monthly
meetings. On June 21, 1995, dumg !he monthly Downtown Markeling Committee
meeting, staff presented the scope of !he projed. explained 11-.. me!hod of conslruc!ion,
and responded \0 questions from the group. The Down!own Markeling Committee was
supportive of !he project, and !heir comments and concerns have been accornmodated
in !he projecI sc:I1eeJurtng and traffic: control plans. NoIic:es will be issued 10 eac:l1 address
al"'"'9 !he pro!ea route at1~ 7-days, and 24-hours prior 10 start of construction. No
Parking signs will be installed on II1e wes! bound lane on each block one Weel< prior 10 !he
start of construction in Ihat block.
Downtown construction will begin in August on Universily Avenue first Then work wiD
proceed 10 Hamillon and lytlon Avenues, as we' as !he side streets of Universily Avenue.
No oonsIruction wiU be allowed during II1e Christmas shopping season, from Than1csgMng
\0 !he end of Oeoember.
INVITATION FOR BlOS
A request for bids for !he Phase V Sanitary Sewe< Rehabifllation Project was sent ouI \0
19 contractors and 12 building exc:l1anges on May 22, 1995. Bids were received on Jooe
13,1995 tom two c:ontradors, ranging tom $1,774,455 \0 $1,840,175. Staff SlJ<Veyed
!he non-responding contractors who received bid pac!<ages and found lIlal lhey <fld not
submit bids for lhis ~ due to the 5cense requlremenls of !he rehab~itation process.
The two bids submitted were evalualed by a hee person rommiIIee WlcIu<fiIlg II1e Project
Engineer, Project Manager and !he WG-W Engineering Manager and ranked as shown
in !he atlac:l1ed Bid Evaluation Summary (Exhibit "S"). The Engineer's estimate for Ihe
prcject is $1,900,451.
Staff cI1ecl<ed references suppfled by !he contraclo< in the bid documents for previous
worlc. performed by U-liner West and found no compIaln!s. Staff also checi<ed !he
c:ontraeIor"s Iic:e!1se with !he State of Cafrfornia and found no complaints on file. Staff
recommends lIlal !he bid of $1,77-4,455 submitted by U-lir.er Was! be delennined by
Counci to be !he lowes! responsible bid and IIlaI !he c:onlrac:l be awarded to U-Line<
West.
