The HugbesfHeiss Organization Revie ... Report contained a rerommendation to add a new
Code Enforremenl Officer position in the Department of J'lannjng "Ed Community
EnWonmenl in the 1995-96 Budget. That position bas been put in the proposed 1995-96
Budget (page 236). In approving Ib.t recommendation, the Council orrected staff 10 implement
a 0J0t reoovery plan to offset the finan"';a! impact of this position.
T:> date, staff bas investigated ';nu1ar cost recovery programs in oilier jurisdktions, developed
a fee justification, and developed a draft fee ~hedule. Currently under investigation are the
legal implications of the proposed fees and the ordinance <hanges necessary to implement a
0J0t rewvery program. .
It is anticipated thaI staff will return to Council with • comprehensive cost Ieca.ery program,
including proposed orclinanee revisions, in Oc1ober of 1995.
