This is a request for approval 0( a services cootract for !he trimming of trees in City Parks
and off street trees at public facilities, Cli' 19506-999.
RFCOMMENDATIONS
Slaff recommends:
l. The bid for items 2, 4, 5, 6 and 8 lOLtIing $50,~, submi~~ by Davey Tree
Expert Company, be determined by Council 10 be !be lowest respoosible bid and
Illat the COIlIract be awarded ~dingJy in an amount not 10 exceed $50,~ for
actual wO£11o be perfocmed.
2. The bid foe items 1,3,1, and 9 torarlDg $20,840.91, submitted by Arbor Tree
Surgery Company, be determined by Council 10 be the lowest responsible bid foe
these items and !hat the contract be awarded a<:<".ordingly in !be amount of
$20,840.91.
3. The Council authorize !be City Manager or ber designee 10 negotiate and execute
ooe or more change orders 10 the cootract v.ith Arbor Tree Surgery Company, the
lotal value of which cbange orders will not exceed $3,126.

EXfCI rrIVE SUMMARY
The Public Works Department bas contracted for the trlmming of trees throughout the
City, including City parks and facilities. This contract is for trimmlng of parl and off
street facility trees excluslvely. Tree section staff evaluated pario: and off street trees for

!I'.mming Deeds based Cd lhree priorities: (I) immediate safety wO<~ (2) low banging
limbs.which may be hazardous; (3) general bealth and preventative maintenance. A IisI
of 1.146 trees requiring first or second priority wocl< was COOlI'iled. From lhis list. staff
designated 441 trees as bigh poiority. The ell' funding will address the majcrily of Ihese
high prioriIy trees. The oost of the tree Irlmming will be in ac<:ordance with the attached
cost schedule submitted by the Davey Tree Expert Company and by Arbor Tree Surgery
as \heir bids. The balance of the ~ and serond priority trees ",-ill be p<UDed by a two
person City tree crew assigned 10 Parks for IT 95-96 and beyond. as per the
r=>mmendation of the Hughes-Heiss Organizational Review.

po!ential bidders attended a mandalOfy pre-bid meeting. The bid pacKage specific3600s
stipulated that the bid woold be awa.<ded based on the lowest price for individual bid irems.
On June 20, 1995 lOur bids were received, and two pre-bid attendees who did not submil
bids gave the folJowing reasons: !bey currently bave 100 much wOO<. and cooId not accept
a job !his size. No acrual or poIential bidder e~essed any (X)ncem with the lime period
established for bid submillals. Staff selected the lowest prir.e from each bid item (eighl
items) and grouped !hem by the COIItr3cIor which bad lhatlowest bid. Davey TRe Expert
Company bid the lowest on items 2, 4, S, 6 and 8; Arbor Tree Surgery Company bid the
lowest OIl bid items I, 3, 1 and 9 (for 120 crew hours 01 hourly pruning misc<:llaneous
W<ld).
