RECOMMENDATIONS
Staffrecommends that Council:
I. Approve and alllhorize the Mayor 10 eXe<:ule the atta<:bed contract with California Land
Management in the amoun! 0( 5104.328 foe ranger patrol services in Pa.lo AIto's urban
paOO for !hree years.
2, Approve and authorize the Mayor \0 execute the atta<:bed contract with California Land
Management in the amoont O(S193,680 for ranger patrol services in Palo Alt,,'s Refuse
Area. Byxbee Park and the Baylands Nature Preserve ~ !hree years,

F..xECUTIVE SUMMARY
The a_bed contracts provide for aliOTiety 0( ranger patrol and mainlenanee services. Since
1983. the City has e<>ntracted with CLM for ranget service, to supplement Opea Space and
Sciences' staff. CLM has dem()(lSlrated the ability to provide services in the area 0( visible
patrol. minoc law enforcement. CPR and emergency firs! aid, routine maintenance and janitorial
services.

The City originally con_ted with CLM 10 provide security patrols 10 t><event illegal dumping.
and 10 ~be<k rM fires at the Refuse area. CLM patrols reduced the illegal dumping in the
Refuse area. .~" '!he dumping began 10 ~ur in Olher areas of the Bay!ands suck as ~
parldng Jots in the Nature Preserve. CLM's s.!f"Vices were then expanded \0 help protect these
IITUS.
CLM continue. 10 pr"vide servi<:e. 10 ~ Refuse Area and Baylands. During tho pasltbru
yean, !heir area of patrol hos been increased 10 include the uroan pBIb. In combination with
the City"s park rangon. they have beea effi:ctive in roducing the problems 0( overuse and
inappropriate bebavicr in the uroan paris.
Two contract> are proposed 10 le<:OrnrnOOal. different funcfmg sources. The attacbed contract
fOO" park ranger servi<:es in the urban paris is fOO" a tenn of three )·ears, with 534,240 being

based on the unique mix 0( services and equipment pro.ooed by eLM. Although Olher local
organizations pro.ooe private security services, and others tllal pro.ooe maintenance ser;ices.
CLM is \he only known 10cal organizatioo that can provide \be wide-range 0( contract servi«s
needed. using established park managemenl pracli<:es. Other ag"""ies. including the City 0(
Mounrain VleW, successfully use CLM for contract park ranger services.
