REOUEST
This report ~ !hat Council approve and authorize the Mayor 10 execute a contract
with Lewis &; TIbbitt£, Inc. ofFremool, California in the amount of $301,650 for 1995-96
Electric Utility Trench and Substructure Installation.
RECOMMENDATION
Staff recommends that Coonc!1:
I. Authorize the Ma-jOf t.J execute the attached C<)ntract with ~is &. Tibbitt£, Inc. In
the amount of $301.650 for 1995-96 ~ Utility Trench ond Subs1roc1ure
lnstaDation.
2. Authorize the City ~ or her designee to negotiate and execute one or more
change orders 10 the contract 10 cover additional related but wlioreseen wod< .... ruch

The electric ublity establishes an aonual cootraet with • general contractor 10 dig trenches
ond install cooduits for e1e<-"Irlc lI!llity customer servk.e<, small extensions ond
rop!acements 10 the existing underground electric system ond to instaL1 communicatioos,
_ light ""d traffic signal conduits and ~dations. Each small job is individually
qoo4ed, & price agreed upon aod payment made upon completi<Jn of the work. In the last
fiscal year, 178 small jobs Io!aling $300,000 have been completed.

received packages. The bid opening date was established as May 9, 1995. A five week

Three bids were received. Staff believes that the prices quoted on these bids are
IUSO!llIble and campa", favorably with the engine..-'s estimate and other previously
requested bids JOe similar work. Severa! con!raclors reported thai they did not bid because
!bey are busy w;th other work. Stoff believes that rebidding this annual CO<ltract will not
result in additional bids being =eived nor will more favordble prices be received.
The work performed under this contract is small. individually-priced, cuslOmeI service and
system improvement projects. In 1994-95, 178 separate projects were performed averaging
$1600 each. A Iypical CllS!omer senrice pr<!iect fOr the contractor would be to excavate
and instan electric, phone and CATV boxes and conduits in • sidewalk to provide. poinl
of service lOr a new home or business. A typical system improvement project would be
to remove and replace the deteriorated and nnsafe lop of an undergroond electric vault.
The delay .ssociated with rebidd"mg in the hopes of obtaining additional bids would
require !he City 10 delay providing new <J< expanded electric services to customers and
delay the correction of WISOf. facilities located in sidewalks and streets.
