This repon recommends that Cooncil award a tw<ryear contract in an amount no( '" excee<l
$80,000 per year 10 Empire Equipment Company for equipment repair services 10 landfill
equipmeIlllocated at t1Je City's Refuse Disposal Area. Funds have been budgeted in tlle FY
199>96 Public Worb Department Equipment Management Operations and Maintenance
budget for year one of Ille contract. FUilifmg for the secood year is coDlingent on Cooncil
approval of t1Je 1996-97 budget.
RECOMMF.NDATIONS
I. Staff recommends that Council approve and authorize t1Je Mayor b execute !he
al!lIChed two-year COOII'act with Empire Equipment Company in the amounI of $80,00:>
per year for equipment repair services.
2. Autbor'.ze the City Manager or her designee to negotiate and execute one or more
clwlge orders 10 the contract with Empire Equipment Company, the IotaI value of
which change orders shall not exceed $8,000 per jell!.

The ~ ManagemenJ Division of Public Works uses an outside contractor 10 service
and repair specialized landfill equipment which includes two bulldozers. one compactor. ooe
scraper. ooe loader. and one tub grinder . Work includes scheduled inspe..'"tions and
maintenance, diagnosis, cost estimating, and ~site repairs at the City', Refuse Disposal
."uea. The CODlnicIOr provides. mecbanic and • purpose-buiJt truck capable of lifting heavy
components for OD-site repairs. The contrac!or is aJsQ capable of ttansporting oversize
equipment 10 their local shop when rebuilding major compooenlS is betrer perfonnod at their

Two of the fouf coottaclOOi did no( submit Nds because !hey perform !he .. types of repairs
primarily on their c:ompany owned equipment. Staff recommends the bid of $80,000,
51jbmitted by Empire Equipmenl Company, be de!ermined by Council 10 be the lowest
responsible bid and that the cootratt be awarded accordingly.
