EXEqrrIYE SUMMARY
The existing residence located at 11068<)'81'.1 Street is not designated as a historic structure
on the Historic Inventory; however, it is located within the Professor.ille Historic District
and as sue!! is coosiclered a "significant" Category J structure. Ch .. ~er 16.49 P AMC defines
I Historic DistricI as ". collection of buiJdings in I geographically defi.'I3ble area possessing
I significant concentration or continuity ofbuiJdings unified by past events, or aesthetically
by plan or physical developmenL A cflSlrict should have integrity of design, setting.
materials, workmanship and association. The collective value of. historic district taken
Iogether may be greater than the "alue of each indlvKlual builomg."
Section 16.49.070 of the Palo Alto Municipal Code require. I 6O-day moratorium and
automatic review by the HRB of an application I<l demolish. "signi !kant" structure Iocaled
ouISide of the Dm>.ntown area. The HRB or any other in1erested person may recommend tha1
lhe Council extend the moralorium for • period up 10 one year. In addition, II may be
required tha1 appropriate and reasonable public ~ of tile availability oflbe structure be
provided by the applicant. The demolition app~cation !Or II 06 Bryant Street is being
forwarded 10 the Council because the HRB has recommended that the moratorium be
exIended.
On Mal' lB. 1995, Ann Barbee, pr..perty owner, submitted an app!icatioo to demolish a
single-fa...,ily resKlence located at 1106 Bryant S!ree! (see attachment I). As required by
Section 16,49.070PAMC, on lune 1,1995 an informational staffreport was forwarded 10
the Council, which outrmcd the moratorium process (sec attachment 2). On June 7, 1995,
the HRB rev'.ewed the application and continued discussion 10 June 21,1995. Due to the
lack of a quorum, the app&ation was continued 10 July 5, 1995.
On July 5, 1m, the HRB voted 4-0-1-2 (Barbee IlOl participating. Anderson and Kohl",
absent) to recommend 1I'.a1 the CouncH extend the moratorium period for • lola! of 12
months. The HRB determined thaI the loss of the residence would contribute to an overall
decrease in the integrity of the ProfessorviIle Historic District. The residence's age and
bistorieal cootexI fIIllke it significantly more vaJuab 1. '" the Professorville Historic District
than. new single-family home buill in its place. The 12-mooth moratorium "''ill allow the
oW1lCl time '" explore alternatives 10 demolishing the house, includ'rng renovating the
structure on-site or m"ving it 10 another location.

exploring how the existing struchHe might work with m)-plans to make thls
address my perman.mt residence in Palo Alto.
I have lived in Palo Alto for <We< 30 years an<! krow the city quite well. Over the
course ot several years cl early morning walles through the neighborhoods cl Palo
Alto. I coocIuded that the most satisfying place foe .,..., 10 live would be in the
ProfesSOl1.-ille area because 0( ils walking proximity to downtown. Stanford
Uruversity, and medical facID ties.
Having made that decision,. I kepi an eye out foe something to bu y_ In A "gust. • For
Sale sign from. San Francisco realtor was posted on the house at 1106 Bryant. I
immediately con/acted the realtor, and arranged for a lour vf the t.ous. with •
contractoc friend and a realtor+ The h>u.se was an estate sale and I "'won-the
original sealed bid procedure. Subsequent to that. I met the chaflenge of an overbid
(!llduding what amounted to an auction) in Superior Cocrt 0( San Francisco.
My tesearr..h on the property uncovered the following pieces of infO<m.tion. The
house was built abcut 1908. It had been owned for many yeOL'S by. Mrs Koeneman
0( S.F_ who used it.s • surr.!!'J![ home. n.e house rod been vacUll foe at least S
yeus prio< to my purchase 0( it. (The utilities had been disconnected in 1990.)
Although the house was origlnal1y brown-shingled, some time ago. layer of
asbeslos ce"..ent shingles had been applied 10 the entire structure.
Because I firmly believe tNt the preservation of historic houses in Palo Alto is •
crucial issue, I have spenl the past few months exploring altemati ;-es to
demolishing this s!r..cture. I have had a house mover, three uchit.cIs, and two
contractors look at this property. and the consensus was tNt the building could ooZy

would be no guarantee that additior.al problems such as termile infestation, dry rot,

would JIl()ve it, Imt, according to a house mO'/et I consulted, the utility lines
prolubi! such a possibility.
The house is old, that'slrue. And in a global way if we tore down 50% of the old
houses in Professorville, it would no longer be an historic district. On the other
hand, I believe that there should be some reason other than age for going to great
lengths 10 preserve a structure. In the ca>e of 1106 Sryant. I can find no redee ming
features. AI 1200 sf, it is 100 small both for my needs and the relative investmerl in
land. Its floor plan is ,estrictlve lncluOing an·",lerio< fueplace at the apox of several
!!affic patterns. [t still, after 6 months of airing. smells awfoI. The a~tos siding is
deemed a hazard. The roof leaks. The foundations are original brick. The plumbing
is so bad that an ",~!si<le hose bib sheared off during my brief period ol ownerS/>jp.
Although I am no! legaily requirecllo present you with my plms foe the
replacement stru..-ture, I do feel a moral obligation 10 00 so. My inlention is to build
a 2200 sf b<own-shingled two-story Craftsman-type house in its place. Preliminary
design plans and elevations including a streetscape will be available to you _I the
hearing. The house will feature a large fron! porch and a half-hidden from garelo,,-I
believe it will be highly compatible with its neighbors. It Iook.s now as if I can build
it wilhir\ the city's current zoning restrictions {which probably means that it will be
the only conforming house on the blod.'}
I have explored whal can be saved from the house There are two windows (2'x3')
on the 5O<\th side and two (l.5'x1.5') in the front dormer w~jch are candidates. ThaI's
about it. The only significant tree is the redwood in front and I've had it c.'>eded by
an arbori:>t and it is in good shape .nd will remain and benefit from the care and
watering of • resident owner,
I hope thai you will recommend approval olthe demolition .pplkalion. I believe
thai I have approached this issue in • Ihorough and logical manner. I've laken the
time to explore alternatives and I've developed a compatible replacement program
which will enhance the neigllborhood.
